Where to print, fax, notarize, apply for a passport and get certified copies in Columbia, Missouri, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax

- Fax: 10¢ a side, sent from the copier. You can't receive faxes [1].

Notary in Columbia
- Library (free): free notary service is in the administrative office on the second floor of the Columbia Public Library, Monday–Thursday 9 a.m. to 4:45 p.m.; it isn't available on Fridays. Call ahead to make sure a notary is in. Don't sign before you arrive, and bring an original, current government-issued photo ID; photos or copies of an ID aren't accepted [2].
- The UPS Store: its Columbia page lists notarizing [8].
- Fee limits (statewide): Missouri law caps what a notary may charge: $5 per signature for an acknowledgment, a jurat or a signature witnessing, and $1 per page for a certified copy, with a $3 minimum. A notary may charge less or nothing, may add a travel fee only if you agree to it in advance, and may not charge to notarize an absentee ballot or absentee voter registration. A notary who charges must display or hand you a fee schedule [11][12].

Birth, death, marriage, court and recorded-document copies
Birth and death certificates: Missouri DHSS (statewide)
- Fees (statewide): the Missouri Department of Health and Senior Services (DHSS) lists $15 for a birth certificate and $14 for a death certificate, with $11 for each additional copy of the same death record ordered at the same time. Each fee covers a five-year search and one certified copy if the record is found; it isn't refunded if no record is found. A statement of marriage, divorce or single status from the state is $15 [16][17].
- Local offices (statewide): local public health agencies charge the same birth and death fees as the state, but hold only births from 1920 on and deaths from 1980 on. Certified marriage and divorce records come from the office that issued them, which sets its own fee [17].
- Who can order (statewide): Missouri vital records aren't open to the public; state law allows a certified copy only for a person with "a direct and tangible interest in the record" [16]. In person, bring ID; by mail, the application must be notarized and include a self-addressed stamped envelope. The state office is the Bureau of Vital Records, 930 Wildwood Dr., Jefferson City [18]. DHSS says it charges no extra administrative fee, but VitalChek, its online vendor, adds a processing fee [19].
Birth and death certificates: Columbia/Boone County Public Health and Human Services
- Where: 1005 W. Worley St., Columbia, MO 65203, Monday–Friday 8 a.m. to 5 p.m., except city holidays. Bring a photo ID or two different items with your name on them. Birth certificates are available for births in Missouri since 1920 and death certificates for deaths since 1980 [4].
- Fees: birth certificates are $15 per copy; death certificates are $14 for the first copy and $11 for each additional copy. In person, pay by cash, check to the City of Columbia, money order, or debit or credit card [4].
- By mail: send a notarized application, a self-addressed stamped envelope and payment to P.O. Box 6015, Columbia, MO 65205-6015 [4].
- Online: through VitalChek, $28.00 for a birth certificate and $27.00 for a death certificate (each including VitalChek's $13.00 handling fee), plus UPS fees for expedited shipping. Questions: 573.817.6441 [4].
- Long-form copies: for long certificates or genealogy, the page refers you to the state Bureau of Vital Records, 573.751.6387 [4].
Marriage licenses: Boone County Recorder of Deeds
- Where: the Boone County Government Center, 801 East Walnut, Room 132, Columbia, MO 65201. You can start the application online, but both applicants must come in together to complete and sign it, with a valid government-issued ID in English and a Social Security number [5].
- Fee: $53.00, by card or cash only; cards add a $1.55 service fee [5][20].
- Rules: both applicants must be at least 18. Couples being married by a judge must schedule the ceremony with the courthouse before applying. The officiant returns the license within 15 days of the ceremony [5]. We didn't find how long the license is valid on the county's page; see the statewide rule below.
- Copies: plain copies are $1.00 and certified copies $9.00, usually available the next business day after the license is recorded. Request by phone at (573) 886-4345, in person, or online through the vendor the county links to [5][20].
- Statewide rules: under RSMo 451.040, both applicants sign the application in front of the recorder of deeds or a deputy, or through an approved online process, and the license is "void after thirty days from the date of issuance." We didn't find a waiting period in the statute. Common-law marriages are void in Missouri [21]. RSMo 451.151 adds a $20 state fee to every license and $7 to every certified copy, which are included in county totals [22].
Recorded documents: Boone County Recorder of Deeds
- Recording: a standard real estate document is $26.00 for the first page and $3.00 for each additional page; a non-standard document is $51.00 for the first page and $3.00 for each additional page [20].
- Copies: copywork is $1.00 a page, and certification is $1.00 per document [20].
- Card fees: $1.55 for transactions up to $66.00 and 2.35% over $66.00 [20].
- Recording fees (statewide): RSMo 59.310 sets the recorder's own fee at $5 for the first page and $3 for each page after that, and caps copies of recorded documents at $2 for the first page and $1 for each page after that, plus $1 for a certificate and seal [23]. County fee tables are higher than that base fee, so use the county's posted total.
Court copies: Boone County Circuit Clerk (13th Judicial Circuit)
- Where: the Circuit Clerk keeps divorce records; you can request them with a copy request form and pick them up at the Boone County Courthouse, 705 E Walnut, Columbia, MO 65201 [5].
- Fees: the 13th Circuit's fee page didn't load when we checked, so we didn't find court copy fees.
- Statewide: we didn't find a statewide circuit court copy fee schedule; each Missouri circuit posts its own.
Apostilles (statewide)
- Who: the Missouri Secretary of State issues certifications (for notaries), authentications (for recorders of deeds, circuit clerks, judges, county clerks and the State Registrar) and apostilles for countries in the Hague Convention. The country where you will use the document decides which certificate you get [24].
- Which copy: a birth certificate must be a certified copy from the state Bureau of Vital Records; a marriage license, a certified copy from the recorder of deeds of the county of the marriage (or a state statement of marriage); a divorce decree, a certified copy from the circuit clerk [24].
- Fee: $10 per certification or authentication. One document with several notarizations by the same notary is $10; several documents are $10 each; one document notarized by different notaries is $10 per notary. Checks and money orders go to the Secretary of State's Office; Visa, MasterCard, American Express and Discover payments add a convenience fee [24].
- How: mail the original document with the cover letter to Commissions, Secretary of State's Office, 600 West Main, Room 322, Jefferson City, MO 65101. Documents come back by regular mail unless you include a prepaid envelope or air bill. Phone (573) 751-2783 or toll-free (866) 223-6535 [24][25]. We didn't find walk-in service or processing times on the page.
