Bismarck, North Dakota document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in Bismarck, North Dakota, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Bismarck Veterans Memorial Public Library
- Prints and copies: $0.10 per page for black and white and $0.50 per page for color. Printing is available on all public computers. Black-and-white copies are self-service; ask at the Adult Information Desk for color copies [1].
- Print from your device: upload at print.princh.com with printer ID 107529, or email the document to the library's print address, then release and pay at the Print Release Station. Regular printing fees apply. Unclaimed jobs are deleted after 3 hours or at closing, whichever comes first [2]. We didn't find a library card requirement for mobile printing on that page.
- Fax: use the Self-Service Document Station or ask staff at the Adult Information Desk. "$0.50 per page to send or receive." The library fax number is 701-221-3729 [1].
- Scan: free to email or USB at the Self-Service Document Station; some public computers have flatbed scanners [1].
- Computers: first come, first served, with a BVMPL card, a card from another Central Dakota Library Network library, or a daily guest pass from the Adult Information Desk. Use is limited to two hours per day [4].
- Location and hours: 515 N 5th Street, Bismarck, ND 58501, 701-355-1480. Mon–Thu 9 a.m.–9 p.m., Fri–Sat 9 a.m.–6 p.m., Sun 1–6 p.m. The 2026 holiday list includes closures on Wednesday, Nov. 11 (Veterans Day), Thursday, Nov. 26 (Thanksgiving) and Sunday, Dec. 13 (staff training) [5].
- Library cards: free to Burleigh County residents with a current driver's license or non-driver ID, plus proof of address if your ID doesn't show it. A non-resident card is $50 a year [6].

Notary in Bismarck
- Library: "Notary public services are offered free of charge at the library." A notary is available during most open hours; call the Adult Information Desk to confirm [3].
- What to bring to the library: a photo ID for every signer. Complete everything except the signature and date fields, and sign in front of the notary. If the document needs witnesses, bring disinterested witnesses, meaning people with no stake in the document [3].
- The UPS Store: both Bismarck stores list notary hours "Available 7 Days" [31][32]. We didn't find their notary prices.
- Fees (statewide): North Dakota law says a notary "is entitled to charge and receive not more than five dollars per notarial act." A notary may also charge a travel fee, or a technology fee for an electronic or remote notarization, if you agree to it in advance and the notary explains that it's separate from the notarial fee and not required by law [22][23]. That's lower than Wyoming's and Arizona's $10 caps and matches Nebraska's $5 acknowledgment cap. South Dakota and Kansas have no dollar cap.
- ID (statewide): the Secretary of State lists a valid driver's license, non-driver ID or passport, with a name that matches the document, or a credible witness [23].
- Remote notarization (statewide): North Dakota allows remote notarization over a recorded audio-video session. With a paper document, only an acknowledgment is allowed and the signer sends the signed document to the notary within 3 days. With an electronic document, oaths, acknowledgments and witnessing are allowed [24].

- Death fee: $15.00 for the first copy and $10.00 for each additional copy ordered at the same time. There are three types: a complete record, a "facts of death" copy, and an informational copy that the general public can get [18].
- Who can order a birth record: the person named, if 16 or older, or the mother or father named on it. Others need a court order or other legal documentation as an authorized representative. A notarized authorization form is available [17].
- By mail: form SFN 8140 lists $15 per copy by check or money order payable to ND DHHS, with optional FedEx return shipping for $25 or UPS for $30. Certified copies can't be faxed or emailed [19]. Mailed copies usually go out in 3 to 5 business days, and requests with FedEx or UPS return shipping are processed the next business day [17].
- Online: the state's own secure online ordering application, which it calls its fastest method [17]. We didn't find any online processing fee on the pages we checked.

Applicants 16 or 17 need signed parental consent, and the parents must come along with proof of identity [13].
- Which county (statewide): the license must be issued no more than 60 days before the wedding, by the recorder of the county where either of you or a parent lives, or where the marriage will take place [25].
- Ceremonies: the County Recorder performs civil ceremonies of about 10 minutes in the City/County Building during business hours for $30 in cash. Schedule at least two weeks ahead, bring two witnesses, and buy the license and pay the fee at least a week before. An off-site ceremony is $300 in cash. Call (701) 222-6747 [14].
- Certified copies: $5.00 for the first copy and $2.00 for each additional copy, after the completed license is returned to the Recorder's office [13]. The state Vital Records county list gives the Burleigh County Recorder, PO Box 5518, Bismarck, (701) 222-6750 [20].

"There is no per page charge for a certified copy. There is no fee for electronic copies." Plain copies are $.10 per page and outgoing faxes $.25 per page. Civil or criminal record searches are $10 per name [27].
- Online search (statewide): the court system's Case Search lets you search district court records anywhere in the state by name, citation number or case number. Asking only whether a record exists is an exception to the $10 search fee [28]. We didn't find a fee for the online search on that page.

The North Dakota Secretary of State in Bismarck charges $10 per authentication plus $5 per record search, with one search for each different notary signature.
