Printing, copying, scanning and fax
Fort Smith Public Library
- Printing and copies: black-and-white copiers and black-and-white and color printers are at all library locations. Black-and-white copies and prints are $.25 a page; color prints are $1 a page [1]. You can also send print jobs from your phone or laptop with mobile printing, at the same prices [1].
- Scanning (free): the Main Library has a computer with a scanner, and the copiers at all locations scan documents and photos. Scanning is free and no library card is needed; bring a USB flash drive (the library sells them for $5) [1].
- Fax: public faxing is at all four locations, to U.S. numbers only, with no charge for a cover page [1]. Sending is $2 for the first page and $1 for each additional page [1][7]. The library's pages differ on receiving: the main services page says receiving is also $2 for the first page and $1 for each additional page [1], while the Dallas Street Branch services page lists receiving at $1 a page [7]. Confirm with the office before you go.

- Library ($2 per stamp): notary service is available at all FSPL locations, depending on staff availability, so call ahead. The fee is $2 per stamp. Sign in front of the notary and bring current photo ID. Library notaries can't do online notarizations or oaths, library staff and customers can't serve as witnesses, and notaries may decline a request [1].
- The UPS Store: its Fort Smith page lists notarizing [9].
- Fees (statewide): Arkansas sets no dollar amount. The Secretary of State's 2025 Notary Handbook says Arkansas notaries "are not required to charge for their services"; if a notary does charge, the amount must be reasonable and disclosed to and agreed upon by both you and the notary before the notarial act, citing A.C.A. § 21-6-309. The same rule applies to electronic notaries [12].
- ID and records (statewide): the handbook says Arkansas law doesn't specify "acceptable" identification and recommends a current ID card with the signer's picture and signature. The law doesn't require notaries to keep a journal, though the handbook recommends one [12].

You can submit by mail or in person, and either office can help if you have both kinds [23].
- Which copy: a notarized photocopy of a birth certificate isn't accepted; it must be the original or a certified copy from ADH Vital Records. Immigration, citizenship and U.S. Department of State documents can't be apostilled by the state [23].
- Payment and return: cash, check or money order to the Arkansas Secretary of State; Business & Commercial Services also takes cards, but the Elections Division doesn't. You don't need a return envelope unless you want express return, which needs a prepaid air bill [23].
