Rochester, Minnesota document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in Rochester, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax

Its city page says they offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [8]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [9].

Notary in Rochester
- Olmsted County ($5.00): Vital Records and Licensing at the Government Center notarizes for $5.00 per signature. Walk-ins are welcome, or book through the county's online appointment system. Bring your completed, unsigned document and a valid state-issued driver's license, state ID or passport. The county can't notarize or witness signatures on deeds, mortgage documents, wills or USCIS I-9 forms. Pay by cash, personal check or credit card; card payments carry a 2.15% convenience fee [3].
- Library: we didn't find notary service on the Rochester Public Library page we checked [5].
- Fee limits (statewide): Minn. Stat. § 357.17 sets "the maximum fees to be charged and collected by a notary public": $5 for each protest and copy, $5 for making and serving each notice of nonpayment or nonacceptance, $5 per folio for "any affidavit or paper for which provision is not made herein" and $1 per folio for copies, $5 for each oath administered, and for acknowledgments of deeds and other services, "the legal fees allowed other officers for like services" [10]. Offices often post a flat price per signature or stamp; the local prices above are what each office lists.
- Remote online notarization (statewide): Minn. Stat. § 358.645, subd. 3(c), lets a remote online notary charge up to $25 for a remote online notarial act "if the act occurs before January 1, 2023" [11]. We didn't find a current remote fee in the statute, and the Secretary of State's notary pages didn't load for us on Oct 30, 2026, so ask the notary what it charges.

Birth, death, marriage, court and recorded-document copies
Birth and death certificates: Minnesota Department of Health (statewide)
- State fees (statewide): the Minnesota Department of Health fee table lists a certified birth certificate at $26, with additional copies of the same certificate ordered at the same time $19 each; a noncertified (informational) birth record at $13, plus $6 for each additional copy; a certified death certificate at $13, plus $6 for each additional copy; a noncertified death record at $13, plus $6; and a verification of birth at $9. A birth certificate for a homeless youth or for the Veterans Administration, and a death certificate for the VA, are $0. Optional rush processing is $20 and rush shipping $21. The table marks these as available at "All vital records offices" [16].
- In state law (statewide): Minn. Stat. § 144.226 sets the vital record fees. It waives the certified birth record fee for a homeless youth (subd. 8) and lets the state registrar and its agents charge a convenience fee of up to three percent for electronic, telephone or internet transactions (subd. 7) [17].
Birth and death certificates: Olmsted County
- Birth: $26, additional copies $19 each. In person you can get it the same day; appointments are strongly encouraged. Valid ID and a tangible interest are required. A mailed request must be notarized and takes about a week; a faxed request (507-328-7965) must be notarized and paid by credit card. Card payments carry a 2.15% convenience fee [2].
- Death: the county issues certified death certificates for deaths in Minnesota after 1997; for an earlier Olmsted County death, contact the Minnesota Department of Health for a certified copy. Certified requests must be notarized. Office hours are 8 a.m. to 4:30 p.m. [18]. The county page links its fee schedule for prices [18]; that schedule, dated June 22, 2021, lists a certified death certificate at $13.00 plus $6.00 for each additional copy, and a noncertified copy at $13.00 [19].
- Verification (sources differ): the county's 2021 schedule lists birth and death verification at $13.00 each [19]. The Minnesota Department of Health table lists a verification of birth at $9 [16]. Ask the office which applies.
Marriage licenses and certificates: Olmsted County
- License fee: $125, or $50 with a signed and notarized premarital education statement. The educator's statement needs specific wording and must be on the educator's business letterhead. Pay by card, check, money order or certified check; card payments carry a 2.15% fee [7].
- How: apply online through the Minnesota Official Marriage System (MOMS), then, up to 90 days ahead, come to the Government Center with valid ID to sign the application; you both need to be present. The county requires an appointment [7].
- Certified marriage certificate: $9 each, for licenses first applied for in Olmsted County. Optional: $20 rush processing and $28.95 USPS Priority Express Mail [7].
- Fee and premarital education discount (sources differ): Minn. Stat. § 517.08, subd. 1b, says the local registrar collects $125 for a civil marriage license, and that the fee "for parties who have completed at least 12 hours of premarital education is $50." To get the reduced fee, you bring a statement from the educator, on letterhead, "signed, dated, and notarized or marked with a church seal." The educator must be a licensed or ordained minister or the minister's designee, a person authorized to solemnize marriages, or a licensed marriage and family therapist. Subdivision 1c(b) of the same section refers to "the $40 fee under subdivision 1b, paragraph (b)" [20]. We don't say which number governs; the county notes above give the county's own figures.
- Term and oath (statewide): the license is valid for six months. If you can't use it within that time "due to illness or other extenuating circumstances," you can surrender it and get a new one "without fee." The registrar may take your oath in person, by telephone, by web conference or by a verified statement signed by both of you, and may accept applications by mail, fax or electronic filing [20]. Each county decides which of these it offers; see the county notes above. We didn't find a waiting period in § 517.08.
Recorded documents: Olmsted County
- County fees (2021 schedule): recording a document $46.00, recording a plat $56.00 and a certified copy $10.00; a staff-assisted plain copy is $2.00 a page and a fax is $5.00 for up to 20 pages [19]. That schedule is dated June 22, 2021, so check with the county before you go.
- Recording fees (statewide): Minn. Stat. § 357.18, subd. 1, sets county recorder fees: $46 to index and record a deed or other document, $56 to record a plat, $10 for a certified copy of any record, and $2 for a noncertified copy of a document submitted for recording when you bring a copy or duplicate original with it. The county board sets the price of other noncertified copies [21].
Court copy fees (statewide)
- District court copies (statewide): Minn. Stat. § 357.021, subd. 2, sets the court administrator's fee for a "certified copy of any instrument from a civil or criminal proceeding" at $14, and says "No fee may be charged to view or download a publicly available instrument from a civil or criminal proceeding or for an uncertified copy of that instrument" [22]. The Minnesota Judicial Branch says court users who can't afford a fee can ask to have it reduced or waived; its district court fees by county sit behind a button we couldn't read on Oct 30, 2026 [23].
Apostilles (statewide)
- Who: the Minnesota Secretary of State authenticates "the signature of a state public official or Minnesota Notary Public on documents to be used outside the United States of America" [24].
- Fee: apostille certificates are $5.00 each, payable to MN Secretary of State [24].
- By mail: send the request form to Secretary of State, First National Bank Building, 332 Minnesota Street, Suite N201, Saint Paul, MN 55101. You can include a self-addressed stamped envelope or a prepaid label from a delivery company. The form lists common reasons for rejection: improper notarization, a private document that isn't notarized, a missing or short fee, a document that originated outside Minnesota, and no original signature [24].
- Questions: (651) 296-2803 or 1-877-551-6767, 9:00 a.m. to 4:00 p.m., or apostille.oss@state.mn.us [24]. The Secretary of State's apostille web page didn't load for us on Oct 30, 2026, so we didn't confirm walk-in service; call before you go in person.
More on certified copies: how to get a certified copy.
Money orders
USPS money order fees are national: $2.65 for $0.01 to $500.00, and $3.75 for $500.01 to $1,000.00. Pay with cash or a debit card, not a credit card. The limit is $1,000 per domestic money order [25]. Other sellers: money order guide.
Shredding
- County: we didn't find an Olmsted County shredding event on the county pages we checked. Recycling Center Plus, 305 Energy Parkway NE, takes white office paper and other pre-sorted paper free of charge, Tuesday through Saturday 8 a.m. to 4:30 p.m.; that's recycling, not secure shredding. It lists a closing for Veterans Day, Wednesday, Nov. 11 [26].
- The UPS Store: its Rochester page lists shredding [8]. We didn't find prices.
For paid per-pound shredding, see where to shred documents.
