Duluth, Minnesota document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in Duluth, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Duluth Public Library
- Computers: free public computer access at all locations: Main Library, West Duluth and Mount Royal [4].
- Prints: 15¢ per black-and-white letter page and 30¢ for legal and ledger; 40¢ per color letter page and 60¢ for legal and ledger. Color printing is available at all locations. You can also send a print job from your own device; wireless jobs are held for 72 hours and are letter size only [4].
- Copies, scanning and fax: we didn't find copier, scanner or fax service or prices on the library's computers and printing page [4].
- The UPS Store: it lists 2 locations in Duluth: 23 W Central Entrance, (218) 727-5550; and 1346 Arrowhead Rd, (218) 724-8595. Its city page says they offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [8]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [9].
See printing prices and fax prices.
Notary in Duluth
- Duluth Public Library (Main Library): notary service at 520 W. Superior St., Monday–Friday 10 a.m. to 5 p.m., depending on staff availability. Walk-ins may be taken, but call 218-730-4221 first to confirm a notary will be there; service isn't guaranteed. Bring the unsigned document and a government-issued ID (tribal IDs are valid) or a witness who knows you and has ID. Staff won't notarize wills, birth, death or marriage certificates, trusts, gun sales, deeds, titles, I-9 forms, depositions, real estate transactions or documents not in English [3]. We didn't find a fee on the page.
- St. Louis County: the county Recorder files notary commissions [10]; we didn't find public notary service on the county pages we checked.
- Fee limits (statewide): Minn. Stat. § 357.17 sets "the maximum fees to be charged and collected by a notary public": $5 for each protest and copy, $5 for making and serving each notice of nonpayment or nonacceptance, $5 per folio for "any affidavit or paper for which provision is not made herein" and $1 per folio for copies, $5 for each oath administered, and for acknowledgments of deeds and other services, "the legal fees allowed other officers for like services" [11]. Offices often post a flat price per signature or stamp; the local prices above are what each office lists.
- Remote online notarization (statewide): Minn. Stat. § 358.645, subd. 3(c), lets a remote online notary charge up to $25 for a remote online notarial act "if the act occurs before January 1, 2023" [12]. We didn't find a current remote fee in the statute, and the Secretary of State's notary pages didn't load for us on Oct 30, 2026, so ask the notary what it charges.

Birth, death, marriage, court and recorded-document copies
Birth and death certificates: Minnesota Department of Health (statewide)
- State fees (statewide): the Minnesota Department of Health fee table lists a certified birth certificate at $26, with additional copies of the same certificate ordered at the same time $19 each; a noncertified (informational) birth record at $13, plus $6 for each additional copy; a certified death certificate at $13, plus $6 for each additional copy; a noncertified death record at $13, plus $6; and a verification of birth at $9. A birth certificate for a homeless youth or for the Veterans Administration, and a death certificate for the VA, are $0. Optional rush processing is $20 and rush shipping $21. The table marks these as available at "All vital records offices" [18].
- In state law (statewide): Minn. Stat. § 144.226 sets the vital record fees. It waives the certified birth record fee for a homeless youth (subd. 8) and lets the state registrar and its agents charge a convenience fee of up to three percent for electronic, telephone or internet transactions (subd. 7) [19].
Birth and death certificates: St. Louis County
- Birth fees: a certified copy is $26 (each extra copy of the same record bought at the same time $19) and a non-certified copy $13 (each extra $6) [6].
- Death fees: a certified or non-certified copy is $13, and each extra copy of the same record bought at the same time $6 [20].
- How: in person at the Duluth Courthouse or the Virginia, Hibbing, Ely or Cook offices (check, cash or money order); by mail with a notarized application for a certified copy (check or money order to the St. Louis County Recorder, P.O. Box 157, Duluth, MN 55801-0157); or by email with a notarized application and an online card payment, which carries a service fee. Allow 1 to 2 weeks by mail. Phone 218-726-2559 [6][20].
Marriage licenses: St. Louis County
- Fee: $125, or $50 with a premarital education statement that meets state requirements, paid by cash or check to the St. Louis County Recorder [7].
- How: start with the county's online application. Both applicants must appear together in person with photo ID and be at least 18. The license is valid for six months, and the ceremony must take place in Minnesota. Phone 218-726-2559 [7].
- Fee and premarital education discount (sources differ): Minn. Stat. § 517.08, subd. 1b, says the local registrar collects $125 for a civil marriage license, and that the fee "for parties who have completed at least 12 hours of premarital education is $50." To get the reduced fee, you bring a statement from the educator, on letterhead, "signed, dated, and notarized or marked with a church seal." The educator must be a licensed or ordained minister or the minister's designee, a person authorized to solemnize marriages, or a licensed marriage and family therapist. Subdivision 1c(b) of the same section refers to "the $40 fee under subdivision 1b, paragraph (b)" [21]. We don't say which number governs; the county notes above give the county's own figures.
- Term and oath (statewide): the license is valid for six months. If you can't use it within that time "due to illness or other extenuating circumstances," you can surrender it and get a new one "without fee." The registrar may take your oath in person, by telephone, by web conference or by a verified statement signed by both of you, and may accept applications by mail, fax or electronic filing [21]. Each county decides which of these it offers; see the county notes above. We didn't find a waiting period in § 517.08.
Recorded documents: St. Louis County Recorder
- Copies: a certified copy of any document is $10; a plain copy is $5 minimum plus $1 a page after 3 pages; a certified plat $15 and a plain plat $5; a plain certificate of title $5 and a certified one $10. You can search on the public terminals at the Recorder's office, or order by email, fax or mail with payment [22].
- Recording: the county says abstract and Torrens filing fees are set by state law (Minn. Stat. §§357.18 and 508.82) and must be paid at filing [22]. Military discharge papers (DD214) recorded in the county are copied free for the veteran with photo ID [10].
- Recording fees (statewide): Minn. Stat. § 357.18, subd. 1, sets county recorder fees: $46 to index and record a deed or other document, $56 to record a plat, $10 for a certified copy of any record, and $2 for a noncertified copy of a document submitted for recording when you bring a copy or duplicate original with it. The county board sets the price of other noncertified copies [23].
Court copy fees (statewide)
- District court copies (statewide): Minn. Stat. § 357.021, subd. 2, sets the court administrator's fee for a "certified copy of any instrument from a civil or criminal proceeding" at $14, and says "No fee may be charged to view or download a publicly available instrument from a civil or criminal proceeding or for an uncertified copy of that instrument" [24]. The Minnesota Judicial Branch says court users who can't afford a fee can ask to have it reduced or waived; its district court fees by county sit behind a button we couldn't read on Oct 30, 2026 [25].
Apostilles (statewide)
- Who: the Minnesota Secretary of State authenticates "the signature of a state public official or Minnesota Notary Public on documents to be used outside the United States of America" [26].
- Fee: apostille certificates are $5.00 each, payable to MN Secretary of State [26].
- By mail: send the request form to Secretary of State, First National Bank Building, 332 Minnesota Street, Suite N201, Saint Paul, MN 55101. You can include a self-addressed stamped envelope or a prepaid label from a delivery company. The form lists common reasons for rejection: improper notarization, a private document that isn't notarized, a missing or short fee, a document that originated outside Minnesota, and no original signature [26].
- Questions: (651) 296-2803 or 1-877-551-6767, 9:00 a.m. to 4:00 p.m., or apostille.oss@state.mn.us [26]. The Secretary of State's apostille web page didn't load for us on Oct 30, 2026, so we didn't confirm walk-in service; call before you go in person.
More on certified copies: how to get a certified copy.
Money orders
USPS money order fees are national: $2.65 for $0.01 to $500.00, and $3.75 for $500.01 to $1,000.00. Pay with cash or a debit card, not a credit card. The limit is $1,000 per domestic money order [27]. Other sellers: money order guide.
Shredding
- Free events: we didn't find an upcoming free document shred event on the official pages we checked.
- Recycling shredded paper: Resource Renew (WLSSD) takes shredded paper in recycling if it's in a paper bag stapled shut. That's recycling, not a shredding service [28].
- The UPS Store: it lists shredding on its Duluth page [8]. We didn't find prices.
For paid per-pound shredding, see where to shred documents.
