Birth, death, marriage, court and recorded-document copies
Birth and death certificates: Oklahoma State Department of Health (statewide)
- Fees: OSDH Vital Records charges $15.00 per certified birth or death certificate. Phone and online orders add a $5.00 convenience fee for Oklahoma residents or $12.95 for non-residents [18]; the FAQ puts phone and online orders at $20.00 for the first copy and $15 for each additional copy [18].
- No walk-ins: the Vital Records lobbies aren't open to walk-ins. Online orders (through VitalChek) and phone orders at (405) 426-8880 can be picked up at "Will Call" in Oklahoma City, Tulsa or McAlester, usually in about 2 business days; bring a photo ID and the order confirmation [5][19]. Will Call hours are 12:00–4:45 p.m., Monday–Friday [18].
- By mail: send the application, a photo ID and a check or money order payable to OSDH to Vital Records Service, Oklahoma State Department of Health, PO Box 248964, Oklahoma City, OK 73124-8964 [18][20]. OSDH lists about 4–6 weeks for mail orders [5], and its death certificate page says mail orders may take 6 weeks [19].
- Marriage and divorce records: OSDH points these to the county court clerk where the license or divorce was filed [5]; the county block below has the local office.
Marriage licenses: Cleveland County Court Clerk
- Fee: $50, or $5 if you show an original certificate of successful completion of a premarital counseling program under 43 O.S. § 5.1. Copies, faxes and emailed certificates aren't accepted [2].
- How: Monday–Friday 8 a.m.–4:30 p.m., excluding holidays; arrive early. Bring proof of age, such as a driver's license, birth certificate, passport or military ID. There's no waiting period unless an applicant is under 18 (then 72 hours), and no blood test. Cleveland County judges don't perform marriage ceremonies [2].
Court records and marriage license copies: Cleveland County Court Clerk
- Fees: copies are $1.00 for the first page and 50 cents for each additional page; certification is 50 cents per document; a certified marriage license is $2.00; an authentication certificate is $5.00 [3].
- How: fill out the Request for Records form. In person, go to the first floor (1E) of the Cleveland County Courthouse, entering through the west door of the complex at 201 S. Jones Ave., Norman. By mail, send it to Cleveland County Court Clerk, 200 S. Peters Ave., Norman, OK 73069. Pay by check or money order, or by credit card in person. Requests are completed within 10 business days of payment, and certified copies can't be emailed. Questions: 405-321-6402 [3].
Recorded documents: Cleveland County Clerk
- Recording fees: the county's fee schedule lists $18.00 for the first page of a real estate document, saying it "includes $5.00 preservation fee," and $2.00 for each additional page [21]. State law (28 O.S. § 32) sets $8.00 for the first page and $2.00 for each additional page, plus a separate $10.00 preservation fee for each instrument [22]. The $18.00 total matches $8.00 plus $10.00, but the county's $5.00 preservation figure differs from the statute's $10.00. The county says its prices are for estimating and to call (405) 366-0240 for final pricing [21].
- Copies: $1.00 a page, $1.00 to certify copied documents and $5.00 for blue line copies of plats. Recording a military discharge (DD-214) is free [21].
- Where: 201 S. Jones, Suite 210, Norman, OK 73069, (405) 366-0240, Monday–Friday 8 a.m.–5 p.m., open through lunch [4].
- County clerk fees (statewide): 28 O.S. § 32 sets county clerk recording fees of $8.00 for the first page and $2.00 for each additional page, plus a $10.00 preservation fee per instrument, and $1.00 a page for copies and $1.00 a page to certify them [22].
Court clerk copy fees (statewide)
- Fees (statewide): under 28 O.S. § 31, a court clerk charges $1.00 for the first page of a copy of a record and $0.50 for each additional page, $0.50 to certify an instrument and $5.00 to authenticate court records. Recording a marriage license is $5.00 with a premarital counseling certificate (43 O.S. § 5.1) or $50.00 without one [23]. A judge or justice may also collect a $10.00 marriage ceremony fee on top of that (28 O.S. § 56) [24].
Apostilles (statewide)
- Who: Oklahoma apostilles and authentications come from the Secretary of State, not the county. They can be attached to an original notarized document or a certified copy of a recordable document, such as an Oklahoma birth certificate, marriage license or divorce decree [6].
- Fee: $25.00 per apostille (per notarial act or certified document), or $10.00 per apostille for international adoption proceedings; an authentication is $20.00. Credit card payments add a 4% convenience fee [6].
- In person: 421 NW 13th St, Suite 210, Oklahoma City, (405) 521-4211, Monday–Friday 8:00 a.m.–4:30 p.m. In person you can pay by cash, cashier's check, money order, credit card or business check [6].
- By mail: include a cover letter naming the country, a phone number or email address and the return mailing address, and pay by certified cashier's check, money order or business check payable to Oklahoma Secretary of State [6]. See the apostille guide.
More on certified copies: how to get a certified copy.
Money orders
USPS money order fees are national: $2.65 for $0.01 to $500.00, and $3.75 for $500.01 to $1,000.00. Pay with cash or a debit card, not a credit card. The limit is $1,000 per domestic money order [25]. Other sellers: money order guide.
