- Library: the main library in Cheyenne "offers free notary services during regular library hours." Bring a government-issued photo ID. If you don't have one, you may bring two people with valid ID who can verify who you are. Call 307-634-3561 before you go to make sure a notary is on duty [4].
- Wyoming fee limit (statewide): under W.S. 32-3-126, a notarial officer may charge "not more than ten dollars ($10.00) per notarial act," may charge less or waive the fee, and may add a technology fee for electronic notarization or a travel fee (up to the IRS standard mileage rate) only if you agree to it in advance [12]. The Wyoming Secretary of State's notary page links to this law [11]. This differs from Colorado, where the limit is $15 per document.

Birth, death and recorded-document copies
Birth and death certificates: Wyoming Vital Statistics Services (state office)
- Who issues them (statewide): in Wyoming, certified birth, death, marriage and divorce certificates come from the state's Vital Statistics Services, part of the Wyoming Department of Health. Its office is in Cheyenne [8][9]. Unlike the Colorado cities we cover, we didn't find a county vital records counter.
- In person in Cheyenne: 2300 Capitol Avenue, 1st Floor of the Hathaway Building. Public hours Mon–Thu 9 a.m.–4 p.m.; Friday by appointment only, (307) 777-7591 [9].
- Fees (statewide, from the mail form): birth, marriage, divorce or stillbirth certificate $25.00 each. Death certificate $25.00 for the first copy and $20.00 for each additional copy per request. A photocopy of an original certificate is $30.00. The 2026 form's footer reads "Form 1a - 2024" [10].
- Closed records (statewide): "Wyoming is a closed record state." Birth records are closed to the public for 100 years and death, marriage and divorce records for 50 years, so only entitled people (such as the person named, a parent, or immediate family for a death record) can get copies. You need a government-issued photo ID, or a notarized signature on the form [10].
- By mail: send the form with ID, payment and a self-addressed stamped envelope. Checks or money orders go to "Vital Statistics Services"; cash is accepted but not recommended [10].
- Online (statewide): the How to order page's Order Online link goes to the state's own VSS Portal at wyomingvitalrecords.wyo.gov [8]. You need an account, and you must attach an image of a valid government-issued ID. Online orders are paid by credit card only, with a 2.4% convenience fee ($1.00 minimum) on every order. For delivery other than USPS First Class Mail, you can attach a prepaid label you buy from UPS, FedEx or USPS [21]. Per-certificate online fees, processing times and shipping options are behind the portal sign-in; we didn't find them.
- Payment (statewide): the state FAQ lists money orders, a personal check from the person applying, credit card (online or in-person orders only) and cash (in-person orders only). The office can't take payment over the phone [22].

- Copies: certification of a recorded document is $5.00, plus copy fees of $0.50 per printed page or $1.00 per page by email. You can research and view recorded records in the office during business hours at no charge [6].

The limit is $1,000 per domestic money order [18]. Wyoming Vital Statistics Services takes money orders for mailed certificate requests [10]. Other sellers: money order guide.
