Where to print, fax, notarize, apply for a passport and get certified copies in Brookings, South Dakota, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Brookings Public Library
- Printing: black and white is 10 cents a page [1][4]. Color: the city's library fee schedule lists 25 cents a page [4], but the library's services page says 50 cents per color page [1]. Ask at the desk which applies.
- Copies: the photocopier is 10 cents per black-and-white copy. The city's fee schedule lists copies as black and white only [1][4].
- Fax: $2.25 per page, sent or received [1][4].
- Print from your device: upload files at brookingslibrary.eprintitsaas.com/public/upload, choosing the black-and-white or color printer, or forward an email to the printer's address on the library page. Pay for and pick up prints at the front desk. The page doesn't list prices [3].
- Scan: we didn't find a scanning service or price on the library pages we checked.
- Computers: the library lists desktop and laptop computers for use in the library and a microfilm/fiche reader/printer [1].
- Location and hours: 515 3rd Street, Brookings, SD 57006, 605-692-9407. Mon–Thu 9:30 a.m.–8 p.m., Fri–Sat 9:30 a.m.–5:30 p.m., Sun 1–5 p.m. [1].
The UPS Store
The UPS Store #5064 at 120 22nd Ave S, (605) 692-5441, lists color and black-and-white printing and copying, mobile printing, fax (send and receive), notary, passport and ID photos and shredding. Its page lists hours of Mon–Fri 8 a.m.–6:30 p.m., Sat 9 a.m.–3 p.m. and Sun 10 a.m.–3 p.m. [21]. We didn't find prices on the store page.

Notary in Brookings
- Library: "The Brookings Public Library offers free notary services." A notary is available during most open hours, but call ahead to confirm. Don't sign beforehand; everyone signing must be present, and each needs a valid government-issued photo ID [2].
- The UPS Store: the Brookings store lists notary service [21]. We didn't find its notary hours or prices.
- Fees (statewide): South Dakota law says a notary "may charge and receive a fee for each instrument notarized," except that no notary may charge a fee for notarizing a request for an absentee ballot [14][16]. A 2025 law (House Bill 1192, signed March 12, 2025) removed the old cap of ten dollars [15]. So there's no state dollar maximum, as in Kansas. Nebraska's acknowledgment cap is $5, and Wyoming's and Arizona's caps are $10 per notarial act.
- Where notaries can act (statewide): South Dakota notaries can notarize only within South Dakota [17]. Remote online notarization has been allowed since a 2024 law, but the notary must be physically in South Dakota; the signer can be anywhere [17].
- ID (statewide): the Secretary of State lists government-issued photo IDs such as a U.S. passport, a driver's license or state ID card, a tribal ID or a U.S. Armed Forces ID card [17].
- Find a notary (statewide): the Secretary of State's Notary Public Search lists active notaries and e-notaries [17].

- How to pay: "Brookings County Register of Deeds accepts Cashiers Checks or Money orders for the fee" [25].
- ID: in person, a clear copy of a current government-issued photo ID with your signature and expiration date. Without one, send copies of any two of: Social Security card, utility bill with current address, bank statement with current address, car registration or title with current address, or a pay stub with your name, Social Security number and the business address. Mail applicants can have a notary public notarize their signature in Section 2 of the form [25].
- Card orders: the form lists VitalChek online or phone orders at (605) 773-4961 with a credit card in your name, with an $11.50 expedited processing fee on top of $15.00 per copy [25].
- Who can order (statewide): South Dakota vital records aren't open for public inspection. Eligible people include the person named, a spouse, child, parent, guardian or next of kin, with a government-issued photo ID or, without one, copies of two other documents [11].

Orders can be in person, by mail, online or by phone. Copies can't be faxed or emailed. VitalChek is the only authorized online vendor; its page lists a $6.50 VitalChek fee and a $5.00 expedite fee, plus $17.50 for optional UPS Next Day [11].
- Divorce (statewide): divorce certificates come only from the state office; divorce decrees come from the Clerk of Courts in the county where the divorce was filed [11].

- Fee: $40 [8][9], set by state law [12][24].
- ID: both people must be present with one of: a passport; a federal, state, military or tribal photo ID; a certified birth certificate with a current school or employment photo ID; or a certified birth certificate with a completed U.S. Treasury Form 4029. Each applicant also gives the surname they'll use after marriage [8][9].
- Rules: the license is valid only in South Dakota and is void unless the marriage is solemnized within 90 days. The person who solemnizes the marriage must return the license to the Register of Deeds within 10 days [9]. There's no blood test (statewide) [12].
- Applicants 16 or 17: the county's form says they need parental consent before the license is issued [9]. The Department of Health's statewide page says a circuit court order or written, notarized consent from two parents or a legal guardian [12].
- Any county (statewide): you can get a license from any South Dakota Register of Deeds. You can submit the application online first through the state Vital Records Services Portal [12].
Recorded documents: Brookings County Register of Deeds
- Recording: the county's brochure of statewide Register of Deeds fees lists $30 per document for the first 50 pages for deeds, mortgages, assignments, satisfactions and similar documents [10]. The fee is set by state law [20].
- Copies: uncertified copies are $1 a page. Certified copies are $5 for the first page and $1 for each page after that [10][20]. The county says a copy of your deed costs $1.00 per page at its office, and warns about mailers offering deed copies for $83 [8].

The court system's records-request page says, "Copying and certification fees shall be charged as determined by statute or Supreme Court Rule," and we didn't find a published per-page amount there either. Its online record search (PARS) charges $20 for each search, charged even if the search finds no records [26].
