St. Paul, Minnesota document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in St. Paul, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Saint Paul Public Library
- Prints: 15 cents per side in black and white and 75 cents per side in color, payable by cash or check. Printers are at all library locations; print from a library computer or send files from your own device [4].
- Copies: letter size, 15 cents per side in black and white and 75 cents in color; legal or tabloid, 30 cents in black and white and $2.00 in color. Payable by cash or check [5].
- Fax and scanning: "No charge" [5]. The printing page says copy, scan and fax services are available at most locations [4].
- The UPS Store: it lists 3 locations in St. Paul: 1360 University Ave W, Ste. 104, (651) 642-5972; 1041 Grand Ave, (651) 222-2019; and 2038 Ford Pkwy, (651) 698-1685. Its city page says they offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [9]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [10].

Notary in St. Paul
- Saint Paul Public Library ($1.00): notary services are at most locations, depending on staff schedules, so contact the library on the day you need one; service ends half an hour before closing. "The fee for notary public services is $1.00 for each notarial act per Minnesota Statute 357.17," cash or check only. Bring valid government-issued ID. Library notaries can't complete I-9 forms or notarize wills, real estate documents including quit claim deeds, lien releases, original birth, death or marriage certificates, or power of attorney documents that involve the sale or transfer of funds or property [6].
- Ramsey County ($5): the county's fee report lists "Notary (each signature)" at $5.00 [11]. The Recorder's Office notarizes documents for real property in Ramsey County during business hours, $5.00 per notarial certificate, with the signer present with ID [3].
- Fee limits (statewide): Minn. Stat. § 357.17 sets "the maximum fees to be charged and collected by a notary public": $5 for each protest and copy, $5 for making and serving each notice of nonpayment or nonacceptance, $5 per folio for "any affidavit or paper for which provision is not made herein" and $1 per folio for copies, $5 for each oath administered, and for acknowledgments of deeds and other services, "the legal fees allowed other officers for like services" [12]. Offices often post a flat price per signature or stamp; the local prices above are what each office lists.
- Remote online notarization (statewide): Minn. Stat. § 358.645, subd. 3(c), lets a remote online notary charge up to $25 for a remote online notarial act "if the act occurs before January 1, 2023" [13]. We didn't find a current remote fee in the statute, and the Secretary of State's notary pages didn't load for us on Oct 30, 2026, so ask the notary what it charges.
Passports in St. Paul
The U.S. Department of State's Passport Acceptance Facility Locator data lists 2 facilities with a St. Paul address, and lists 1 of them as taking photos on site [7]:

- Post offices: the locator says to schedule a passport appointment or check other acceptance times at usps.com [7]. A St. Paul mailing address doesn't always mean a facility is inside city limits.
- County: we didn't find a Ramsey County passport office on the county pages we checked, and the locator lists none with a St. Paul address [7].
- Post office fees (national): a $35.00 acceptance fee and a $15.00 photo fee "if needed" [14].
- Faster service (national): the State Department's 1–3 business day return delivery is $26.87, for passport books only [15].

A $35 acceptance fee is paid separately to the acceptance facility, and expedited service is $60 more [15].
See the passport checklist and passport photo prices.
Birth, death, marriage, court and recorded-document copies
Birth and death certificates: Minnesota Department of Health (statewide)
- State fees (statewide): the Minnesota Department of Health fee table lists a certified birth certificate at $26, with additional copies of the same certificate ordered at the same time $19 each; a noncertified (informational) birth record at $13, plus $6 for each additional copy; a certified death certificate at $13, plus $6 for each additional copy; a noncertified death record at $13, plus $6; and a verification of birth at $9. A birth certificate for a homeless youth or for the Veterans Administration, and a death certificate for the VA, are $0. Optional rush processing is $20 and rush shipping $21. The table marks these as available at "All vital records offices" [16].
- In state law (statewide): Minn. Stat. § 144.226 sets the vital record fees. It waives the certified birth record fee for a homeless youth (subd. 8) and lets the state registrar and its agents charge a convenience fee of up to three percent for electronic, telephone or internet transactions (subd. 7) [17].
Birth and death certificates: Ramsey County
- Birth fees: a certified birth record is $26 for one copy, with each additional copy of the same record $19; a noncertified record is $13. Certified copies need a tangible interest. The office has Ramsey County births from about 1870 and certified records for all Minnesota counties from 1935 [2].
- Death fees: a certified death record is $13 for one copy, with each additional copy $6; a noncertified record is $13. The office has Ramsey County deaths from about 1870 and all Minnesota counties from 1997 [18].
- Where: request in person or by mail at Vital Records, Plato Building, 90 Plato Blvd. West, Saint Paul, MN 55107, Monday–Friday 8 a.m. to 4:30 p.m., 651-266-1333. Historical records requests can't be processed the same day [2][18].
Marriage licenses: Ramsey County
- Fee (sources differ): the county's marriage license page lists a price of $125, or $50 if you've completed 12 hours of premarital counseling, with a notarized educator's statement on church or counselor letterhead [19]. The county's 2026–2027 Comprehensive Fee Report (updated September 2026) lists "Marriage License" at $115.00 [11]. We don't say which is current; ask Vital Records before you go.
- How: in person only, at the Plato Building, Monday–Friday 8 a.m. to 4:30 p.m.; arrive half an hour before closing. Both of you must be present, or the absent party provides a notarized Supplemental Marriage License Application and a notarized application. You must be at least 18. Pay by cash, check or money order payable to Ramsey County, or by credit or debit card. A Minnesota license is valid only in Minnesota and must be used within six months [19].
- Fee and premarital education discount (sources differ): Minn. Stat. § 517.08, subd. 1b, says the local registrar collects $125 for a civil marriage license, and that the fee "for parties who have completed at least 12 hours of premarital education is $50." To get the reduced fee, you bring a statement from the educator, on letterhead, "signed, dated, and notarized or marked with a church seal." The educator must be a licensed or ordained minister or the minister's designee, a person authorized to solemnize marriages, or a licensed marriage and family therapist. Subdivision 1c(b) of the same section refers to "the $40 fee under subdivision 1b, paragraph (b)" [20]. We don't say which number governs; the county notes above give the county's own figures.
- Term and oath (statewide): the license is valid for six months. If you can't use it within that time "due to illness or other extenuating circumstances," you can surrender it and get a new one "without fee." The registrar may take your oath in person, by telephone, by web conference or by a verified statement signed by both of you, and may accept applications by mail, fax or electronic filing [20]. Each county decides which of these it offers; see the county notes above. We didn't find a waiting period in § 517.08.
Recorded documents: Ramsey County Recorder
- County fees: the fee report lists recording a document at $46.00, a certified photocopy at $10.00, a non-certified photocopy or duplicate original at $2.00, an uncertified photocopy on letter or legal paper at $1.00, and a photocopy of an official plat at $10.00 [11].
- Copies of a DD214: if your military separation was recorded in Ramsey County, you can get a copy; it's limited to the veteran or someone with a tangible interest. Phone 651-266-2050 [3].
- Recording fees (statewide): Minn. Stat. § 357.18, subd. 1, sets county recorder fees: $46 to index and record a deed or other document, $56 to record a plat, $10 for a certified copy of any record, and $2 for a noncertified copy of a document submitted for recording when you bring a copy or duplicate original with it. The county board sets the price of other noncertified copies [21].
Court copy fees (statewide)
- District court copies (statewide): Minn. Stat. § 357.021, subd. 2, sets the court administrator's fee for a "certified copy of any instrument from a civil or criminal proceeding" at $14, and says "No fee may be charged to view or download a publicly available instrument from a civil or criminal proceeding or for an uncertified copy of that instrument" [22]. The Minnesota Judicial Branch says court users who can't afford a fee can ask to have it reduced or waived; its district court fees by county sit behind a button we couldn't read on Oct 30, 2026 [23].
Apostilles (statewide)
- Who: the Minnesota Secretary of State authenticates "the signature of a state public official or Minnesota Notary Public on documents to be used outside the United States of America" [24].
- Fee: apostille certificates are $5.00 each, payable to MN Secretary of State [24].
- By mail: send the request form to Secretary of State, First National Bank Building, 332 Minnesota Street, Suite N201, Saint Paul, MN 55101. You can include a self-addressed stamped envelope or a prepaid label from a delivery company. The form lists common reasons for rejection: improper notarization, a private document that isn't notarized, a missing or short fee, a document that originated outside Minnesota, and no original signature [24].
- Questions: (651) 296-2803 or 1-877-551-6767, 9:00 a.m. to 4:00 p.m., or apostille.oss@state.mn.us [24]. The Secretary of State's apostille web page didn't load for us on Oct 30, 2026, so we didn't confirm walk-in service; call before you go in person.

Money orders
USPS money order fees are national: $2.65 for $0.01 to $500.00, and $3.75 for $500.01 to $1,000.00. Pay with cash or a debit card, not a credit card. The limit is $1,000 per domestic money order [25]. Other sellers: money order guide.

Staples and paper clips are OK; three-ring binders, plastic bags and large metal binder clips aren't. The county says not to recycle shredded paper at home [8].
