Fargo, North Dakota document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in Fargo, North Dakota, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Fargo Public Library
- Copies: photocopiers at the Main Library (two), the Dr. James Carlson Library and the Northport Library charge 15¢ per page for black and white and 50¢ per page for color [1]. We didn't find a separate price for computer printouts on the pages we checked.
- Print from your device: wireless printing at fargolibrary.org/mobileprint needs a valid Fargo Public Library card. Pay with cash or a credit card at the print station [1]. The library's instructions say a library card number or a guest pass from staff is needed to log in [1].
- Fax: a fax and scan unit at the Main Library, near the Info Desk, sends e-faxes. "The cost to fax is 50 cents/side." The page lists a maximum payment of $6 and a maximum of 12 pages per fax [1]. We didn't find a way to receive a fax at the library on the pages we checked.
- Scan: the same unit scans to a USB drive or to a smartphone by QR code, and can convert text to a Word file. Scanners are at all three locations; bring a USB drive [1]. We didn't find a scan price.
- Computers: 32 at the Main Library, 22 at Carlson and 9 at Northport. A card is required. Cardholders and Computer Access card users get 4 hours per day; a Guest Pass gets 2 hours [1].
- Locations: Main Library, 101 4th Street North, 701.241.1472; Dr. James Carlson Library, 2801 32nd Avenue South, 701.476.4040. Both are open Mon–Thu 10 a.m.–8 p.m., Fri 11 a.m.–6 p.m., Sat 9 a.m.–6 p.m., closed Sunday. Northport Library, 2714 North Broadway, 701.476.4026, is open Mon–Tue 10 a.m.–8 p.m., Wed–Thu 10 a.m.–6 p.m., Fri 11 a.m.–6 p.m., Sat 9 a.m.–6 p.m., closed Sunday [3].
- Library cards: free for Fargo residents and property taxpayers, with reciprocal cards for the West Fargo library area and the Lake Agassiz Regional Library area. Others can buy a non-resident card for $60 a year. Bring a photo ID and proof of address [4].
The UPS Store
Four Fargo stores list color and black-and-white printing and copying, mobile printing, fax (send and receive), notary, passport and ID photos and shredding: #1989 at 1100 19th Avenue N, (701) 235-9505; #3126 at 3120 25th St SW, (701) 241-8887; #5998 at 4302 13th Ave S, (701) 356-8803; and #6740 at 5675 26th Ave S, (701) 364-4175. All four list Mon–Fri 8 a.m.–7 p.m. and Sat 10 a.m.–3 p.m. #1989 and #3126 also list Sun 10 a.m.–3 p.m. [27][28][29][30]. We didn't find prices on the store pages.

Notary in Fargo
- Library: "The library offers Notary Services to the public free of charge." Call the Main Library Info Desk at 701.241.1492 or the Dr. James Carlson Info Desk at 701.476.5980 first, because "availability of a Notary Public is dependent on staff availability and is not guaranteed" [1].
- What to bring to the library: unsigned documents, a valid photo ID with a signature, and any witnesses you need, with their own photo IDs. The library won't provide witnesses. Documents must be filled out with no blanks, and a foreign-language document needs an English translation attached [2].
- The UPS Store: all four Fargo stores list notary service; #1989 and #3126 list notary hours "Available 7 Days" [27][28][29][30]. We didn't find their notary prices.
- Fees (statewide): North Dakota law says a notary "is entitled to charge and receive not more than five dollars per notarial act." A notary may also charge a travel fee, or a technology fee for an electronic or remote notarization, if you agree to it in advance and the notary explains that it's separate from the notarial fee and not required by law [18][19]. That's lower than Wyoming's and Arizona's $10 caps and matches Nebraska's $5 acknowledgment cap. South Dakota and Kansas have no dollar cap.
- ID (statewide): the Secretary of State lists a valid driver's license, non-driver ID or passport, with a name that matches the document, or a credible witness [19].
- Remote notarization (statewide): North Dakota allows remote notarization over a recorded audio-video session. With a paper document, only an acknowledgment is allowed and the signer sends the signed document to the notary within 3 days. With an electronic document, oaths, acknowledgments and witnessing are allowed [20].

Birth, death, marriage, court and recorded-document copies
Birth and death certificates: North Dakota Vital Records (statewide)
- Where: the state Division of Vital Records, 600 E. Boulevard Ave., Dept. 325, Bismarck, ND 58505-0250, (701) 328-2360, vitalrec@nd.gov. Order online, by mail or, if needed, by an appointment scheduled in advance. Allow 5–7 business days for processing once a request arrives, not counting return mail [12].
- Birth fee: $15.00 for each certified copy. The office doesn't issue uncertified copies [13]. State law caps the fee at $15 [32].
- Death fee: $15.00 for the first copy and $10.00 for each additional copy ordered at the same time. There are three types: a complete record, a "facts of death" copy, and an informational copy that the general public can get [14].
- Who can order a birth record: the person named, if 16 or older, or the mother or father named on it. Others need a court order or other legal documentation as an authorized representative. A notarized authorization form is available [13].
- By mail: form SFN 8140 lists $15 per copy by check or money order payable to ND DHHS, with optional FedEx return shipping for $25 or UPS for $30. Certified copies can't be faxed or emailed [15]. Mailed copies usually go out in 3 to 5 business days, and requests with FedEx or UPS return shipping are processed the next business day [13].
- Online: the state's own secure online ordering application, which it calls its fastest method [13]. We didn't find any online processing fee on the pages we checked.
Marriage licenses and certified marriage copies: Cass County Finance Office
- License fee: $65.00, by cash, check or credit card; credit card payments incur a minimum fee [11]. State law sets a license fee of up to $30 plus a $35 supplemental fee for the domestic violence prevention fund [21].
- Rules: apply online or in person at the Cass County Courthouse; both applicants must be present to apply in person or pick up the license. Bring ID showing your date of birth and know your Social Security number. Bring a certified copy of every divorce decree if either of you was married before. There's no waiting period, and the license must be used within 60 days anywhere in North Dakota. You don't have to live in Cass County. Licenses are issued Mon–Fri 8 a.m.–5 p.m., excluding holidays [11].
- Applicants 16 or 17 (statewide): they need written consent from a parent or legal guardian, who must be present when applying [11][21].
- Courthouse ceremonies: the Finance Office performs short civil ceremonies Mon–Fri at set times; reserve and pay in advance. Call (701) 241-5600 for current policies [11]. State law sets the ceremony fee at $30 [21].
- Certified copies: $10.00 each, for licenses issued in Cass County. If you married in Cass County with a license from another North Dakota county, ask that county [11]. The state Vital Records office says all certified marriage copies come from the county where the license was purchased and filed; its county list gives the Cass County Treasurer, PO Box 2806, Fargo, ND 58102, (701) 241-5611 [16].
Recorded documents: Cass County Recorder
- Where: Cass County Courthouse, 211 9th St. S., Fargo, ND 58103. (701) 241-5620. Mon–Fri 8 a.m.–5 p.m. [9].
- Recording: $20 for 1–6 pages, $65 for 7–25 pages, plus $3 per page over 25. A $10 margin fee applies if a page lacks a clean 1-inch margin, and the first page needs a 3-inch top margin [10]. These amounts follow state law [22].
- Copies: $1 a page, plus $3 to email a document. Certified copies are $5 for the first page and $2 for each additional page [10].
- Paying: checks payable to Cass County Government. Credit cards are accepted in person or by contacting the office, with a 2.95% service fee ($3.99 minimum) [10].
Court records: Clerk of District Court
- Cass County: second floor of the Cass County Courthouse, 211 9th St. S., Fargo (mail to P.O. Box 2806, Fargo, ND 58108). Courthouse hours are 8 a.m.–5 p.m., Monday through Friday. Clerk's Office (701) 451-6900 [8]. Divorce decree copies come from the clerk in the county where the divorce was granted [17].
- Fees (statewide): the court fee schedule, effective July 1, 2025, lists $20 for a certified copy of a judgment, order or other paper, and $10 for additional copies of the same document. "There is no per page charge for a certified copy. There is no fee for electronic copies." Plain copies are $.10 per page and outgoing faxes $.25 per page. Civil or criminal record searches are $10 per name [23].
- Online search (statewide): the court system's Case Search lets you search district court records anywhere in the state by name, citation number or case number. Asking only whether a record exists is an exception to the $10 search fee [24]. We didn't find a fee for the online search on that page.
Apostilles (statewide)
The North Dakota Secretary of State in Bismarck charges $10 per authentication plus $5 per record search, with one search for each different notary signature. Requests are usually processed within 3 business days and returned by first-class mail unless you include a prepaid label. You can stop by during business hours with no appointment needed, though the office encourages calling (701) 328-2900 to make one [25]. For a birth or death record, Vital Records can coordinate the apostille with the Secretary of State if you note "apostille" and the country on your order [26]. See the apostille guide.
