Printing, copying, scanning and fax
West Fargo Public Library
- Prints and copies: 10 cents per page for black and white and 50 cents per page for color. Each side of a double-sided sheet counts as one page [1]. Self-service copying is at the Main Library [2].
- Paying: cash or coin only. The payment machine doesn't take pennies or bills over $5, and change under 10 cents may not be returned [1].
- Print from your device: the Remote Print service (Princh) sends jobs to either library location, to pick up and pay for during open hours. At the Satellite Library, staff release your print job [1][2].
- Fax: $1 per page sent or received. The library supplies a cover sheet for outgoing faxes and doesn't charge for it. It can't guarantee an outgoing fax was received, so check with the recipient [2].
- Scan: free to a USB drive or email [1].
- Computers: cardholders reserve at the kiosk or sign in at an open computer; visitors without a card get a guest pass at the Service Desk. General use is limited to one hour [2].
- Cutoff: public computers and printing shut down 15 minutes before closing [1].
- Locations and hours: Main Library, 215 3rd St. E: Mon–Thu 10 a.m.–9 p.m., Fri 10 a.m.–6 p.m., Sat 10 a.m.–5 p.m., closed Sunday. Satellite Library, 2515 6th St. E: Mon noon–6:30 p.m., Tue–Thu 10 a.m.–4:30 p.m., closed Fri–Sun. Phone 701-515-5200 [2].
The UPS Store
We didn't find a West Fargo listing on The UPS Store's location pages; its West Fargo city page returned "Page Not Found" when we checked. Our Fargo guide lists four Fargo stores.

Notary in West Fargo
- Library: free notary service by library staff, on library property only. Booking an appointment in advance is recommended, through the library's online scheduler. Bring your documents and a valid government-issued photo ID [3].
- Library rules: service depends on staff availability and isn't guaranteed. Bring your own witnesses; staff and other patrons can't serve as witnesses. Library notaries can't certify copies of "recordable documents" such as birth or death certificates, notarize a pre-signed document or one with blanks or missing pages, give legal advice, or notarize a document not in English unless an accurate English translation is attached. Accepted ID is a federal, state, military or tribal ID with a signature [4].
- Fees (statewide): North Dakota law says a notary "is entitled to charge and receive not more than five dollars per notarial act." A notary may also charge a travel fee, or a technology fee for an electronic or remote notarization, if you agree to it in advance and the notary explains that it's separate from the notarial fee and not required by law [18][19]. That's lower than Wyoming's and Arizona's $10 caps and matches Nebraska's $5 acknowledgment cap. South Dakota and Kansas have no dollar cap.
- ID (statewide): the Secretary of State lists a valid driver's license, non-driver ID or passport, with a name that matches the document, or a credible witness [19].
- Remote notarization (statewide): North Dakota allows remote notarization over a recorded audio-video session. With a paper document, only an acknowledgment is allowed and the signer sends the signed document to the notary within 3 days. With an electronic document, oaths, acknowledgments and witnessing are allowed [20].

- Where: the state Division of Vital Records, 600 E. Boulevard Ave., Dept. 325, Bismarck, ND 58505-0250, (701) 328-2360, vitalrec@nd.gov. Order online, by mail or, if needed, by an appointment scheduled in advance. Allow 5–7 business days for processing once a request arrives, not counting return mail [12].
- Birth fee: $15.00 for each certified copy. The office doesn't issue uncertified copies [13]. State law caps the fee at $15 [28].
- Death fee: $15.00 for the first copy and $10.00 for each additional copy ordered at the same time. There are three types: a complete record, a "facts of death" copy, and an informational copy that the general public can get [14].
- Who can order a birth record: the person named, if 16 or older, or the mother or father named on it. Others need a court order or other legal documentation as an authorized representative. A notarized authorization form is available [13].
- By mail: form SFN 8140 lists $15 per copy by check or money order payable to ND DHHS, with optional FedEx return shipping for $25 or UPS for $30. Certified copies can't be faxed or emailed [15]. Mailed copies usually go out in 3 to 5 business days, and requests with FedEx or UPS return shipping are processed the next business day [13].
- Online: the state's own secure online ordering application, which it calls its fastest method [13]. We didn't find any online processing fee on the pages we checked.
Marriage licenses and certified marriage copies: Cass County Finance Office
- License fee: $65.00, by cash, check or credit card; credit card payments incur a minimum fee [11]. State law sets a license fee of up to $30 plus a $35 supplemental fee for the domestic violence prevention fund [21].
- Rules: apply online or in person at the Cass County Courthouse; both applicants must be present to apply in person or pick up the license. Bring ID showing your date of birth and know your Social Security number. Bring a certified copy of every divorce decree if either of you was married before. There's no waiting period, and the license must be used within 60 days anywhere in North Dakota. You don't have to live in Cass County. Licenses are issued Mon–Fri 8 a.m.–5 p.m., excluding holidays [11].
- Applicants 16 or 17 (statewide): they need written consent from a parent or legal guardian, who must be present when applying [11][21].
- Courthouse ceremonies: the Finance Office performs short civil ceremonies Mon–Fri at set times; reserve and pay in advance. Call (701) 241-5600 for current policies [11]. State law sets the ceremony fee at $30 [21].
- Certified copies: $10.00 each, for licenses issued in Cass County. If you married in Cass County with a license from another North Dakota county, ask that county [11]. The state Vital Records office says all certified marriage copies come from the county where the license was purchased and filed; its county list gives the Cass County Treasurer, PO Box 2806, Fargo, ND 58102, (701) 241-5611 [16].
Recorded documents: Cass County Recorder
- Where: Cass County Courthouse, 211 9th St. S., Fargo, ND 58103. (701) 241-5620. Mon–Fri 8 a.m.–5 p.m. [9].
- Recording: $20 for 1–6 pages, $65 for 7–25 pages, plus $3 per page over 25. A $10 margin fee applies if a page lacks a clean 1-inch margin, and the first page needs a 3-inch top margin [10]. These amounts follow state law [22].
- Copies: $1 a page, plus $3 to email a document. Certified copies are $5 for the first page and $2 for each additional page [10].
- Paying: checks payable to Cass County Government. Credit cards are accepted in person or by contacting the office, with a 2.95% service fee ($3.99 minimum) [10].
Court records: Clerk of District Court
- Cass County: second floor of the Cass County Courthouse, 211 9th St. S., Fargo (mail to P.O. Box 2806, Fargo, ND 58108). Courthouse hours are 8 a.m.–5 p.m., Monday through Friday. Clerk's Office (701) 451-6900 [8]. Divorce decree copies come from the clerk in the county where the divorce was granted [17].
- Fees (statewide): the court fee schedule, effective July 1, 2025, lists $20 for a certified copy of a judgment, order or other paper, and $10 for additional copies of the same document. "There is no per page charge for a certified copy. There is no fee for electronic copies." Plain copies are $.10 per page and outgoing faxes $.25 per page. Civil or criminal record searches are $10 per name [23].
- Online search (statewide): the court system's Case Search lets you search district court records anywhere in the state by name, citation number or case number. Asking only whether a record exists is an exception to the $10 search fee [24]. We didn't find a fee for the online search on that page.
Apostilles (statewide)
The North Dakota Secretary of State in Bismarck charges $10 per authentication plus $5 per record search, with one search for each different notary signature. Requests are usually processed within 3 business days and returned by first-class mail unless you include a prepaid label. You can stop by during business hours with no appointment needed, though the office encourages calling (701) 328-2900 to make one [25]. For a birth or death record, Vital Records can coordinate the apostille with the Secretary of State if you note "apostille" and the country on your order [26]. See the apostille guide.
