Printing, copying, scanning and fax
Houston Public Library
- Prints and copies: $0.15 a page in black and white and $0.50 in color. Payment is cashless only, by credit card or Apple Pay or Google Pay; a card payment puts a $5 hold on the card, with a $1 minimum [1].
- Scanning: free scanning to a USB drive from all public printers. SimpleScan stations (free scan to USB, print or email) are at the Central Library and 15 branches: Alief-Henington, Collier, Clayton (FHRC), Flores, Johnson, Jungman, Kendall, McGovern-Stella Link, Oak Forest, Park Place, Robinson-Westchase, Scenic Woods, TECHLink Dixon, Vinson and Young [1].
- Fax: the library says fax services are not available at this time [1].
- Document delivery: $2 per request plus $1 a page [12].
- The UPS Store: it lists 39 locations in Houston; see its city page for addresses and phone numbers. That page says they offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [13]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [14].

Notary in Houston
- Harris County Law Library (free): notary service is free at the front desk, Monday–Friday 8:00 a.m.–4:00 p.m., at 1019 Congress Street, 1st Floor. It doesn't notarize foreign documents, real property documents, financial instruments, trusts or documents to be recorded [9].
- City of Houston Municipal Courts: public notary service at the Herbert W. Gee Municipal Courthouse, 1400 Lubbock Street, Monday–Friday 8:00 a.m.–10:00 p.m. and Saturday 8:00 a.m.–4:00 p.m. The city says fees vary between $4 and $10 for basic one-signature notary services, and some documents add $1 fees; it takes cash, check, money order or American Express, Discover, Mastercard or Visa. Phone 713.247.5479 [15].
- Library: we didn't find notary service on the Houston Public Library pages we checked.
- The UPS Store: its Houston page lists notarizing [13]. We didn't find store notary prices; the Texas maximums are below.
- Fee limits (statewide): Government Code § 406.024 lets a Texas notary charge up to $10 for taking an acknowledgment or proof of a deed or other instrument for the first signature and $1 for each additional signature, $10 for administering an oath with a certificate and seal, $10 for a certificate under seal not otherwise provided for, $1 a page for a copy of a record, and $10 for a notarial act not otherwise provided for. The section says the Secretary of State adjusts these amounts for inflation every five years; we didn't find a published adjusted schedule [10]. The Secretary of State says a notary may charge less or nothing, and an employer may decide what an employee notary charges [16].
- Online notarization (statewide): under § 406.111, an online notary may charge up to $25 for an online notarization on top of any other fee allowed [10].
- What notaries can't do (statewide): a Texas notary can't certify a copy of a birth certificate or a marriage license, and a notary who isn't a lawyer can't advertise as a "notario publico" [16][10].

- Local offices (statewide): local registrars and county clerks also issue certificates and set their own fees and hours [23]. The local offices for this city are below.
Birth and death certificates: Houston Health Department

Birth and death certificates: Harris County Clerk
- Fees: $23 for a birth certificate (short form for any Texas birth, long form if the record is on file) and $21 for the first death certificate and $4 for each additional copy. The County Clerk's own records cover births and deaths outside the city limits of Houston, Baytown, La Porte, South Houston and Jacinto City and Justice of the Peace Precincts 3 and 4 [3].

- How: both applicants apply in person at any of the County Clerk's 11 locations; a military ID also waives the wait. The officiant must return the license within 90 days. An informal marriage (declaration) is $46, and certified copies are $6 [3]. All 11 locations are open Monday–Friday 8:00 a.m.–4:30 p.m.; the downtown office is 201 Caroline St., 3rd Floor, (713) 274-8600 [25].
- Waiting period and course (statewide): Texas has a 72-hour wait between issuing a license and the ceremony. It doesn't apply to active-duty military or Department of Defense employees, if a judge waives it, or if you completed a premarital education course within the past year. A license expires if the ceremony isn't held within 90 days [26]. The state's "Twogether in Texas" course page didn't load for us (hhs.texas.gov/services/health/twogether-texas), so we didn't confirm the course details there.
