Chattanooga, Tennessee document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in Chattanooga, Tennessee, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Chattanooga Public Library
- Printing, copying and scanning: available at all library locations. Printing or copying is 10¢ a page black and white and 50¢ a page color [1]. You don't need a library card [8]. We didn't find a separate scanning price.
- Fax: self-service fax at all library locations: $1 for up to 5 pages local, $2 for up to 5 pages long distance. The library can't receive faxes for you to pick up [1].
- Downtown Library: 1001 Broad St., 423-643-7700, Monday–Saturday 9 a.m. to 6 p.m., closed Sunday [8]. The Census Geocoder places it in Chattanooga [7].
- The UPS Store: it lists 4 open locations with Chattanooga addresses. Its city page says its stores offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [9]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [10]. The Census Geocoder places 3 of the 4 inside Chattanooga and the one at 3712 Ringgold Rd. in East Ridge [9][7].

Notary in Chattanooga
- Chattanooga Public Library (free): each location has staff notaries who notarize at no charge. Not all staff are notaries, so call your location first to make sure a notary is there and that your document fits the library's policy. The service is for simple documents. Bring a valid government-issued photo ID and your documents complete and ready to sign. If you need witnesses, bring them; staff can't act as witnesses. The library can't notarize Medallion Signature Guarantees, I-9 forms, or auto titles without the buyer's name and address [1].
- The UPS Store: its Chattanooga page lists notarizing [9].
- Becoming a notary in Hamilton County: send $17.00 with your notarized application (checks by mail payable to "Hamilton County Clerk") to the County Clerk, 625 Georgia Ave., Room 201. The County Commission considers it at its next scheduled bi-monthly meeting. Once approved, you buy a $10,000 surety bond and bring it to Room 201 of the Courthouse, where a $2.00 recording fee applies [11]. The Secretary of State issues the commission, good for four years [12]. Questions: (423) 209-6500 [13].
- How notaries are commissioned (statewide): in Tennessee you apply through your County Clerk, are elected by the county commission, buy a surety bond, and then pick up the commission the Secretary of State sends back to the County Clerk [14]. A term is four years [15].
- Fees (statewide law): the Secretary of State quotes Tenn. Code Ann. § 8-21-1201: notaries "are entitled to demand and receive reasonable fees and compensation" [16]. We didn't find a fixed maximum on that page, so ask for the price before the notary starts.
Passports in Chattanooga
The U.S. Department of State's Passport Acceptance Facility Locator data lists 2 facilities with Chattanooga addresses, and the Census Geocoder places both inside Chattanooga [17][7]. We didn't find passport acceptance at the Hamilton County Clerk.

The Downtown library has applications and addressed Priority envelopes for renewals [2].

The State Department's fee page lists 1–3 business day return delivery at $26.87, for passport books only [19]. We couldn't re-read the State Department page on Oct 31, 2026, because it blocked our check. Confirm the fee with the acceptance facility before you pay.

Birth, death, marriage, court and recorded-document copies
Birth, death and marriage certificates (statewide)
- Fees (statewide): the Tennessee Department of Health (TDH) Office of Vital Records charges $15.00 for a birth, death, marriage or divorce certificate, and $15.00 for each additional copy. If no record is found, you get a no-record letter for the same fee [3].
- Any county health department (statewide): TDH says all county health departments can issue any birth or death certificate registered statewide, so you don't have to go to the county where the birth or death happened. Bring ID [20][21].
- State office in person (statewide): Tennessee Vital Records, 1st Floor, Andrew Johnson Tower, 710 James Robertson Parkway, Nashville; the entrance is on the Rosa Parks Blvd. side. Monday–Friday 8 a.m. to 4 p.m., no appointment needed. It takes cash, check, credit or debit card, or money order [20]. TDH lists free parking on Rev. Kelly M Smith Way off Rosa Parks Blvd. [21].

- Hamilton County Health Department, Vital Records: 921 E. Third St., (423) 209-8025, Monday–Friday 8 a.m. to 4 p.m. [4]. The Census Geocoder places it in Chattanooga [7].
- What it issues: birth certificates for people born in Tennessee in the past 100 years and death certificates for deaths in Tennessee in the past 50 years, from any Tennessee county. Computer-generated birth certificates are printed while you wait. Each certified copy is $15.00. Bring a completed, signed application and a photocopy of a government-issued photo ID. Death certificates go only to a parent, spouse or child unless you have documents showing your need [4].
- Paternity: unmarried parents can book an appointment to add the father to a birth certificate for a child up to 19 years old; call (423) 209-8025 [4].
- By mail, fax or email: mail your request to the office, or, to pay by credit card, fax or email it and a Vital Records representative will call you for the card details. It takes Discover, American Express, Visa and MasterCard, and charges a fee for card transactions. The page doesn't list the in-person payment methods [4].
Marriage licenses
- License taxes and fees (statewide): the Tennessee Department of Revenue lists a $15 and a $5 state privilege tax, a local option tax of up to $5, and a $62.50 additional state fee. $60 of that fee is waived if you complete an approved premarital course, or if you are out-of-state residents [22]. County clerks' totals also include their own fees, so check the county's price below.
- Marriage certificate copies (statewide): $15.00 from TDH Vital Records [3].
- Hamilton County Clerk: $107.50, or $45 with a Certification of Completion for at least four hours of premarital counseling. Both prices include a $5.00 certified copy of the marriage certificate and a $5.00 archive and records fee [5].
- Course discount (two sources differ): Hamilton's two prices are $62.50 apart [5]. The Department of Revenue says $60 of the state fee is waived for a premarital course (statewide) [22]. The Clerk's page doesn't explain the difference. Ask the Clerk's office.
- Out-of-state couples (two sources differ): the Department of Revenue says the $60 is also waived for out-of-state residents (statewide) [22]. The Hamilton County Clerk's page mentions only the counseling certificate [5]. If you live outside Tennessee, ask the Clerk's office before you go.
- What to bring: one ID: a driver's license, state ID, certified birth certificate, military ID or passport. Know your parents' full names (including your mother's maiden name), their state of birth and address if living, your number of prior marriages, and when your last marriage ended. There's no waiting period. The license is valid for 30 days and may be used outside Tennessee, but it must come back to the Clerk for recording. You can pre-apply online. The Clerk takes cash, Visa, Mastercard, Discover and Amex (processing fee applies), cashier's checks and certified checks [5].
- Where: Room 201 of the Downtown Courthouse, 625 Georgia Ave., Monday–Friday 8 a.m. to 4:30 p.m.; (423) 209-6500 [13]. The Census Geocoder places it in Chattanooga [7].
