Memphis, Tennessee document errands: printing, fax, notary, passports and certified copies (2026)

Printing, copying, scanning and fax
Memphis Public Libraries
- Printing: 20¢ a page black and white and $1.00 a page color, from the library's desktop computers. Cash only [1].
- Paying: you load dollar bills onto your library card or a guest pass at the print kiosk; the machines take only cash. Without a library card, choose "Create Guest Pass" [8].
- Your own laptop: you can't print directly from a personal computer. Save the file to a storage device and print from a library computer. The library's loaner laptops aren't connected to the printers [1].
- Copying: each library has copy machines at 20¢ a page, cash or coins only [1].
- Scanning and fax: we didn't find scanning or fax service on the library pages we read. The Central Library's amenities list a copy machine and printing but no fax [9].
- Benjamin L. Hooks Central Library: 3030 Poplar Ave., (901) 415-2702. Monday–Thursday 10 a.m. to 8 p.m., Friday–Saturday 10 a.m. to 6 p.m., Sunday 1 to 5 p.m. [10]. The Census Geocoder places it in Memphis [11]. Other branch hours are on the same page; we didn't check them one by one.
- The UPS Store: it lists 5 open locations in Memphis, plus one marked Coming Soon. Its city page says its stores offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [12]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [13]. The Census Geocoder places all 5 open stores inside Memphis [12][11].
See printing prices and fax prices.
Notary in Memphis
- Memphis Public Libraries (free): walk-in notary on Wednesdays from noon to 2 p.m. at the Central Library, Business & Sciences Department, 3rd floor. Call first to make sure a notary is there. Every signer must be 18 or older with a valid government-issued photo ID whose name matches the document. Bring the document completed and ready to sign, and bring your own witness if you need one; the witness also needs ID and must know you. Library notaries handle only documents in English [2].
- What the library will and won't notarize: yes to affidavits, retirement beneficiary designations, motor vehicle bills of sale, promissory notes, rental agreements, sworn statements, the TN.gov advance directive form and powers of attorney. No to contracts, deeds, living trusts, passports, real estate transactions, vital records (including marriage licenses, divorce papers and birth or death certificates) and wills [2].
- The UPS Store: its Memphis page lists notarizing [12].
- Becoming a notary in Shelby County: mail or bring the completed, notarized application with a $16.00 fee payable to "Shelby County Clerk": 150 Washington Ave. (Business Tax Department) or 1075 Mullins Station Rd., Room W-103. After the Shelby County Board of Commissioners elects you, you post a $10,000 surety bond at the Clerk's office and take the oath there. You must use a rubber or other ink stamp, not an embossed seal. The whole process can take up to 10 weeks; the Notary Department is at (901) 222-3043 [14].
- How notaries are commissioned (statewide): in Tennessee you apply through your County Clerk, are elected by the county commission, buy a surety bond, and then pick up the commission the Secretary of State sends back to the County Clerk [15]. A term is four years [16].
- Fees (statewide law): the Secretary of State quotes Tenn. Code Ann. § 8-21-1201: notaries "are entitled to demand and receive reasonable fees and compensation" [17]. We didn't find a fixed maximum on that page, so ask for the price before the notary starts.

- Probate Clerk hours (two sources differ): the Probate Clerk's page says appointments run Monday–Thursday 8:30 a.m. to 3:00 p.m. [18]. The State Department's locator lists Monday–Thursday 8:30 a.m. to 3:15 p.m., closed 1 to 2, and a booking line of 901-222-3771 [3]. Book through the Probate Clerk's page or call to confirm.

Birth, death, marriage, court and recorded-document copies
Birth, death and marriage certificates (statewide)
- Fees (statewide): the Tennessee Department of Health (TDH) Office of Vital Records charges $15.00 for a birth, death, marriage or divorce certificate, and $15.00 for each additional copy. If no record is found, you get a no-record letter for the same fee [4].
- Any county health department (statewide): TDH says all county health departments can issue any birth or death certificate registered statewide, so you don't have to go to the county where the birth or death happened. Bring ID [21][22].
- State office in person (statewide): Tennessee Vital Records, 1st Floor, Andrew Johnson Tower, 710 James Robertson Parkway, Nashville; the entrance is on the Rosa Parks Blvd. side. Monday–Friday 8 a.m. to 4 p.m., no appointment needed. It takes cash, check, credit or debit card, or money order [21]. TDH lists free parking on Rev. Kelly M Smith Way off Rosa Parks Blvd. [22].

- Shelby County Health Department, Office of Vital Records: 814 Jefferson Ave., 901-222-9693, and an East Office at 1826 Sycamore View Rd., 901-222-9692. It takes cash and most credit and debit cards, but not American Express or personal checks. Bring a valid government-issued ID [5]. The Census Geocoder places the East Office in Memphis; it couldn't match the Jefferson Ave. address [11].
- Which records the Health Department can issue (its page says two things): one part of the page says it issues births and deaths from any Tennessee county, for births after 1930 and deaths in the past 50 years. Another part says it issues Shelby County births after 1924 and deaths after 1955, and that its death certificates are for deaths in Shelby County [5]. Older Shelby County death certificates, from before 1955, come from the County Clerk's Office at 150 Washington Ave. [5]. Call 901-222-9693 to confirm before you go.
Marriage licenses
- License taxes and fees (statewide): the Tennessee Department of Revenue lists a $15 and a $5 state privilege tax, a local option tax of up to $5, and a $62.50 additional state fee. $60 of that fee is waived if you complete an approved premarital course, or if you are out-of-state residents [23]. County clerks' totals also include their own fees, so check the county's price below.
- Marriage certificate copies (statewide): $15.00 from TDH Vital Records [4].
- Shelby County Clerk: $97.50, or $37.50 for couples who completed four hours of premarital preparation with a qualified instructor. The premarital form must be notarized and signed by the instructor [6]. That $60 difference matches the statewide waiver above [23]. The Clerk's page doesn't list payment methods.
- Out-of-state couples (two sources differ): the Department of Revenue says the $60 is also waived for out-of-state residents (statewide) [23]. The Shelby County Clerk's page mentions only the premarital course [6]. If you live outside Tennessee, ask the Clerk's office before you go.
- Where and how: Downtown at 150 Washington Ave., or the Shelby East Complex at 1075 Mullins Station Rd., both Monday–Friday 8 a.m. to 4:15 p.m. Both of you must be there. You can fill out the application online first; allow at least 4 hours for it to reach the Marriage Office. If you're 21 or older, bring a photo ID; if you're 18 to 20, bring a certified birth certificate. The license is good for 30 days [6]. The Census Geocoder places both offices in Memphis [11].
- Copies of a Shelby County marriage license: at either office, or mail a $10 check or money order with the exact marriage date and both full names to Shelby County Clerk, Attn: Marriage Department, Suite 201, 150 Washington Ave., Memphis, TN 38103 [6].
