Notary in Owensboro
- Daviess County Public Library: free, Monday–Friday 9 a.m. to 5 p.m. The library can't guarantee a notary will be available at all times [1].
- Library rules: every signer must be there with a valid, unexpired federal or state photo ID. Don't sign beforehand. The library doesn't provide witnesses, and it won't notarize documents in a language other than English [1].
- Daviess County Clerk: its fee schedule lists notarizing signatures at $2.00 [4].
- The UPS Store: its Owensboro page lists notarizing [10].
- Becoming a notary in Daviess County: the Clerk's fee schedule lists the notary bond and oath at $19.00 [4].
- How notaries are commissioned (statewide): in Kentucky you apply to the Secretary of State; the application fee is $10 [12][13]. You must live, work or practice in the county where you apply. Within 30 days of receiving the commission, you appear in person before that county clerk to take the oath, file a $1,000 surety bond and file the commission, and you pay the clerk's filing fees. A term is four years [14].
- Fees (statewide law): under KRS 423.430, a notary may charge a fee that has been "clearly disclosed to the person requesting the service in advance," in line with KRS 64.300 [13]. KRS 64.300 bars any fee for notarizing papers filed to claim federal benefits for a person who served in the U.S. armed forces, the National Guard or a reserve component, or their dependents [15]. We didn't find a fixed maximum in the statute, so ask for the price before the notary starts.
