Little Rock, Arkansas document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in Little Rock, Arkansas, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Central Arkansas Library System (CALS)
- Printing: the first ten pages you print each day are free, in black and white or color. After that, it's 10¢ a page for black and white and 50¢ a page for color; a double-sided page counts as two pages [1][7].
- Mobile printing: CALS uses Princh for printing from your phone or laptop at 14 locations; staff release the print job at the desk. CALS says it doesn't use Princh to scan or copy [7].
- Fax, copies and scanning: we didn't find fax, copy or scan prices on the CALS pages we checked. Its fee policy says the library may charge fax, photocopying and printing fees [8]. Call the branch before you go.
- Main Library: 100 South Rock Street, Little Rock, AR 72201; 501-918-3000. The hours listed for the week we checked were Monday–Saturday 9 a.m. to 6 p.m., closed Sunday [9]. Parking in the lot across Rock St. and the garage north of the library is free for the first 30 minutes, then $2.00 per hour [9]; the CALS FAQ says front-desk staff can validate two hours [1].
- The UPS Store: it lists 4 locations in Little Rock: 300 S Rodney Parham, #1, (501) 225-3005; 1818 N Taylor Street, (501) 666-2338; 11610 Pleasant Ridge Rd, Ste. 103, (501) 478-6100; and 17200 Chenal Pkwy, Ste. 300, (501) 821-6300. Its city page says they offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [10]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [11].
- Where the UPS stores are: the Census Geocoder places all four inside Little Rock city [12].

Notary in Little Rock
- Library (free): CALS offers free notary service for library users, and most locations have at least one notary. Notary availability isn't guaranteed, so call the branch first. Bring a valid picture ID and your own witnesses if you need them. CALS notaries don't do I-9 forms, and there's a limit of five documents per person per day. Questions: 501-918-3000 [2].
- The UPS Store: its Little Rock page lists notarizing [10].
- Fees (statewide): Arkansas sets no dollar amount. The Secretary of State's 2025 Notary Handbook says Arkansas notaries "are not required to charge for their services"; if a notary does charge, the amount must be reasonable and disclosed to and agreed upon by both you and the notary before the notarial act, citing A.C.A. § 21-6-309. The same rule applies to electronic notaries [13].
- ID and records (statewide): the handbook says Arkansas law doesn't specify "acceptable" identification and recommends a current ID card with the signer's picture and signature. The law doesn't require notaries to keep a journal, though the handbook recommends one [13].

Certified copies of marriage and divorce records are $10 per copy [17][18]. If no record is found, state law requires ADH to keep the first-copy fee ($12 for births, $10 for the others) as a search fee [4][16][17].
- Online and phone (statewide): orders through ADH's online vendor add a $5.00 processing fee and a $1.85 identity verification fee, plus any expedited shipping; ADH says online birth certificate orders take 7–14 business days plus shipping. Phone orders: (866) 209-9482 [4][17].

You can also order a birth certificate at a local health unit [4]. Walk-in payment: cash, credit or debit card, or a check or money order to the Arkansas Department of Health (no temporary checks) [4].
- By mail (statewide): send the application, a check or money order (no cash) and a copy of acceptable ID to ADH Vital Records, Slot 44, 4815 West Markham Street, Little Rock, AR 72205; allow 10–14 days plus mail time [4].

- Where to send it (two offices, both in Little Rock): documents with an elected official's seal, such as marriage licenses, divorce decrees and judgments, go to the Elections Division, State Capitol, Room 026, (501) 682-5070 or (800) 482-1127. State agency documents and notarized documents, such as diplomas, transcripts and birth, marriage and death certificates, go to the Business & Commercial Services Division, 1401 West Capitol Ave., Suite 250 (one block east of the Capitol), (501) 682-3409 or (888) 233-0325. You can submit by mail or in person, and either office can help if you have both kinds [28].
- Which copy: a notarized photocopy of a birth certificate isn't accepted; it must be the original or a certified copy from ADH Vital Records. Immigration, citizenship and U.S. Department of State documents can't be apostilled by the state [28].
- Payment and return: cash, check or money order to the Arkansas Secretary of State; Business & Commercial Services also takes cards, but the Elections Division doesn't. You don't need a return envelope unless you want express return, which needs a prepaid air bill [28].
