Witnessing a vote-by-mail ballot is free [19].

Birth, death, marriage, court and recorded-document copies
Birth and death certificates (Florida Department of Health in Orange County)
- Birth certificate fee: $15 for a birth certificate and $8 for each additional certificate [3].
- Death certificate fee: the death certificate page lists $10 for a death certificate [27]. We didn't find a price for additional copies on that page. This office has Florida deaths from 2009 to the present. For earlier deaths, use the state Bureau of Vital Statistics in Jacksonville or VitalChek. Only a family member or legal representative can request the cause of death. Questions: 407-858-1460 [27].
- In person: Vital Statistics, Central Health Center, Building 2, 807 West Church St., 407-858-1460, offers birth and death certificates Monday–Friday 8 a.m.–5 p.m. [28]. The Census Geocoder places it in Orlando city [9].

The health department's own page lists 807 West Church St. and 407-858-1460 [28]. Go by the health department's page, or call first.
- Closure (upcoming): all Department of Health offices in Orange County will close on Wednesday, November 11, 2026, for Veterans Day [3].
- Tax Collector: we didn't find a current official Orange County Tax Collector page with birth certificate prices.

Birth and death certificates from the state (statewide)
- State birth certificate fees (statewide): the Florida Bureau of Vital Statistics charges $9 for the first computer-generated birth certification, which includes a non-refundable $9 search fee, and $4 for each additional copy. A photocopy certificate is $14 for the first copy and $4 for each additional copy. Rush service is $10 more, and shipping is $1 [30].
- Who can get a birth certificate (statewide): births less than 125 years old are confidential. Only the person named (if 18 or older), a parent on the record, a legal guardian, a legal representative or someone with a court order can get one, with a valid photo ID [30].
- State death certificate fees (statewide): $5 for a one-year search and one certified copy (the $5 search fee isn't refundable), $4 for each additional copy, $2 for each extra year searched (up to $50), $10 for rush service and $1 for shipping. Records before 2009 need the $10 rush fee for same-day walk-in service, when available [31].
- Who can get a death certificate (statewide): anyone 18 or older can get a certified copy without the cause of death. Records less than 50 years old that show the cause of death are confidential and limited to family and others the department lists [31].
- State office walk-in (statewide): 1217 N Pearl St., Jacksonville, FL 32202; lobby hours Monday through Friday, 8 a.m.–4:30 p.m. Pay by cash, check, money order, Visa or Mastercard; contactless and tap-to-pay aren't accepted [30][31].
- By mail (statewide): Florida Department of Health, Vital Statistics, P.O. Box 210, Jacksonville, FL 32231-0042. Computer-generated birth certificates normally take 3–5 business days plus shipping. Mark the envelope RUSH and add $10 for priority processing [30].
- Online (statewide): VitalChek is the only vendor the state contracts with. A birth certificate through VitalChek is $19 for the first copy (including the $9 search fee and $10 rush fee), plus a $7 VitalChek processing fee [30].
- County health departments (statewide): they issue Florida birth records from 1917 to the present, and the state says fees vary by county [30]. Compare the county fee above.
Marriage licenses (Orange County Clerk of Courts)
- Who issues licenses (statewide law): a county court judge or the clerk of the circuit court [32].
- Waiting period (statewide law): if you don't give the clerk certificates showing you finished a premarital preparation course, the license takes effect 3 days after you apply. The clerk must make exceptions for people who don't live in Florida and for couples who claim hardship, and a county judge may waive the wait for Florida residents with good cause [33].
- Course discount (state law has two figures): the course must be at least 4 hours, and section 741.0305 says it cuts your license fee by $32.50 [34]. Section 741.01 says the fee is reduced by $25 for couples with course certificates [32]. Check the county fee below for what you'd actually pay.
- Validity (statewide law): a Florida marriage license is valid for 60 days after it's issued [35].
- Orange County fee: $86.00, or $61.00 with proof of a premarital preparation course [4].
- Payment: cash, money order, cashier's check (payable to the Orange County Clerk of Courts), MasterCard, Visa, Discover or American Express. Card payments carry a $3.50 surcharge [4].
- Where: the Orange County Courthouse, 425 North Orange Ave., Room 350, or the Apopka, Ocoee or Winter Park branches [4].
- Waiting period: Florida residents without a premarital course certificate wait 3 days, starting after you both come to the Clerk's office together and buy the license in person. There's no waiting period for people who don't live in Florida. Couples claiming hardship can petition a judge to waive the wait, at the downtown courthouse only [4]. A license is valid for 60 days and can be used in any Florida county [4].
- Ceremonies: the Clerk performs ceremonies Monday–Friday, 8:00 a.m.–4:00 p.m., at the same four locations, for $30.00 [36].
- Certified copies (who has them; sources differ): the Clerk's marriage and court records pages say the Clerk sells copies of Orange County licenses filed before March 1, 1998 or after June 30, 2017, and the Comptroller has licenses filed from March 1, 1998 through June 30, 2017 [37][7]. The Comptroller's FAQ says the same [12]. The Clerk's mail request form says the Clerk has licenses filed before March 1, 1998 and the Comptroller has those filed on or after that date [38].
- Copy prices: at the Clerk, a certified copy of a marriage license is $3.00, and each additional copy is $3.00. A decorative marriage license is $10.00 [7]. At the Comptroller (1998–2017 licenses), you can print a plain copy for free from its website, and plain or certified copies are available for a fee in person, by mail or by phone (407-836-5115, option 2) [12]. Its general copy prices are $1 a page, plus $2 to certify [11].
Recorded documents (Orange County Comptroller)
- State base fees (statewide law): state law lists recording fees of $5.00 for the first page and $4.00 for each additional page, and requires additional service charges on top [39]. The county total below is what you pay.
- Orange County recording fees: $10 for the first page and $8.50 for each additional page. The first four names are indexed free, then it's $1 per additional name [11]. The Comptroller's Service Charge Schedule (date last reviewed 11/05/2025) lists the same recording fees [40].
- Taxes on deeds and mortgages: in most cases, documentary stamp taxes must also be paid when you record [12]. The Comptroller's Service Charge Schedule lists documentary stamp tax of $0.70 per $100 (or fraction) on deeds, with a $0.70 minimum when the consideration is $100 or less, and $0.35 per $100 (or fraction) on mortgages and other obligations to pay money. Intangible tax on obligations is $0.002 per $1.00 [40].
- Copies: $1 a page; certified copies are $1 a page plus $2 to certify, so a 3-page certified copy is $5. Certified copies can be bought online by credit card from the search results page [11][41]. The Service Charge Schedule adds: pages larger than 8½ by 14 inches are $5.00 a page (plus $2.00 per document to certify), non-official copies are $.15 a page, an authenticated certificate is $7.00, and a records search is $2.00 per name, per year searched [40].
- Payment: MasterCard and Visa are accepted in person, up to $500 per visit, and by phone for copy orders. Personal and business checks, cashier's checks, traveler's checks and money orders, payable to the Orange County Comptroller, are accepted for everything except tax deeds, which need cash or certified funds [11][8].

- Where: Official Records, 109 East Church Street, Suite 300, Monday–Friday 7:30 am–4 pm, 407-836-5115. Mail goes to PO Box 38, Orlando, FL 32802 [8]. The Census Geocoder places the office in Orlando city [9].

- Online: non-certified copies of most case types from 2009 on are on the Clerk's MyeClerk website [7].
- Requests: request other records online, by mail or in person at 425 N. Orange Ave., Suite 150. For copies, the Clerk contacts you with the cost and a delivery estimate, in about 10 business days for mail requests [42].
- Payment: online by card, with a $1.50 processing fee; by mail with a personal check, money order or cashier's check; in person in Room 150 with cash, card ($3.50 surcharge), check or money order [7].
Apostilles and notarial certifications (statewide)
- What it is (statewide): the Florida Secretary of State is the only authority in Florida that issues apostilles and notarial certifications [43]. Countries that aren't in the 1961 Hague Convention get a notarial certification instead of an apostille [44].
- Fee (statewide): $10.00 per document, or $20.00 per document certified by any Florida county Clerk of the Court ($10 for the apostille and $10 for a certificate of incumbency) [43]. State law caps the apostille fee at $10 per apostille [45].
- Payment (statewide): a check or money order payable to the Florida Department of State, in U.S. currency from a U.S. bank. Cash and credit cards aren't accepted [43].
- By mail (statewide): send the request form, the document (an original certified copy, not a photocopy) and a self-addressed stamped envelope or prepaid airbill [43] to Department of State, Division of Corporations, Apostilles Section, P.O. Marriage and divorce certificates must be signed by the State Registrar or the Clerk of the County Courts [46].
- Elsewhere (statewide): federal documents go to the U.S. Department of State, and documents from another state go to that state [43]. The office doesn't translate, and the translator can't be the notary [44].
More on certified copies: how to get a certified copy.
