Birth, death, marriage, court and recorded-document copies
Birth, death, marriage and divorce records (statewide rules)
- Who issues them (statewide): the Wisconsin Department of Health Services (DHS) says Wisconsin birth, death, marriage and divorce records from October 1907 to now are available from the Wisconsin Vital Records Office, and also through any Wisconsin county Register of Deeds office. Availability depends on the event type and date [13].
- Fees (statewide): $20 for the first copy of each record and $3 for each additional copy of the same record [13]. State law sets the same $20 and $3 fees [14]. DHS says the long form birth certificate doesn't cost extra; write "Long Form" on the application [13].
- Who can get a certified copy: state law limits who can get one; an uncertified copy is printed on plain paper and stamped as not usable for legal or identification purposes [13].
- State office by mail: Wisconsin Vital Records Office, PO Box 309, Madison, WI 53701. It takes about 10 business days after the office gets your order, plus mail time. Pay by cash, check or money order in U.S. funds [13].
- Online and phone: through VitalChek, online or at 877-885-2981; there is a fee for using VitalChek, and requests take about five business days [13].

Mail goes to P.O. Box 23600, Green Bay, WI 54305-3600 [15]. The Census Geocoder places 305 E. Walnut Street inside Green Bay city [3].
- Fees: the Register of Deeds fee schedule lists $20 for the first certified copy and $3 for each additional copy of the same record bought at the same time. A verification is $7, and an unsuccessful search is $20 [16].
- Payment: cash (no $50 or $100 bills), credit or debit card (extra fees apply), cashier's check or money order. Personal checks aren't accepted [16].
- Online: the county's marriage brochure points to Wisconsin Register of Deeds Online, wrdaonline.org, for buying certificates [17].
Marriage licenses
- Marriage licenses (statewide law): in Wisconsin the county clerk issues marriage licenses. A license can't be issued within 3 days of the application unless the clerk, at its discretion, issues it sooner for an added fee of up to $25. Each applicant must show a certified copy of a birth record, or one of the other documents the law allows, and swear to the application before the clerk. State law sets the county clerk's fee for each license at $49.50; that is the statutory clerk fee, not necessarily the full price a county charges [18].
- Brown County Clerk, in person: both applicants must come in person to the County Clerk's Office, Northern Building, Room 120, 305 E Walnut Street, (920) 448-4016 [4]. Licenses are issued on weekdays only, and you should arrive at least 15 minutes before closing [17].
- Price: $125 if you apply 4 to 60 days before the wedding, and $150 if you apply less than 4 days before (that includes the waiver of the 3-day wait; no personal checks). All fees are non-refundable [4][17].
- Card fees and checks (sources differ): the county's web page says debit cards add $2.50 and credit cards add a 4% to 6% fee, and it lists personal checks for the $125 license [4]. The county's brochure (revised May 14, 2025) says credit cards add 6% and lists a "local check" [17]. Confirm with the office.
- Timing: after you apply there's a 3-day waiting period. Once it's ready, the license is valid for 60 days in Wisconsin. You can apply in any Wisconsin county whether or not you live in the state [4].
- Bring: state-certified birth certificates (hospital keepsakes and birth registration notices aren't accepted), photo ID, Social Security cards if a number has been issued, proof of residency, and the wedding date, ceremony location and officiant's name, address and phone. If you were married before, bring the final divorce decree, death certificate or annulment [4].
- Off-site applications: for medical or special circumstances, the brochure lists an extra $125 transportation fee for delivery within Brown County, such as to a hospital or nursing home, paid in cash or by card [17].
- Ceremony: to schedule a marriage with a Circuit Court judge, call 920-448-4348. After the ceremony, the officiant has three business days to file the license with any Wisconsin county Register of Deeds [4].
- Varies by county: the clerk's page notes that the license and waiver fees may vary from county to county [4].
Recorded documents and court copies
- Recording fees (statewide law): Wisconsin law sets the register of deeds fee for recording a document at $30. Copies of recorded documents are $2 for the first page and $1 for each additional page, plus $1 to certify a copy [19].
- Court copies (statewide fee table): the Wisconsin court system lists Clerk of Circuit Court copies at $1.25 a page, and certified copies at $5 to certify the document plus $1.25 a page [20].
- Divorce judgments: copies come from the county where the divorce happened. In Brown County, contact the Clerk of Circuit Courts, Brown County Courthouse, 100 South Jefferson Street, Green Bay, 920-448-4155 [4]. We didn't find the court's copy fees.
- Brown County Register of Deeds, recording: recording is $30 per document (deeds, mortgages, certified survey maps and similar), and plats are $50 [16]. Walk-in real estate recordings are accepted Monday–Thursday 7:30 a.m. to 4:30 p.m. and Friday 7:30 to 10:30 a.m. [21].
- Brown County Register of Deeds, copies: copies of recorded documents are $2 for the first page and $1 for each additional page, plus $1 to certify. Plat copies are $2 a page [16].
Apostilles (statewide)
- Two state offices: both the Wisconsin Secretary of State (SOS) and DFI can issue apostilles for Hague Convention countries. Authentications for countries outside the Hague Convention come only from the SOS [22].
- DFI: standard service is $10 per document (3–7 business days) and expedited is $35 per document (1–2 business days), not counting mail time. DFI, 4822 Madison Yards Way, North Tower, Madison, WI 53705; (608) 266-8915 [23].
- Secretary of State: standard service is $10 per document (an estimated 7–20 days from when the office gets the documents) and expedited is $35 per document (2–4 business days). Walk-in expedited service is generally available the same day at the office on the basement level of the State Capitol in Madison. It accepts card, cash, check or money order [22].
- Notarized documents: the SOS accepts only wet-ink stamped or embossed notarizations by a Wisconsin notary, not electronic ones. It can't process federal documents or vital records from another state or country [22].
More on certified copies: how to get a certified copy.
Money orders
USPS money order fees are national: $2.65 for $0.01 to $500.00, and $3.75 for $500.01 to $1,000.00. Pay with cash or a debit card, not a credit card. The limit is $1,000 per domestic money order [24]. Other sellers: money order guide.
