Racine, Wisconsin document errands: printing, notary, passports and certified copies (2026)
Where to print, notarize, apply for a passport and get certified copies in Racine, Wisconsin, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Racine Public Library
- Where: Main Library, 75 7th Street, Racine, (262) 636-9217. The page footer lists hours of Monday–Thursday 9 a.m. to 8 p.m. and Friday–Saturday 10 a.m. to 4 p.m. [1]. The Census Geocoder places the Main Library inside Racine city [4].
- Printing: 10 cents a page for black and white and 50 cents for color. The printing station is on the second floor, across from the staircase, and a copier is on the first floor [1]. We didn't find a copier price.
- Print from anywhere: since November 2024 the library uses Princh. Go to print.princh.com, enter printer code 110995, upload your file and pay online; you don't have to be in the library for that part. Pick up your pages at the library printers within three hours. Printing by app or email forward is no longer available, and you can't print a webpage by entering its URL [1].
- Scanning and fax: the library has a free scanner for public use. To send a fax, go to the print station by the second-floor central desk; the fax machines can send but can't receive faxes [8]. We didn't find a fax price.
- The UPS Store: it lists 1 location with a Racine address: 2310 S Green Bay Rd, Ste C, (262) 554-7337. Its city page says its stores offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [9]. The Census Geocoder places it inside Racine city [4]. We didn't find prices on the store page; The UPS Store's site says products, services, prices and hours may vary by location [10].
See printing prices and fax prices.
Notary in Racine
- Racine Public Library, free: notary service is free while the library is open, for anyone, with or without a library card. Call (262) 636-9170 to book a time during library hours; same-day appointments aren't always available. All signers must be there in person [2].
- Individuals only: the library notarizes only for individuals, not for businesses or organizations [2].
- What to bring: your documents, unsigned (you sign in front of the notary); a current, valid ID with your photo and signature, such as a driver's license, state ID card, military ID or U.S. passport; and your own witnesses if the document needs them [2].
- Limits: library notaries can't certify copies of birth, death or marriage certificates, verify employment eligibility for employers, or choose, complete or give advice on documents [2].
- The UPS Store: its Racine page lists notarizing [9].
- Fees (statewide): Wisconsin's Department of Financial Institutions (DFI) says a notary "may charge no more than $5 for most in-person notarial acts." Ask for the price before the notary starts [11].
- Statewide commission: DFI says a Wisconsin commission lets a notary act in all counties in the state [11].
- No copies of vital records (statewide): DFI tells notaries they are "strictly prohibited" from making copies, certified or uncertified, of birth, death, divorce, marriage and other vital records. Get certified copies from a state or county vital records office instead [11].
Passports in Racine
The U.S. Department of State's Passport Acceptance Facility Locator data lists 3 facilities with Racine addresses. The Census Geocoder places these 2 inside Racine city [3][4]:
| Facility | Address and phone | Passport hours (locator) | Photos |
|---|---|---|---|
| Racine County Clerks Office | 730 Wisconsin Avenue, Racine, WI 53403. 262-636-3482 | Mon–Fri 8 a.m.–4 p.m. | Not listed |
| West Racine Station (USPS) | 1300 Perry Avenue, Racine, WI 53406. 262-632-1008 | Mon–Fri 10 a.m.–3 p.m. | Listed as on site |
- Racine address, other municipality: the locator's Four Mile Station, 2635 Four Mile Road has a Racine mailing address, but the geocoder places it in Caledonia village [3][4].
- Racine County Clerk's Office: the locator lists 730 Wisconsin Avenue, 262-636-3482, Monday–Friday 8 a.m. to 4 p.m., and says photocopy service is available and appointments are requested but not required [3]. The county's own passport page says passports are by appointment only and to call (262) 636-3482 to schedule [12]. The locator and the county page differ on whether you need an appointment, so confirm with the office.
- Racine County Clerk, office details: the County Clerk's page lists the office on the Courthouse's 1st floor, north end, 730 Wisconsin Ave., Racine 53403, (262) 636-3121 or 1-800-242-4202. Hours are 8:00 a.m. to 4:30 p.m., and the last passport application is taken at 3:30 p.m. The office doesn't take credit or debit cards. The State Department fee is paid by check or money order, and the county's acceptance fee by check, cash or money order [13]. We didn't find the amount of the county's acceptance fee, a photocopy price, or whether the office takes passport photos.
- Post offices: the locator says to book passport appointments, or see more passport times, at usps.com/scheduler [3].
- Post office fees (national): a $35.00 acceptance fee and a $15.00 photo fee "if needed" [14].
- Faster return delivery (national): two official pages list different prices. USPS lists "$22.05—1- to 3- day delivery service for faster return shipping to you from the State Department" [14]. The State Department's fee page lists 1–3 business day return delivery at $26.87, for passport books only [15]. We couldn't re-read the State Department page on Oct 31, 2026, because it blocked our check. Confirm the fee with the acceptance facility before you pay.
See the passport checklist and passport photo prices.
Birth, death, marriage, court and recorded-document copies
Birth, death, marriage and divorce records (statewide rules)
- Who issues them (statewide): the Wisconsin Department of Health Services (DHS) says Wisconsin birth, death, marriage and divorce records from October 1907 to now are available from the Wisconsin Vital Records Office, and also through any Wisconsin county Register of Deeds office. Availability depends on the event type and date [16].
- Fees (statewide): $20 for the first copy of each record and $3 for each additional copy of the same record [16]. State law sets the same $20 and $3 fees [17]. DHS says the long form birth certificate doesn't cost extra; write "Long Form" on the application [16].
- Who can get a certified copy: state law limits who can get one; an uncertified copy is printed on plain paper and stamped as not usable for legal or identification purposes [16].
- State office by mail: Wisconsin Vital Records Office, PO Box 309, Madison, WI 53701. It takes about 10 business days after the office gets your order, plus mail time. Pay by cash, check or money order in U.S. funds [16].
- Online and phone: through VitalChek, online or at 877-885-2981; there is a fee for using VitalChek, and requests take about five business days [16].
Racine County Register of Deeds
- Where and when: the Register of Deeds is open Monday–Friday 8:00 a.m. to 4:30 p.m.; phone (262) 636-3208 [18].
- Fees: the county's page lists "First Copy: $20.00. Additional Copies: $3.00 each (cash only)," and accepts only money orders or cashier's checks for mail requests [6].
- Timing: walk-in requests take about 15 to 20 minutes and mail requests about 5 business days. Completed applications are accepted until 3:45 p.m. Ordering through VitalChek costs extra [6].
Marriage licenses
- Marriage licenses (statewide law): in Wisconsin the county clerk issues marriage licenses. A license can't be issued within 3 days of the application unless the clerk, at its discretion, issues it sooner for an added fee of up to $25. Each applicant must show a certified copy of a birth record, or one of the other documents the law allows, and swear to the application before the clerk. State law sets the county clerk's fee for each license at $49.50; that is the statutory clerk fee, not necessarily the full price a county charges [19].
- Racine County Clerk, fee: the county's 2026 brochure lists the fee as "$110.00 CASH ONLY." It lists a 3-day waiting period, which can be waived for $25, and a license that is valid for 60 days. It also says both applicants must show proof of residency for the last 30 days [5]. The County Clerk's page also says marriage licenses are cash only [13].
- Appointments and hours, two versions: applications are by appointment only. The marriage license page says to call 262-636-3121 and lists hours of 8:00 a.m. to 4:00 p.m., Monday–Friday [20]. The brochure lists 8:30 a.m. to 4:00 p.m. and gives 262-636-3482 for appointments [5]. The County Clerk's page says the last marriage application is taken at 4:00 p.m. [13]. Because these differ, confirm with the office.
Recorded documents and court copies
- Recording fees (statewide law): Wisconsin law sets the register of deeds fee for recording a document at $30. Copies of recorded documents are $2 for the first page and $1 for each additional page, plus $1 to certify a copy [21].
- Court copies (statewide fee table): the Wisconsin court system lists Clerk of Circuit Court copies at $1.25 a page, and certified copies at $5 to certify the document plus $1.25 a page [22].
- Racine County Register of Deeds: recording is a flat $30 per document, and subdivision and condominium plats are $50 each. Copies of recorded documents are $2 for the first page and $1 for each additional page, plus $1 per document to certify. The real estate search fee is also $2 for the first page and $1 for each additional page [23].
- Clerk of Circuit Court: we didn't find Racine County's court copy fees.
Apostilles (statewide)
- Two state offices: both the Wisconsin Secretary of State (SOS) and DFI can issue apostilles for Hague Convention countries. Authentications for countries outside the Hague Convention come only from the SOS [24].
- DFI: standard service is $10 per document (3–7 business days) and expedited is $35 per document (1–2 business days), not counting mail time. DFI, 4822 Madison Yards Way, North Tower, Madison, WI 53705; (608) 266-8915 [25].
- Secretary of State: standard service is $10 per document (an estimated 7–20 days from when the office gets the documents) and expedited is $35 per document (2–4 business days). Walk-in expedited service is generally available the same day at the office on the basement level of the State Capitol in Madison. It accepts card, cash, check or money order [24].
- Notarized documents: the SOS accepts only wet-ink stamped or embossed notarizations by a Wisconsin notary, not electronic ones. It can't process federal documents or vital records from another state or country [24].
More on certified copies: how to get a certified copy.
Money orders
USPS money order fees are national: $2.65 for $0.01 to $500.00, and $3.75 for $500.01 to $1,000.00. Pay with cash or a debit card, not a credit card. The limit is $1,000 per domestic money order [26]. Other sellers: money order guide.
Shredding
- Free shred events: we didn't find an upcoming city or county shred event on official pages.
- The UPS Store: its Racine page lists shredding [9]. We didn't find prices.
