St. Louis, Missouri document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in the City of St. Louis, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
St. Louis Public Library
- Prints and copies: available to all SLPL cardholders at all locations. Black-and-white prints are $0.10 each and color prints $0.25 each. Every cardholder gets a $5 monthly printing credit that renews automatically; you can add more online or at any location [5].
- Mobile printing: log in to the library's Mobile Print site with your card and PIN, upload a file, then release it at any SLPL copier/printer with your card. Adding funds online is a $5.00 minimum, paid through PayPal or a debit or credit card [5].
- Fax: "Digital faxing is free with an SLPL card." Faxes can be sent from your email or from the library's copiers [7].
- Scanning: we didn't find scanning details on the library pages we checked.
- The UPS Store: its St. Louis page lists 4 stores: 4571 Laclede Avenue, (314) 361-5505; 60 Hampton Village Plaza, Suite 38, (314) 226-9555; 12430 Tesson Ferry Rd, (314) 849-4466; and 10990 New Halls Ferry Rd, Ste. J, (314) 867-9400. The Census Geocoder places the Laclede Avenue store inside the city and the Tesson Ferry store in St. Louis County; it couldn't place the other two [10][6]. The page says the stores offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [11].

Notary in St. Louis
- Library (free): "SLPL does not charge a fee for this service." Notaries are available from opening until 15 minutes before closing when one is on duty, so call ahead; for multiple documents or a document of 10 pages or more, call 314-241-2288 for an appointment. Bring the completed, unsigned document and a valid, unexpired physical ID, plus witnesses with ID if needed. You'll be asked to sign the notary's record book [8].
- What the library won't notarize: Form I-9; real estate documents, including quitclaim deeds and loan documents; codicils, depositions, and documents signed as power of attorney or executor; incomplete documents. It doesn't certify vital records or provide apostilles [8].
- The UPS Store: its St. Louis page lists notarizing [10].
- Fee limits (statewide): Missouri law caps what a notary may charge: $5 per signature for an acknowledgment, a jurat or a signature witnessing, and $1 per page for a certified copy, with a $3 minimum. A notary may charge less or nothing, may add a travel fee only if you agree to it in advance, and may not charge to notarize an absentee ballot or absentee voter registration. A notary who charges must display or hand you a fee schedule [12][13].
Passports in St. Louis
The U.S. Department of State's Passport Acceptance Facility Locator data lists 23 facilities with a St. Louis mailing address [9]. The Census Geocoder places 9 of them inside the City of St. Louis and 13 elsewhere, mostly in St. Louis County; it couldn't match North County PO (11001 Dunklin Drive), so we left it out [6]. The locator lists all 9 as taking photos on site [9]:

- Post offices: the locator says to schedule a passport appointment or check other acceptance times at usps.com [9].
- Library (by appointment): the St. Louis Public Library's Buder, Carpenter, Central, Julia Davis and Schlafly locations are passport acceptance facilities. Request an appointment online or call 314-241-2288. Each application takes about 30–40 minutes. The $35 execution fee can be paid by cash, check or card; the application fee must be a check, money order or cashier's check to the U.S. Department of State, and the library doesn't issue money orders or cashier's checks. The library doesn't take applications going through a courier or expediter unless you're traveling within 14 days [14].
- Library hours (sources differ): the library's page gives passport hours of Monday–Thursday 9 a.m. to 7 p.m. and Friday–Saturday 9 a.m. to 4 p.m. [14]; the locator lists 9 a.m. to 7:30 p.m. and 9 a.m. to 4:30 p.m. [9]. Ask when you book.
- Photos (sources differ): the library says the Buder, Carpenter, Central and Schlafly locations have self-serve photo booths at $12.99 for two images, cards only and not suited for young children [14]. It doesn't list a booth at Julia Davis, though the locator lists photos there [9].
- Post office fees (national): a $35.00 acceptance fee and a $15.00 photo fee "if needed" [15].
- Faster service (national): the State Department's 1–3 business day return delivery is $26.87, for passport books only [16].

A $35 acceptance fee is paid separately to the acceptance facility, and expedited service is $60 more [16].

Birth, death, marriage, court and recorded-document copies
Birth and death certificates: Missouri DHSS (statewide)
- Fees (statewide): the Missouri Department of Health and Senior Services (DHSS) lists $15 for a birth certificate and $14 for a death certificate, with $11 for each additional copy of the same death record ordered at the same time. Each fee covers a five-year search and one certified copy if the record is found; it isn't refunded if no record is found. A statement of marriage, divorce or single status from the state is $15 [17][18].
- Local offices (statewide): local public health agencies charge the same birth and death fees as the state, but hold only births from 1920 on and deaths from 1980 on. Certified marriage and divorce records come from the office that issued them, which sets its own fee [18].
- Who can order (statewide): Missouri vital records aren't open to the public; state law allows a certified copy only for a person with "a direct and tangible interest in the record" [17]. In person, bring ID; by mail, the application must be notarized and include a self-addressed stamped envelope. The state office is the Bureau of Vital Records, 930 Wildwood Dr., Jefferson City [19]. DHSS says it charges no extra administrative fee, but VitalChek, its online vendor, adds a processing fee [20].
Birth certificates: St. Louis City Recorder of Deeds
- Where: the Birth Records Department, City Hall, Room 127, 1200 Market Street, St. Louis, MO 63103, Monday–Friday 8 a.m. to 5 p.m., except holidays. The office helps with birth certificates recorded anywhere in Missouri. Bring a government-issued photo ID; the address on your ID must match the address on the application [2].
- Fee: $15.00, non-refundable, per copy request. If the record isn't found, the payment is kept as a search fee. In person, copies of certificates from 1920 on are provided before you leave [2].
- By mail: the application must be notarized. The page says to add 55¢ for return mail if you don't include a self-addressed stamped envelope; its mail instructions say 50¢. Mail requests usually take up to 14 business days [2].
- Card fees: card payments under $52 carry a minimum $1.50 fee; over $52, the fee is 2.95% [2]. You can also order through VitalChek [2].
- Genealogy copies: a certified genealogy (long form) copy comes only from the state Bureau of Vital Records in Jefferson City [2].
Death certificates: St. Louis City Recorder of Deeds
- Fee: $14.00, non-refundable, for a 5-year search and one certified copy if the record is found; additional copies are $11 each [21].
- Who and where: immediate family, a guardian or official representative, or a genealogist. In person at City Hall, Room 127, Monday–Friday 8:30 a.m. to 4:30 p.m., with photo ID and proof of relationship; by mail with a notarized application, a legal-size self-addressed stamped envelope (or add 50¢) and a check or money order. Death Records: 314.613.3016; no requests by email or phone [21].
Marriage licenses: St. Louis City Recorder of Deeds
- Where: the Marriage Department, City Hall, Room 128, 1200 Market St., Monday–Thursday 8 a.m. to 6 p.m., Friday 8 a.m. to 5 p.m. and Saturday 9 a.m. to 1 p.m.; (314) 613-3018. You can fill out the application online first, but both applicants must come in together with a driver's license, state ID or passport. The license is issued during your visit [3].
- Fee (the page lists two amounts): one section says $62.00, which includes a $50.00 license fee and a $12.00 certificate copy fee; another says $60.00, with a $48.00 license fee and the $12.00 copy fee. Both say Visa/MasterCard or cash, no checks, non-refundable [3]. Confirm the amount before you go.
- Rules: you must be at least 18 or have consent from a legal guardian, and someone who is divorced must wait at least 30 days after the divorce is final to apply. The license must be used for a ceremony in Missouri within 29 days after it's picked up, and it's returned within 15 days after the ceremony. The $12 certificate copy is mailed to you once the license is recorded [3].
- Copies: $12 for a certified copy and $3 for an uncertified copy of a license from 1932 on, in person in Room 128, by mail (add 50¢ without a stamped envelope) or online (plus a $10 service fee and $1.50 mail or $30 FedEx overnight) [22].
- Statewide rules: under RSMo 451.040, both applicants sign the application in front of the recorder of deeds or a deputy, or through an approved online process, and the license is "void after thirty days from the date of issuance." We didn't find a waiting period in the statute. Common-law marriages are void in Missouri [23]. RSMo 451.151 adds a $20 state fee to every license and $7 to every certified copy, which are included in county totals [24].
Recorded documents: St. Louis City Recorder of Deeds
- Recording: a standard deed is $23 for the first page and $5 for each additional page; a nonstandard deed is $48 for the first page and $5 for each additional page. Walk-in payment is cash, money order or business check, with no personal checks [25].
- Copies: certified copies are $5 for the first page and $2.00 for each additional page; uncertified copies are $3 and $2.00. In person at City Hall, Room 126 ((314) 622-3260), copies usually take about 15 minutes. Online orders add a $10 service fee plus $1.50 mail or $30 FedEx overnight. Index searches are $20 per ten-year search [26].
- Recording fees (statewide): RSMo 59.310 sets the recorder's own fee at $5 for the first page and $3 for each page after that, and caps copies of recorded documents at $2 for the first page and $1 for each page after that, plus $1 for a certificate and seal [27]. County fee tables are higher than that base fee, so use the county's posted total.
Court copies: 22nd Judicial Circuit (City of St. Louis)
- Fees: the circuit's local rules list certified copies at $3.50 for the first page and $0.50 for each additional photocopied page ($1.00 typed from the record); authenticated copies at $4.00 for the first page, with the same additional-page charges; photocopies at $0.30; and microfilm copies at $5.00 a page [28].
- How: email certified copy requests to the Circuit Clerk's Office; the Certified Copies Department replies with an estimate and payment instructions. The records supervisor is at 314-622-4922 [4].
- Statewide: we didn't find a statewide circuit court copy fee schedule; each Missouri circuit posts its own.
Apostilles (statewide)
- Who: the Missouri Secretary of State issues certifications (for notaries), authentications (for recorders of deeds, circuit clerks, judges, county clerks and the State Registrar) and apostilles for countries in the Hague Convention. The country where you will use the document decides which certificate you get [29].
- Which copy: a birth certificate must be a certified copy from the state Bureau of Vital Records; a marriage license, a certified copy from the recorder of deeds of the county of the marriage (or a state statement of marriage); a divorce decree, a certified copy from the circuit clerk [29].
- Fee: $10 per certification or authentication. One document with several notarizations by the same notary is $10; several documents are $10 each; one document notarized by different notaries is $10 per notary. Checks and money orders go to the Secretary of State's Office; Visa, MasterCard, American Express and Discover payments add a convenience fee [29].
- How: mail the original document with the cover letter to Commissions, Secretary of State's Office, 600 West Main, Room 322, Jefferson City, MO 65101. Documents come back by regular mail unless you include a prepaid envelope or air bill. Phone (573) 751-2783 or toll-free (866) 223-6535 [29][30]. We didn't find walk-in service or processing times on the page.
