Joliet, Illinois document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in Joliet, Illinois, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Joliet Public Library (JPL)
- Printing and copying: 10¢ a page black and white and 50¢ a page color, single- or double-sided, on letter, legal or 11x17 (ledger) paper [1][2].
- Remote printing: you can send print jobs from home or your device; they stay in the queue for 24 hours. Pick them up at least 30 minutes before closing [1].
- Fax: $1 a page to the U.S. or Canada and $2 a page international [1][2]. Start at the Adult Services desk. If you pay by debit or credit card, you're charged $5 up front and your bank refunds the difference in 2–3 business days. The library can't receive faxes [11].
- Scanning: free, at the ScanEZ stations at both locations [1].
- Also on the fee schedule: lamination is $1.00 a foot, and USB drives start at $5.00 for 8 GB [2]. Test proctoring is free for JPL cardholders and Joliet Junior College and St. Francis students, and $25.00 a test for others [2].
- Locations: Ottawa Street Branch, 150 N Ottawa St., and Black Road Branch, 3395 Black Road; phone (815) 740-2660 [1].
- The UPS Store: it lists 2 locations in Joliet: 2364 Essington Rd, (815) 577-2650; 2219 W Jefferson St, (815) 725-1102. Its city page says its stores offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [12]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [13]. The Census Geocoder places both stores in Joliet city in Will County [12][4].

Jefferson St., Monday–Friday 8:30 a.m. to noon and 1 to 4 p.m., (815) 726-4781 [14]. We didn't find a fee or a residency rule on that page.

The current text took effect Jan. 1, 2026. For immigration forms, the cap is $5 a notarization and $75 for a complete application [16]. Ask for the price before the notary starts.
- Secretary of State: its Notary Services page doesn't list a fee for getting a document notarized. It says Illinois notaries are commissioned for 4 years (non-residents for 1 year). Notary Division: 217-782-7017 [17].

- Post office fees (national): a $35.00 acceptance fee and a $15.00 photo fee "if needed" [18].
- Faster return delivery (national): two official pages list different prices. USPS lists "$22.05—1- to 3- day delivery service for faster return shipping to you from the State Department" [18]. The State Department's fee page lists 1–3 business day return delivery at $26.87, for passport books only [19]. We couldn't re-read the State Department page on Oct 31, 2026, because it blocked our check. Confirm the fee with the acceptance facility before you pay.

Birth, death, marriage, court and recorded-document copies
Birth and death records (statewide rules)
- Who issues them (statewide): the Illinois Department of Public Health (IDPH) Division of Vital Records in Springfield issues birth and death certificates, and it says you may also contact the county clerk where the event occurred [10][20].
- IDPH birth certificate fees (statewide): $15 or $10 for the first certified copy, depending on the version, and $2 for each additional copy of the same certificate ordered at the same time. A genealogical copy is $10 [10][21], and a commemorative birth certificate is $40 [21].
- Which version costs what (IDPH pages differ): IDPH's birth certificate page says $15 gets the information collected at the time of birth, and $10 gets a set list of items (name, date and place of birth, parents' details, file date and state file number) [10]. IDPH's fee schedule calls the $15 version the long form, a full copy of the original record, and the $10 version the short form, a computer-generated abstract, but it places the item list beside the $15 version [21]. Ask IDPH or the county clerk which version you need before you order.
- IDPH death certificate fees (statewide): $19 for a full certified copy and $4 for each additional copy [20][21].
- IDPH by mail: Illinois Department of Public Health, Division of Vital Records, 110 W Lawrence Ave., Springfield, IL 62704-2610; pay by check or money order payable to IDPH [10]. IDPH says mail requests take about 12 weeks from when it gets your paperwork. For urgent needs, it says to send the request by overnight delivery with proof of immediate need and a prepaid overnight return envelope; certified copies are then processed in 5 to 7 business days [20].
- IDPH online: through VitalChek, with a major credit card. On the death certificate page IDPH lists a $15.00 handling fee, plus $22.00 if you choose UPS delivery [20].
- Office move (past): IDPH's Springfield office at 925 East Ridgley Avenue closed, and the new office at 110 W Lawrence Avenue opened on September 14, 2026 [20].
Will County Clerk (events in Will County)
- Fees: birth certificates and marriage or civil union certificates are $12 for one certified copy and $4 for each additional copy of the same record ordered at the same time. Death certificates are $16, and $8 for each additional copy [5][22][23].
- In person: 302 N. Chicago St., Joliet, Monday–Friday 8:30 a.m. to 4:30 p.m. The Clerk says most walk-in requests take just a few minutes. Bring valid ID; you can pay by cash, personal check, money order or credit/debit card [5].
- By mail: send the request form, a copy of valid ID and a personal check or money order to Attn: Vital Records, Will County Clerk's Office, 302 N. Chicago St., Joliet, IL 60432 [5].
- By email: email the signed form and a copy of your ID to vitalrecords@willcounty.gov, then call (815) 740-4615 during business hours to pay by card [5].
- Online: since September 21, 2026, the Clerk takes online orders through Official Records Online instead of VitalChek; extra fees apply [5].
- Who can order a birth certificate: the person named (18 or older), a parent on the record or a legal guardian or representative with proof. Anyone can get one for genealogy if the record is at least 75 years old [5]. The Clerk holds only Will County births [5].
- Free birth certificates: homeless people born in Illinois can ask the county where they were born for a free certified copy, with their status verified by a human services, legal services or similar agency [5].
Marriage licenses
- Marriage records (statewide): IDPH doesn't issue certified copies of marriage records; they come from the county clerk in the county where the marriage happened. IDPH can verify the facts of a marriage from 1962 on for $5 [24].
- When a license is valid (statewide law): Illinois law says a marriage license becomes effective in the county where it was issued one day after it is issued, unless a court orders otherwise, and expires 60 days after it becomes effective [25].
- Will County Clerk: the marriage or civil union license is $35. The main office, 302 N. Chicago St., Joliet, takes cash, check or credit/debit card; the satellite offices take cash only [6].
- Appointment required: licenses are issued by appointment only, at every location, and times often book up two weeks or more ahead. In Joliet, appointments run Monday–Friday 8:30 a.m. to 4 p.m., (815) 740-4615. Satellite offices are the Crete, DuPage (Bolingbrook) and Plainfield township offices; contact them directly [6].
- Before you go: each person completes an application before the appointment and brings valid ID. The license takes effect the day after it's issued and is valid for 60 days [6].
- Courthouse ceremony: a sitting judge can marry couples with a Will County license at the Will County Courthouse, 100 W. Jefferson St., for $10, with no appointment or witnesses needed: Monday–Friday 11 a.m. to noon, or arrive by 8:30 a.m. on Saturday (cash only, exact change) [6].
Recorded documents, court and city records copies
- Will County Recorder, recording: fees effective October 1, 2025: $90.00 for a standard document, $118.00 for a nonstandard document and $144.00 for a subdivision or condo plat [26][27]. Recording a military discharge is free [26].
- Who pays $71 (the two Recorder pages differ): the Recorder's fees page lists $71.00 for documents that aren't real-estate related, or that were signed before August 1, 2005 [26]. The Recorder's October 2025 notice lists $71.00 for documents recorded by federal, state or local government agencies, which don't pay the $19.00 Rental Housing Support Program surcharge [27]. Confirm which fee applies with the Recorder, 158 N. Scott St., Joliet, 815-740-4637 [27].
- Will County Recorder, copies: $1.00 a page for letter-size copies, $2.00 a page for 11x17, and $42.00 for certified copies; DD-214 copies are free [26]. The Recorder's older Archives page, headed "As of September 20, 2010," instead says certified copies are the "Same as initial recording fee minus the IRHSP fee (please call for pricing)" [28]. The Fees page is newer; confirm the price with the Recorder.
- City of Joliet records (FOIA copies): the first 50 black-and-white pages are free, then $0.15 a page; color is $0.15 a page; plats larger than 11x17 are $1 a page; a CD or DVD is $1; accident reports are $5 [15].
- Will County Circuit Clerk: copies are $2.00 for page 1, $0.50 a page for pages 2–20 and $0.25 a page after that, plus $6.00 per document certification; certified probate copies are $2.00 a page. The Clerk says the costs are the same online, in person or by mail; online orders go through i2File [29]. Its fee schedule, effective July 1, 2019 and updated July 21, 2021, lists the same copy fees and $10.00 for a certified copy of a judgment after the first [30]. The Clerk is at the Will County Court House, 100 W. Jefferson St., (815) 727-8592 [29].
Apostilles (statewide)
- Fee (statewide law): Illinois law sets the Secretary of State's fee for a certificate or apostille, with seal, at $2 [31].
- Rules (statewide law): requests go on the Secretary of State's form with the fee. The office may refuse a document that isn't an original, isn't properly certified or notarized, or is meant for use in the U.S. or in a country that isn't part of the Hague Convention [32].
- Where (Secretary of State page): in person at the Index Department, 160 N. LaSalle St., Suite 100, Chicago (312-814-8218) or 2701 S. Dirksen Pkwy., Springfield (217-782-7017), or at select DMV+ locations: the Chicago Flagship (125 W. Monroe), Aurora (970 N. Lake St., Suite B, 630-653-3824), Champaign, Lake Zurich and Melrose Park. The page says the Chicago-area locations authenticate documents for foreign use only [33].
- How long (Secretary of State page): "In most cases, documents are processed while you wait on a first-come, first-served basis." By mail, send documents to the LaSalle St. address in Chicago with a check or money order and a self-addressed stamped envelope; the page says to allow 7–14 business days. Each document needs its own $2 apostille or certificate [33]. We didn't find office hours on that page, so confirm them before you go.
More on certified copies: how to get a certified copy.
