Records before 2009 need the $10 rush fee for same-day walk-in service, when available [24].

Marriage licenses (Duval County Clerk of Courts)
- Who issues licenses (statewide law): a county court judge or the clerk of the circuit court [25].
- Waiting period (statewide law): if you don't give the clerk certificates showing you finished a premarital preparation course, the license takes effect 3 days after you apply. The clerk must make exceptions for people who don't live in Florida and for couples who claim hardship, and a county judge may waive the wait for Florida residents with good cause [26].
- Course discount (state law has two figures): the course must be at least 4 hours, and section 741.0305 says it cuts your license fee by $32.50 [27]. Section 741.01 says the fee is reduced by $25 for couples with course certificates [25]. Check the county fee below for what you'd actually pay.
- Validity (statewide law): a Florida marriage license is valid for 60 days after it's issued [28].
- Duval County fee: $86.00, or $61.00 with proof of a premarital preparation course from a registered provider [5]. The Clerk's page calls this a $25.00 discount, open to Florida residents and non-residents; the course must be completed no more than one year before you apply, and both of you must attend it [5].
- Waiting period (county page): the Clerk says Florida residents have a mandatory three-day wait after getting the license, which is waived with a premarital course certificate, and non-Florida residents have no wait [5].
- How: complete the eMarriage pre-application online, then both of you must come in together with proper ID and payment. Appointments are available at the Beaches Branch in Neptune Beach [5]. A license from any Florida county is valid for a ceremony anywhere in Florida [5].
- Copies: marriage licenses recorded in Duval County since 1988 can be searched online, and uncertified copies are free to download [5]. The Official Records page says marriage licenses recorded since February 1981 are also online [29]. For a certified copy, contact Official Records and Research, room 1253, (904) 255-2025 [5].
Recorded documents (Duval County Clerk of Courts)

Apostilles and notarial certifications (statewide)
- What it is (statewide): the Florida Secretary of State is the only authority in Florida that issues apostilles and notarial certifications [33]. Countries that aren't in the 1961 Hague Convention get a notarial certification instead of an apostille [34].
- Fee (statewide): $10.00 per document, or $20.00 per document certified by any Florida county Clerk of the Court ($10 for the apostille and $10 for a certificate of incumbency) [33]. State law caps the apostille fee at $10 per apostille [35].
- Payment (statewide): a check or money order payable to the Florida Department of State, in U.S. currency from a U.S. bank. Cash and credit cards aren't accepted [33].

Marriage and divorce certificates must be signed by the State Registrar or the Clerk of the County Courts [36].
- Elsewhere (statewide): federal documents go to the U.S. Department of State, and documents from another state go to that state [33]. The office doesn't translate, and the translator can't be the notary [34].
More on certified copies: how to get a certified copy.

People could drop off up to two 30-gallon bags or boxes of paper documents, which Republic Services hauled off site for shredding [38]. We didn't find an upcoming city shredding event on an official page.
