Notary in Grand Forks
- Library: we didn't find notary service on the Grand Forks Public Library pages we checked. Call 701-772-8116 to ask.
- The UPS Store: #1609 lists notary hours "Available 7 Days" [23]. We didn't find its notary price.
- Fees (statewide): North Dakota law says a notary "is entitled to charge and receive not more than five dollars per notarial act." A notary may also charge a travel fee, or a technology fee for an electronic or remote notarization, if you agree to it in advance and the notary explains that it's separate from the notarial fee and not required by law [14][15]. That's lower than Wyoming's and Arizona's $10 caps and matches Nebraska's $5 acknowledgment cap. South Dakota and Kansas have no dollar cap.
- ID (statewide): the Secretary of State lists a valid driver's license, non-driver ID or passport, with a name that matches the document, or a credible witness [15].
- Remote notarization (statewide): North Dakota allows remote notarization over a recorded audio-video session. With a paper document, only an acknowledgment is allowed and the signer sends the signed document to the notary within 3 days. With an electronic document, oaths, acknowledgments and witnessing are allowed [16].

Birth, death, marriage, court and recorded-document copies
Birth and death certificates: North Dakota Vital Records (statewide)
- Where: the state Division of Vital Records, 600 E. Boulevard Ave., Dept. 325, Bismarck, ND 58505-0250, (701) 328-2360, vitalrec@nd.gov. Order online, by mail or, if needed, by an appointment scheduled in advance. Allow 5–7 business days for processing once a request arrives, not counting return mail [8].
- Birth fee: $15.00 for each certified copy. The office doesn't issue uncertified copies [9]. State law caps the fee at $15 [25].
- Death fee: $15.00 for the first copy and $10.00 for each additional copy ordered at the same time. There are three types: a complete record, a "facts of death" copy, and an informational copy that the general public can get [10].
- Who can order a birth record: the person named, if 16 or older, or the mother or father named on it. Others need a court order or other legal documentation as an authorized representative. A notarized authorization form is available [9].
- By mail: form SFN 8140 lists $15 per copy by check or money order payable to ND DHHS, with optional FedEx return shipping for $25 or UPS for $30. Certified copies can't be faxed or emailed [11]. Mailed copies usually go out in 3 to 5 business days, and requests with FedEx or UPS return shipping are processed the next business day [9].
- Online: the state's own secure online ordering application, which it calls its fastest method [9]. We didn't find any online processing fee on the pages we checked.
Marriage licenses and certified marriage copies
- Where: the state's county list gives Grand Forks County Tax Equalization, PO Box 5294, Grand Forks, ND 58201, (701) 780-8251, for certified marriage copies. Copies must come from the county where the license was bought and filed, and fees may vary by county [12].
- License fee: we couldn't read the county's marriage license page, so we didn't confirm the Grand Forks County fee or payment methods. State law sets a license fee of up to $30 plus a $35 supplemental fee for the domestic violence prevention fund (statewide) [17].
- Which county (statewide): the license must be issued no more than 60 days before the wedding, by the county where either of you or a parent lives, or where the marriage will take place [17].
Recorded documents: Grand Forks County Recorder
- Who: the court system's Grand Forks County page names the County Recorder, Garlynn Helmoski [7]. We couldn't read the county's Recorder page, so we didn't confirm the office location, phone or hours.
- Recording (statewide): $20 for 1–6 pages, $65 for more than six pages, plus $3 per page after the first 25 [18].
- Copies (statewide): certified copies of a recorded document are $5 for the first page and $2 for each additional page; a plain copy is no more than $1 per page [18].
Court records: Clerk of District Court
- Grand Forks County: 124 South 4th St., Grand Forks, ND 58201. Courthouse hours are 8 a.m.–5 p.m. Clerk's Office (701) 787-2700. The main entrance is the east door [7]. Divorce decree copies come from the clerk in the county where the divorce was granted [13].
- Fees (statewide): the court fee schedule, effective July 1, 2025, lists $20 for a certified copy of a judgment, order or other paper, and $10 for additional copies of the same document. "There is no per page charge for a certified copy. There is no fee for electronic copies." Plain copies are $.10 per page and outgoing faxes $.25 per page. Civil or criminal record searches are $10 per name [19].
- Online search (statewide): the court system's Case Search lets you search district court records anywhere in the state by name, citation number or case number. Asking only whether a record exists is an exception to the $10 search fee [20]. We didn't find a fee for the online search on that page.
Apostilles (statewide)
The North Dakota Secretary of State in Bismarck charges $10 per authentication plus $5 per record search, with one search for each different notary signature. Requests are usually processed within 3 business days and returned by first-class mail unless you include a prepaid label. You can stop by during business hours with no appointment needed, though the office encourages calling (701) 328-2900 to make one [21]. For a birth or death record, Vital Records can coordinate the apostille with the Secretary of State if you note "apostille" and the country on your order [22]. See the apostille guide.
