Biloxi, Mississippi document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in Biloxi, Mississippi, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Harrison County Library System (HCLS)
- Printing: public computers are free to use, but you pay for all prints [7]. We didn't find the per-page print price on the HCLS pages we checked.
- Copying: copiers are at most branches: 15¢ a page black and white (letter or legal) and 30¢ a page color [1].
- Fax: at most locations. Sending is $3.00 for the first page and $1.00 for each page after that; international is $5.00 for the first page and $3.00 for each page after that; receiving is 15¢ a page [1].
- Scanning: we didn't find scanning details on the HCLS pages we checked.
- Biloxi Public Library: 580 Howard Ave., 228-436-3095. Open Monday–Thursday 9 a.m. to 6 p.m. and Friday–Saturday 10 a.m. to 4 p.m.; closed Sunday. It also houses the Local History & Genealogy department [8]. The Census Geocoder places it inside Biloxi city [9].
- The UPS Store: it lists 1 location in Biloxi: 296 Beauvoir Rd., (228) 388-1794. Its city page says its stores offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [10]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [11]. The Census Geocoder places this address inside Biloxi city [9].
See printing prices and fax prices.
Notary in Biloxi
- Harrison County Library System: we didn't find a notary service on the HCLS pages we checked.
- City of Biloxi: the Municipal Clerk, at Biloxi City Hall, 140 Lameuse St., (228) 435-6254, handles public records requests and city legal documents [12]. We didn't find a public notary service on its page.
- Harrison County Chancery Clerk: we didn't find a public notary service on its pages.
- The UPS Store: its Biloxi page lists notarizing [10].
- Fees (statewide law): Mississippi law says a notarial officer may charge up to $5.00 for services [13]. The Secretary of State's notary rules set the same $5.00 maximum per signature for acknowledgments, jurats and signature witnessings, and say "A notary public need not charge for notarial acts." A notary may add a travel fee under set conditions, an employer may bar fees on work time, and the fee is waived for an absentee voter application or ballot [14]. Ask for the price before the notary starts.
- Proposed change (not in effect as far as we found): a proposed-rule filing on the Secretary of State's site would raise the maximum to $10.00 for most notarial acts ($5.00 for certifying an electronic document) and allow up to $25.00 for an electronic notarization [15]. We didn't find that it has been adopted; the current rules above still list $5.00 [14]. Confirm with the notary or the Secretary of State's Notary Division, 601-359-1615 [16].
Passports in Biloxi
The U.S. Department of State's Passport Acceptance Facility Locator data lists 2 facilities in Biloxi. The Census Geocoder places both inside Biloxi city in Harrison County [2][9]:
| Facility | Address and phone | Passport hours (locator) | Photos |
|---|---|---|---|
| Harrison County Chancery Clerk (Judicial District 2, Biloxi courthouse) | 730 Dr. Martin Luther King Jr. Blvd., Biloxi, MS 39530. 228-435-8221 | Mon–Fri 8 a.m.–4 p.m. | Not listed |
| Biloxi Main Post Office (USPS) | 135 Main St., Biloxi, MS 39530. 228-374-6386 | Mon–Fri 8:30 a.m.–4 p.m. (closed noon–1); Sat 10:30–11:30 a.m. | Listed as on site |
- Harrison County Chancery Clerk: its page lists passport hours of 8 a.m. to 4 p.m., Monday–Friday, matching the locator. Fill in Form DS-11 ahead of time if you like, but don't sign it until you're at the office [6]. Phone numbers differ: the passport locator lists 228-435-8221 for this office [2], while the clerk's own site gives (228) 435-8220 as its Biloxi (Judicial District 2) office number [5][17]. Use the clerk's number, and confirm passport details with the office.
- Passport photos at the Biloxi courthouse: the Chancery Clerk's passport page says photos are taken at both the Gulfport and Biloxi courthouse offices, for $15.00 [6]. The locator data in the table above doesn't flag photos for this office [2]; the clerk's own page is the more specific source.
- Chancery Clerk fees and payment: the $35.00 office (acceptance) fee and $15.00 photos can be paid by cash, check, credit card or money order, payable to the Chancery Clerk. The State Department's application fees must be a check or money order; the office can't take cash for them [6].
- Mailing and return-delivery add-ons (Chancery Clerk): the clerk's page lists an optional $32.50 overnight fee to send your application from its office to the processing center, and $26.87 for 1–3 day Priority Mail return delivery. It calls these mail prices approximate, set by the Postal Service [6].
- Your birth certificate: the clerk notes that an original birth certificate used as proof of citizenship is sent in with the application and returned to you separately later [6].
- Biloxi Main Post Office: the locator lists passport hours with a noon–1 break on weekdays and a short Saturday window, and says to book appointments, or see more passport times, at usps.com/scheduler [2].
- Post office fees (national): a $35.00 acceptance fee and a $15.00 photo fee "if needed" [18].
- Faster return delivery (national): two official pages list different prices. USPS lists "$22.05—1- to 3- day delivery service for faster return shipping to you from the State Department" [18]. The State Department's fee page lists 1–3 business day return delivery at $26.87, for passport books only [19]. We couldn't re-read the State Department page on Oct 31, 2026, because it blocked our check. Confirm the fee with the acceptance facility before you pay.

Birth, death, marriage, court and recorded-document copies
Birth, death and marriage certificates (statewide)
- Who issues them (statewide): in Mississippi, certified birth and death certificates come from the Mississippi State Department of Health (MSDH) Vital Records office, not from a county office. MSDH's rules make the state the sole registration district [20]. MSDH holds birth and death records from November 1912 on [21].
- Fees (statewide): birth, death and marriage certificates are $17; additional copies of the same record ordered at the same time are $6 [3][21]. By state law, $1.00 of each certified copy fee goes to the Children's Trust Fund. If no birth record is found, MSDH issues a Not-On-File certification and still charges the fee [22].
- In person (statewide office): 222 Marketridge Drive, Ridgeland, Monday–Friday 8 a.m. to 4 p.m., closed state holidays [3][23]. MSDH says you get a birth certificate the same day unless a search is needed; death and marriage copies are mailed within 7–10 business days [3]. MSDH's birth certificate page says to bring photo ID [22].
- Paying in person (MSDH pages differ): MSDH's Q&A says it takes cash, a bank or post office money order, a cashier's check or a credit card in person, and that personal checks aren't accepted [3]. Its death and marriage record pages say you may pay by "cash, check, money order, or credit card/debit card" [23][24]. Bring something other than a personal check, or call MSDH at 601‑206‑8200 to confirm [21].
- By mail (statewide): Mississippi Vital Records, P.O. Box 1700, Jackson, MS 39215-1700, with a bank cashier's check or a bank or postal money order payable to Mississippi Vital Records, plus a copy of photo ID; no cash or personal checks [22].
- By phone or online (statewide): through a private service (VitalChek) by credit card, for an extra fee [21][3]. MSDH lists two numbers: its birth certificate page says to call 601‑206‑8200 [21], and its Q&A says 1-877-295-4229 [3].
- For a passport (statewide): MSDH says its certificates are long-form, have a raised seal and can be used to get a passport; it no longer issues short-form birth certificates [3].
- Divorce (statewide): MSDH doesn't keep divorce records. It offers a $17 five-year divorce index search to find the county; the certified decree comes from that county's Chancery Clerk [3].
Marriage licenses
- Marriage record copies (statewide): MSDH has marriage records for January 1, 1926 to June 30, 1938, and January 1, 1942 to the present; it says not every marriage is on file, and otherwise to contact the Circuit Clerk in the county of issue [24]. For July 1938 through December 1941, only the Circuit Clerk in the county that issued the license has the record [3].
- Harrison County Circuit Clerk offices: the Circuit Clerk is Justin Wetzel [25]. Gulfport, Judicial District 1 Courthouse, 2nd floor behind the stairs and elevator, 1801 23rd Ave., 228-865-4005 or 228-865-4369; Biloxi, Judicial District 2 Courthouse, 2nd floor, 730 Dr. Martin Luther King Jr. Blvd., 228-435-8233 or 228-435-8276. Both are open 8 a.m. to 5 p.m., Monday–Friday [26]. Marriage licenses aren't issued after 4:45 p.m. [27].
- Fee: $38.00, cash or credit card (the fee since July 1, 2019) [27]. The Circuit Clerk's fee list adds a $1.50 service fee for card payments [28].
- Requirements (county page headed "Pre-Requisite Information as of July 1, 2012"): both of you apply together, and each brings a valid ID showing your age, such as a driver's license, birth certificate, military ID or DD-214; the clerk keeps a copy. If either of you was divorced in the last six months, bring a copy of the divorce decree. Applicants under 21 need parental consent, and the page lists minimum ages to apply of 15 (female) and 17 (male). The license can be used only in Mississippi [27]. Because that page is dated 2012, confirm the current requirements with the Circuit Clerk before you go.
- Copies: a certified copy of a marriage license is $17.00, and additional certified copies are $6.00 each. The fee list also shows "Certified Copy of Marriage Record" at $1.00 and copies at $1.00 a page [28].
Recorded documents and court records
- Recording fees (statewide schedule): the Mississippi Real Property Recording Fees schedule on the Harrison County Chancery Clerk's site, set by Miss. Code Ann. § 25-7-9 and effective January 1, 2020, lists $26.00 to record a deed or similar document of up to five pages in counties that collect the $1.00 archive fee, and $1.00 for each page after five. It lists Harrison as an archive-fee county [29]. The clerk also has an online fee calculator; it says the estimate may differ from the actual fee charged at recording [30].
- Copies of recorded documents: the same schedule lists copies at $0.50 a page made by the clerk or $0.25 a page if you make them yourself, and $1.00 to certify a complete document [29]. Vault staff in Gulfport and Biloxi help the public find and copy records such as deeds, but they can't give legal advice, research titles or do lien searches [31].
- Military discharge (DD-214): recording a DD-214 or NGB-22 is free, and the Chancery Clerk gives free certified copies to the veteran, dependents, next of kin or an authorized representative [32].
- Chancery Court (divorce, estates and similar cases): the Chancery Clerk handles divorce, adoption, estates and similar cases, and its court dockets are online [33]. We didn't find copy fees for court files.
- City records: the Biloxi Municipal Clerk processes public records requests [12]. We didn't find a fee schedule.
Apostilles (statewide)
- Fee and rules (statewide): the Mississippi Secretary of State charges $5.00 a document. The document must be notarized by a Mississippi notary or signed by a Mississippi public official; send originals, with a check or money order payable to Secretary of State [16]. The Secretary of State also says a notary who doesn't work for the issuing agency may not certify a copy of a government document such as a birth certificate [16].
- Where to send it (statewide): by mail to Secretary of State, P.O. Box 136, Jackson, MS 39205-0136, Attention: Notary / Apostille / Authentication, with Form 11 [34]. For FedEx or UPS the street address is 660 North Street, Jackson, MS 39202; include a prepaid return envelope, or documents come back by regular mail [16]. Questions: Notary Division, 601-359-1615 [16]. We didn't find walk-in hours or a processing time on that page.
More on certified copies: how to get a certified copy.
Money orders
USPS money order fees are national: $2.65 for $0.01 to $500.00, and $3.75 for $500.01 to $1,000.00. Pay with cash or a debit card, not a credit card. The limit is $1,000 per domestic money order [35]. Other sellers: money order guide.

- Free events: we didn't find an upcoming official free shred day in Biloxi.
- The UPS Store: its Biloxi page lists shredding [10]. We didn't find prices.
