Printing, copying, scanning and fax
East Baton Rouge Parish Library (EBRPL)
- Printing: available at all branches: $0.10 a page in black and white and $0.50 a page in color. Each library cardholder gets $2 of free printing every day [1].
- Copies: the $2 daily allowance doesn't cover photocopies, which you pay for at the same rates [1].
- Wireless printing: send files from a laptop, tablet or phone through the library's web upload page, with your card number or a guest name, then release the job at a black-and-white or color release station [1].
- Fax: most library locations have a self-service FaxScan24 fax machine: $1.75 for the first page and $1.00 for each additional page. You can also send through the FaxScan24 online portal; fax problems and refunds go to FaxScan24 at 1-800-468-2748 [1]. An older library FAQ (2017) says the fax machines send only and can't receive [8].
- Scanning: we didn't find self-service scanning details on the EBRPL pages we checked. The printing page links to Special Collections' scanning and digitization services [1].
- Main Library: 7711 Goodwood Blvd., Baton Rouge, LA 70806; (225) 231-3700. Hours: Monday–Thursday 9 a.m. to 9 p.m., Friday–Saturday 9 a.m. to 6 p.m., Sunday 2 to 9 p.m. Upcoming closures include Veterans Day (Nov. 11, 2026), Thanksgiving (Nov. 26, 2026) and Christmas Eve and Christmas Day (Dec. 24–25, 2026) [9]. The Census Geocoder places it inside Baton Rouge city [7].
- The UPS Store: it lists 9 locations with Baton Rouge addresses. Its city page says they offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [10]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [11].
- Inside Baton Rouge city: the Census Geocoder places 2 of them inside the city: 7350 Jefferson Hwy, Ste. 485, (225) 927-6245; and 5261 Highland Rd, (225) 766-8810 [10][7].
- Outside the city or not confirmed: it places 9618 Jefferson Hwy, (225) 293-4080; 7770 Bluebonnet Blvd, Suite E, (225) 766-3170; and 17732 Highland Road, Ste. G, (225) 751-7990 in the city of St. George; 10218 Sullivan Rd, Ste. E, (225) 279-9125 in the city of Central; and 8733 Siegen Ln, (225) 757-9700 outside any incorporated place. It didn't match 101 Student Union, (225) 578-6756 (on the LSU campus) or 14241 Coursey Blvd, Suite A-12, (225) 756-0686, so we couldn't confirm whether they're inside the city [10][7].

Notary in Baton Rouge
- Library: an EBRPL FAQ last updated in 2015 says there are no notaries at any of its branches [12]. We didn't find a newer library page on notary service.
- The UPS Store: its Baton Rouge page lists notarizing [10].
- Fees (statewide): the Louisiana Secretary of State says Louisiana "does not have a statutory fee schedule which would determine or limit what a notary can charge for his services." Ask for the price before the notary starts [13].
- How Louisiana notaries differ (statewide): the Secretary of State says a Louisiana notary's signature is his seal, notaries are commissioned for life, and each is commissioned in the parish where they live; reciprocal parish groups set by law let a notary work in neighboring parishes. Attorney-notaries have statewide notarial powers. Its Notary Database lists contact information for all notaries [13].

- Outside the city or not confirmed: the locator's General Mail Facility (USPS), 8101 Bluebonnet Blvd., is in the city of St. George, and the Census Geocoder didn't match Woodlawn Station (USPS), 4700 Millwood Drive, so we couldn't confirm whether it's inside Baton Rouge city [3][7].
- Clerk of Court: the locator says the Downtown office is walk-in only, Monday–Friday 8 a.m. to 4 p.m. [3]. The clerk says it now offers passport photos at both its Downtown and Airline locations. You can pay the processing fee and photo costs in cash or by credit card, but the passport fee itself must be a check or money order. Passport questions: (225) 389-3950 [2][14].
- Post offices: the locator says to schedule a passport appointment or check other acceptance times at usps.com [3].
- Library: we didn't find a library in the locator data for Baton Rouge [3].
- Post office fees (national): a $35.00 acceptance fee and a $15.00 photo fee "if needed" [15].
- Faster return delivery (national): two official pages list different prices. USPS lists "$22.05—1- to 3- day delivery service for faster return shipping to you from the State Department" [15]. The State Department's fee page lists 1–3 business day return delivery at $26.87, for passport books only [16]. We couldn't re-read the State Department page on Oct 31, 2026, because it blocked our check. Confirm the fee with the acceptance facility before you pay.

Birth, death, marriage, court and recorded-document copies
Birth and death records: Louisiana Department of Health (statewide)
- Fees (statewide): from the Louisiana Department of Health (LDH) Vital Records, a long-form birth certificate is $15.00, a birth certificate plus short-form birth card is $24.00 a pair, and a death certificate is $7.00 a copy. Bought at a participating Clerk of Court instead, a long-form birth certificate is $34.00, a death certificate $26.00 and the birth card plus long-form pair $48.00. Mail-in and VitalChek orders add a $0.50 state charge, and VitalChek internet, phone and kiosk orders add a security fee. If no record is found, state law has LDH keep the fee for the search [17]. LDH's FAQ lists the short-form birth card alone at $9.00 and says some agencies may not accept it [18].
- Closed records (statewide): Louisiana birth and death certificates aren't public records. Requests need proper ID, the fee and an application, and only the person named, close family or their attorney can order a birth certificate [19].
- Walk-in (statewide office): the Vital Records Central Office, 1450 Poydras St., Suite 400, New Orleans, LA 70112, is open for walk-in service 8:00 a.m. to 3:30 p.m., excluding state holidays. Bring photo ID; walk-in payment is cash (exact amount), check or money order [19]. Customer service: 504-593-5100 [20].
- Clerks of Court: participating Clerks of Court sell certified birth copies (long and short form), and death certificates for deaths on or after July 7, 2012, for an added fee [19][21].
- Mail and online: mail the application, a copy of photo ID and the fee to Vital Records Registry, PO Box 60630, New Orleans, LA 70160, and allow about 8–10 weeks. Internet, phone and fax orders go through VitalChek (1-877-605-8562), which charges extra [19].
- Marriage and divorce records (statewide): LDH keeps only Orleans Parish marriage records; for a divorce decree, contact the Clerk of Court in the parish where the divorce was granted [22].
- In Baton Rouge: the East Baton Rouge Parish Clerk of Court sells birth and death certificates at its Downtown office in City Hall only, walk-in, no appointment needed; (225) 389-5277 [4]. LDH lists it at 222 St. Louis St., Suite #179, Baton Rouge, LA 70802 [23]. The Census Geocoder places 222 St. Louis St. inside Baton Rouge city [7].
- Death certificate dates: the clerk says it can only get death certificates from June 2012 forward; LDH says Clerks of Court sell them for deaths on or after July 7, 2012. Confirm with the office [4][21].

A third office, the Baker Municipal Annex, is in Baker; call ahead [2]. The Census Geocoder places both Baton Rouge offices inside the city [7].
- Hours: the clerk's office is open Monday–Friday, 8:00 a.m. to 4:30 p.m. [14]. The marriage page says to arrive at least 60 minutes before closing [2].
- Fee: $27.50 for the license and $10.00 for each certified copy, mailed after completion. Pay by credit card, cash, cashier's check or money order payable to East Baton Rouge Parish Clerk of Court; personal checks aren't accepted, and the Baker office doesn't take credit cards [24]. The fee is from the clerk's Rev. 1/27/21 information sheet; the marriage web page doesn't list a fee [2].
- Older sheet differences: the same sheet says to arrive at least 30 minutes before closing (the web page says 60) and gives the Airline office as Suite 100, Baton Rouge, LA 70815 (the web page says 70816). Confirm with the office [24][2].
- What to bring: your birth certificate, original or certified copy (or a naturalization certificate), and a valid government-issued photo ID such as a driver's license or passport; LA Wallet isn't accepted. Non-U.S. citizens need a certified birth certificate, with a notarized translation if it isn't in English, and a valid passport or visa. If you've been married before, bring a certified copy of the divorce decree or death certificate from your most recent marriage [2].
- Timing: there's a 24-hour wait between issuance and the ceremony unless a Justice of the Peace grants a waiver. Licenses are valid for 30 days and only for ceremonies in Louisiana; you don't need to be a Louisiana resident [2].
- Age: under 16, marriage isn't allowed. Applicants under 18 need a court order and parental consent, and the clerk can't issue a license to someone under 18 if the age difference is more than three years [2].
Recorded documents and copies: Clerk of Court
- Recording: Recording Department, Room 152, City Hall, 222 St. Louis Street; (225) 389-3985. All fees are due at recording [25][14].
- Recording fees: under the clerk's schedule effective August 1, 2017, recording in mortgage or conveyance records is $135 for 1–5 pages, $235 for 6–25 pages, $335 for 26–50 pages and $335 plus $5 a page over 50. Recording in both mortgage and conveyance records is $235, $435, $635, or $635 plus $10 a page over 50. These totals include a $30 Judicial Building Fund fee and a $5 Louisiana Clerks' Remote Access Authority fee, indexing of up to 10 names and 1 certified copy or e-certification [26].
- Extra fees: $5 per name over 10, and $20 a page for pages larger than letter or legal size; pages must be no larger than 8 1/2 by 14 inches [26].
- Copies: the Copy Department (Room B108, City Hall, (225) 389-3970) provides copies of recorded and filed documents: copies $1.00, certification $10.00 and a copy of a map $3.00. The page doesn't say whether copies are priced per page [27][14]. The Airline branch also has a Copy department, (225) 295-4760 [14].
- Divorce decrees: LDH says to contact the Clerk of Court in the parish where the divorce was granted [22].
Apostilles (statewide)
- Fee: the Louisiana Secretary of State charges $20 per document, or $10 per document if it's related to an adoption [5]. Its request form adds a $5.00 state fee for credit card users and says to allow two to three business days for processing [28].
- Where: Commissions Division, 8585 Archives Ave., Baton Rouge, LA 70809. Walk-in service is Monday–Friday, 8:00 a.m. to 4:00 p.m., except state holidays and closures; questions 225.922.0330. By USPS mail: P.O. Box 94125, Baton Rouge, LA 70804-9125. Include a written request naming the country, a daytime phone number and a prepaid return envelope or label [5].
- Which copy: send the original document. Documents issued by Clerks of Court and Louisiana Vital Records don't need notarizing, and photocopies of them aren't accepted. Other documents must be notarized by a Louisiana notary, with the notary's printed name and ID number beneath the signature [5].
- In Baton Rouge: the Census Geocoder didn't match the Secretary of State's 8585 Archives Ave. address, so we couldn't confirm whether it's inside Baton Rouge city [7].
