Notary in Billings
- Library: "The Library does not charge a fee for Notary Public Services." Service is by appointment only and generally available Tuesday through Saturday, 10 a.m.–5 p.m. Call 406-657-8258 or email librarynotary@billingsmt.gov [2].
- Library limits: bring a valid photo ID such as a current driver's license, military ID or passport. The library notarizes no more than 3 documents per person per visit and doesn't provide witnesses. A witness must personally know the signer and bring a valid photo ID [2].
- Copies of public records: the library notes that Montana notaries can't make and certify copies of public documents such as birth certificates, death certificates, marriage licenses, school transcripts or FBI fingerprint cards [2].
- The UPS Store: two Billings stores list notary hours "Available 7 Days" [4][5]. We didn't find their notary prices.
- Fees (statewide): Montana law lets a notary "charge a fee not to exceed $10 for each notarial act," such as an acknowledgment, a signature witnessing or a jurat. A notary may add a travel fee (no more than the IRS standard mileage rate) or a fee for an electronic or remote notarization only if the notary explains it's extra and not set by law and you agree to the amount in advance. A notary who charges fees must display a list of them in English [7]. That's the same $10 cap as Wyoming and Arizona and double North Dakota's $5.

- Faster service (national): the State Department's 1–3 business day return delivery is $26.87, for passport books only [10].

Birth, death, marriage, court and recorded-document copies
Birth and death certificates: Yellowstone County Clerk & Recorder
- Fees: $8 for a certified birth certificate (immediate family only), $7 for a certified death certificate and $1 for an informational death certificate over 30 years old [11].
- By mail: send the request form to the Clerk & Recorder at PO Box 35001, Billings, MT 59107, with a check payable to Clerk and Recorder. Out-of-state checks aren't accepted. The county says it returns certificates by regular mail within 24 hours of receiving the request [12].
- Address: we didn't find the office's street address on the county birth-certificate page.
Birth and death certificates (statewide)
- Any county office (statewide): you can buy a Montana birth or death certificate in person at any county Clerk & Recorder's office in Montana, no matter which county the event happened in. Bring a current photo ID; you fill out the application there. A long-form birth certificate (often needed for dual citizenship or tribal enrollment) comes only from the state office in Helena or the Clerk & Recorder in the county of birth [13].
- County price (statewide law): state law sets the county clerk's fee at $8 for each certified copy of a birth certificate and $7 for each certified copy of a death certificate [15].
- State price: the Office of Vital Records charges $16 for every certificate, birth or death, certified or informational, abstract or long form [13][14]. Its fee schedule took effect Sept. 21, 2024 [14].
- State office (Helena): order by mail to Montana Vital Records, PO Box 4210, Helena, MT 59604, with a check or money order and a copy of your ID or a notarized application; online or by phone through VitalChek (1-888-877-1946) or VRO, which add card service fees. The office is closed to walk-ins. Questions: (406) 444-2685, option 2, or HHSVitalRecords@mt.gov [13].
- Late-October outage: the state notice says no Montana office issued birth certificates Oct. 21–25, 2026, during a move to a new records platform, and statewide issuance resumed Monday, Oct. 26 [14].
Marriage licenses: Yellowstone County Clerk of District Court
- Fee and payment: $53, by cash, money order, cashier's check or card (a 3% card fee applies). Personal checks aren't accepted [16].
- Appointments: recommended, through the court's online calendar, at 406-256-2869 or by email to erobey@yellowstonecountymt.gov. The latest a license can be started is 4:30 p.m. [16].
- What to bring: a driver's license, state ID or passport. The license is valid for 180 days [16]. For a judge to perform the ceremony, the county lists Justice Court at 406-256-2998 [16].
- License fee (statewide law): $53 when one or both of you are present at the ceremony, or $83 when neither is (a double proxy) [17]. Marriage licenses come from the Clerk of District Court in Montana, not the Clerk & Recorder.
- Proof of age (statewide law): each applicant must provide a birth certificate or other satisfactory evidence of age [18].
Recorded documents: Yellowstone County Clerk & Recorder
- Recording: $20 for the first page and $10 for each later page [11].
- Copies: 50 cents for the first page and 25 cents for each later page; certification is $2 plus the copy fees [11].
Court records: Clerk of District Court
- Fees (statewide law): the clerk of district court charges $1 a page for the first 10 pages of copies from a file, for each request, and 50 cents for each additional page; 25 cents a page for copies sent by fax, email or other electronic means; $2 for each certificate with seal; $5 for a copy of a marriage license and $10 for a copy of a dissolution decree. A records search is $2 per name for each year, for up to 7 years, and $1 per name for each further year [17].
Apostilles (statewide)
Montana apostilles come from the Secretary of State in Helena, not the county. For a Montana birth or death certificate, note on your Vital Records application that it's for an apostille (you'll get a long form), and contact the Secretary of State's office to tell it the document is coming. Pay the Secretary of State $10.00 per apostille, separately from the Vital Records fee [19]. Vital Records will mail the certificate to the Secretary of State once it's issued; the Secretary of State's office is at (406) 444-1877 [13]. The Secretary of State charges $10 per document or notarization, regardless of the number of pages. You can submit online through its portal and pay by credit or debit card, or by mail or in person with its printed Certification Request Form and a check or money order; it can't accept cash. Normal processing is 3–5 business days from receipt, and we didn't find an expedite fee. Mail goes to the Notary & Certifications Division, PO Box 202801, Helena, MT 59620-2801; drop-offs go to Room 260 of the State Capitol. A free pre-check is available by email at sosnotary@mt.gov [21]. See the apostille guide.
