Printing, copying, scanning and fax
Toledo Lucas County Public Library
- Prices: library card holders get $1.50 of printing or copying a day. After that, black and white is $0.15 a page and color is $0.50 a page. All locations can help [1].
- Fax: outgoing faxes are free [1]. We didn't find whether the library receives incoming faxes.
- From your device: upload files up to 100 MB, or email them to bw@toledolibrary.org for black and white or color@toledolibrary.org for color. You get a release code to show staff. Pick up your printing the same day you send it. The library can't print on your own paper [1].
- Scanning: we didn't find scanning on the library's printing, copying and faxing page [1].
- Main Library: 325 Michigan Street, 419-259-5200 [1], which the Census Geocoder places in Toledo city [7].
- The UPS Store: its Toledo page lists 2 stores and says they offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [8]. The Census Geocoder places 3550 Executive Pkwy, Ste 7 in Toledo city. It places 6725 W Central Ave, Ste M outside any city [8][7]. Prices aren't listed online: the 3550 Executive Pkwy store page shows no prices and says products, services, pricing and hours of operation may vary by location [9], so call the store for prices (last checked Nov 1, 2026).
See printing prices and fax prices.
Notary in Toledo
- Toledo Lucas County Public Library: the library says it doesn't provide notary services [1].
- The UPS Store: its Toledo page lists notarizing [8]. Prices aren't listed online; call the store [9].
- How notaries are commissioned (statewide law): the Ohio Secretary of State issues all notary commissions. Applicants must be at least 18 and Ohio residents (or attorneys admitted in Ohio who practice here), and most must submit a criminal records check from the past six months and complete an education program and test [10]. A commission lasts five years unless revoked; attorneys keep theirs as long as they qualify [11]. Ohio notaries are commissioned "for the state" [10] and have statewide jurisdiction [12].
- Fees (statewide; state law and the Secretary of State agree): an Ohio notary may charge up to $5 per traditional or electronic notarial act, plus a reasonable travel fee agreed before the act [13][14]. For a remote online notarization, the limit is $30 per act plus a technology fee of up to $10 per online session, which can be charged even if the act isn't completed [13][14]. Fees can't be charged per signature [13].
- When the online fee changed (sources differ by a day): the Revised Code section shows an effective date of April 3, 2025 [13]. The Secretary of State says House Bill 315, effective April 4, 2025, raised the online maximum from $25 to $30 and allowed the $10 technology fee [15].
- Appearing in person (statewide): for a traditional or electronic notarization, you must appear in person before the notary, and the notary must be physically in Ohio. A remote online notary needs Secretary of State authorization and must be in Ohio, but the signer can be outside Ohio [14].
- ID (statewide): bring a passport, driver's license or government-issued ID with your photo and signature, either current or expired no more than 3 years. A notary can't identify you over the phone [14].
- Check a notary (statewide): the Secretary of State commissions Ohio notaries [16] and has a public Notary Search to look one up [16].

Call ahead to schedule: 419.259.5201 for Main and 419.882.2089 for Sylvania. The library can help with the form and take your photo for $5. Its execution fee is $35, paid to the library by cash, check, money order or credit card [2].
- Library hours (sources differ): the library's passport page lists Main Library hours of Monday–Tuesday 9 a.m.–4:30 p.m., Wednesday–Thursday noon–7:30 p.m. and Friday–Saturday 9 a.m.–4:30 p.m. [2]. The locator lists later closing times for the Main Library, shown in the table [17]. Ask when you call to book.
- Lucas County Clerk of Courts, Auto Title offices: the clerk's Automobile and Watercraft Division takes passport applications [18] at four offices: 3606 W. Sylvania Ave. (419-213-8844) and 4456 Heatherdowns Blvd (419-213-2500), both in Toledo city, plus 4900 N McCord Rd. in Sylvania city and 3034 Navarre Avenue in Oregon city [5][7]. The locator lists walk-in hours of Monday–Friday 8:30 a.m.–4:30 p.m. at the two Toledo offices [17].
- Auto Title fees and photos: the execution fee is paid to Lucas County Auto Title by cash, personal check, money order or a major credit card. The clerk's page doesn't list the fee or a photo price [5]. It says staff will take the required photos [5], while the locator doesn't list photos at these offices [17]. Call ahead. Don't sign your form before you arrive. If you renew in person here instead of by mail, the clerk says it must charge the full DS-11 price [5].
- Just outside Toledo: the locator's Franklin Park post office, 5151 Monroe Street, has a Toledo address, but the Census Geocoder places it outside any city [17][7].
- Post offices: the locator says to book appointments or see more passport times at usps.com/scheduler [17].
- Post office fees (national): a $35.00 acceptance fee and a $15.00 photo fee "if needed" [19].
- Faster return delivery (national): two official pages list different prices. USPS lists "$22.05—1- to 3- day delivery service for faster return shipping to you from the State Department" [19]. The State Department's fee page lists 1–3 business day return delivery at $26.87, for passport books only [20]. We couldn't re-read the State Department page on Nov 1, 2026, because it blocked our check. Confirm the fee with the acceptance facility before you pay.
- The library's figure: the library's passport page lists the 1–3 day delivery fee as $23.36 (passport book only), which matches neither official figure above [2].
See the passport checklist and passport photo prices.
Birth, death, marriage, court and recorded-document copies
Birth and death certificates (Toledo-Lucas County Health Department)
- Fee: $25 a certified copy, for birth or death certificates. You can pay by cash, check, credit card or money order, with a processing fee for credit cards. Make checks payable to Toledo-Lucas County Health Department [3][21]. That's more than the state's $21.50 in the statewide section below.
- What it issues: certified birth certificates for anyone born in Ohio after 1908, and death certificates for people who died in Ohio. Non-certified copies are no longer issued [3][21].
- In person (about 15 minutes): 635 N. Erie St., downtown only. Hours are Monday–Wednesday and Friday 8:00 a.m.–3:45 p.m., and Thursday 9:00 a.m.–3:45 p.m. [3]. The Census Geocoder places 635 N Erie St in Toledo city [7].
- By phone: 419-213-4100 with a credit card, for an added fee. Certificates are usually mailed the same or the next business day; allow 7–10 days [3].
- By mail: send the request form, payment and a self-addressed stamped envelope to Vital Statistics at 635 N. Erie Street, Toledo, OH 43604. The office mails certificates within 2 business days; allow 7–10 business days for return mail [3].
- Online: through VitalChek, which charges $7.00 plus shipping [3][21].
Birth and death certificates from the state (statewide)
- State fee (statewide): the Ohio Department of Health (ODH) charges $21.50 for a certified birth or death record. Since Jan. 1, 2025, that $21.50 is a search fee, charged whether or not a record is found [22]. State law says the state fee can't be less than $12, and that local offices and the state add a $5 fee to each certified copy [23]. Local offices can charge more than the state: compare the city fee above.
- Any Ohio birth, at local offices (statewide): ODH says more than 100 local offices offer same-day certified copies of Ohio vital records in person or in other ways [22]. State law lets a local registrar issue a certified copy to any applicant, unless the record is no longer public [24].
- How to order from the state (statewide): online by credit card (processed within five business days; about three weeks for delivery by mail; no expedited service), or by mail to ODH Bureau of Vital Statistics, PO Box 15098, Columbus, Ohio 43215-0098, with a check or money order (four to six weeks) [22]. Online birth certificates are abstract copies that ODH says are valid for all U.S. legal uses, including passports [22].
- State office walk-in (statewide): 4200 Surface Road, Columbus, Monday through Friday 10 a.m. to 2 p.m., only for central Ohio customers who need an expedited copy of their birth record and pay by credit card [22].
- Deaths before 1971 (statewide): the state's records are with the Ohio History Connection. ODH says to get certified copies from the local health department where the death happened [22].
Marriage licenses (Lucas County Probate Court)
- Where to apply (statewide law): both of you appear in person at the probate court of the county where either of you lives. If neither of you lives in Ohio, apply in the county where you plan to marry [25].
- Waiting period and validity (statewide law): a probate judge may grant the license "at any time after the application is made" [25], and the license expires 60 days after it's issued [26]. A passport is one of the accepted proofs of age [25]. Ohio law doesn't set one statewide license fee; check the county fee below.
- Lucas County fee: $60.00 in person, paid by cash or credit card (credit cards carry a convenience fee) [4]. The fee includes one certified copy [27].
- Online fee (the court's pages differ): the marriage license page says the online license costs $63.54, by debit or credit card only [4]. The court costs page lists $61.40 online [27]. There are no refunds once you submit [4].
- How: apply in person together, with no appointment, or apply online. If you apply online, you both still go to the Marriage License office to take the oath, with no appointment, within 30 days of the application being processed [4].
- What to bring: each applicant brings a valid government-issued photo ID, such as a driver's license or state ID. If you use a U.S. passport, also bring proof of residency. Applicants under 21 need a certified birth certificate listing their parents' names. If you were married before, bring proof of how your most recent marriage ended [4].
- Who can apply here: Ohio residents apply in the county where at least one of you lives. If you both live out of state, you can marry only in Lucas County [4].
- Waiting period and validity: there's no waiting period in Lucas County, and the license is valid for 60 days from the date it's issued [4].
- Where and when: 700 Adams St., Monday–Friday 8:30 a.m.–4:00 p.m. in person. Phone lines are open 8:30–11:30 a.m. and 1:30–4:00 p.m. [4][28]. The Census Geocoder places 700 Adams St in Toledo city [7].
- Phone (the court's pages differ): the marriage license page and the county records center list (419) 213-4361 [4][29]. The court's hours page lists 419-213-4750 for marriage [28].
- Upcoming closures: the court's 2026 list shows it closed on Nov. 11 (Veterans Day), Nov. 26–27 (Thanksgiving), and Dec. 24, 25 and 31 [28].
- Weddings at the courthouse: a minister is usually available Tuesday–Friday, 10:00 a.m.–4:00 p.m., for $50.00, cash only. For November 2026, the court lists hours of 10:00 a.m.–3:00 p.m. Tuesday–Friday, and 10:00 a.m.–noon on Nov. 25 [4].
- Copies: more certified copies are $2.00 each [27]. You can order certified copies online. They're mailed to you, can't be emailed or faxed, and take about three weeks [4].
Recorded documents (Lucas County Recorder)
- Recording fees: $39.00 for the first two pages and $8.00 for each additional page, with a $39.00 minimum [30]. The recorder says the fee rose by $5.00 on April 1, 2026, because of Senate Bill 94 and Ohio Revised Code Section 317.32 [31]. The same page still carries an older note about the 2019 increase to $34.00 [31].
- Copy prices (the recorder's pages differ): the fee schedule lists $2.00 a page for staff copies, $0.25 a page for self-service copies and $1.00 per document for certification [30]. The recorder's main page says all copies processed by its office are $2.00 a page [31]. Ask before you copy.
- Payment: cash or checks payable to Lucas County Recorder [30]. The main page also lists escrow accounts [31].
- Postage: if you don't include a self-addressed stamped envelope, include postage. The recorder says the postage for a standard 1 oz. first-class letter went from $0.80 to $1.00 on Aug. 17, 2026 [30][31].
- Where and when: One Government Center, Suite 700; (419) 213-4400. Hours are Monday–Friday 8:00 a.m.–4:30 p.m., and the e-recording cutoff is 4:00 p.m. The office is closed Wednesday, Nov. 11, 2026 [31]. The Census Geocoder didn't match the One Government Center address [7].
Court records (Lucas County Clerk of Courts)
- Copy fees: the clerk's 2026 public records policy lists paper copies at $0.05 a page, with no charge for email delivery [32]. We didn't find a certified-copy price in the policy [32].
- Where: 700 Adams Street; (419) 213-4484. Hours are Monday–Friday 8:30 a.m.–4:30 p.m. [18].
Apostilles and authentications (statewide)
- What it is (statewide): the Ohio Secretary of State issues apostilles for countries in the Hague Convention and authentications for other countries, which may also need a step at the U.S. Department of State's Office of Authentications. Neither can be used inside the U.S. Only documents issued by an Ohio official or notarized by an Ohio notary qualify [33][34].
- Fee and payment (statewide): $5 per document, exact fee only [33][35]. Pay by check, money order or credit card. A mailed credit card payment needs the Credit Card Authorization form. Don't send cash, and foreign checks and money orders aren't accepted [33][36][35].
- By mail (statewide): send the completed Request Form 8003, the documents, and a self-addressed stamped envelope or prepaid express delivery label to Ohio Secretary of State, Client Service Center, 180 Civic Center Dr., Columbus, OH 43215-4138 [36]. Mailed requests are processed in two to three days from receipt [33][36].
- In person: the form says documents can be delivered in person for faster service [36], but we didn't find walk-in hours or an in-person address on the Secretary of State's pages.
- Accepted (statewide): originals certified by an Ohio official; birth and death certificates certified by the Ohio Department of Health; certified copies of marriage licenses from the probate court that issued them; certified copies of divorce decrees, probated wills, judgments and citizenship records from the county Clerk of Courts where they were filed; certified copies of business documents on file with the Secretary of State; and documents properly notarized by an Ohio notary [36].
- Rejected (statewide): improperly notarized documents; documents notarized by a notary outside Ohio; originals certified by another state or country; FBI background checks; citizenship documents not issued by an Ohio county Clerk of Courts; federal court and federal documents, including those from the Departments of Justice, Treasury, Homeland Security and Health and Human Services and the U.S. Patent and Trademark Office; and documents for use in the United States [36]. Federal agency documents go to the U.S. Department of State, federal court documents to the issuing court and FBI checks to the FBI [33].
- Before you send (statewide): school records and transcripts must be notarized first. The office doesn't translate, so translate a document first and then have it notarized. Don't detach or reattach certificates [33].
More on certified copies: how to get a certified copy.
Money orders
USPS money order fees are national: $2.65 for $0.01 to $500.00, and $3.75 for $500.01 to $1,000.00. Pay with cash or a debit card, not a credit card. The limit is $1,000 per domestic money order [37]. Other sellers: money order guide.
Shredding
- Shred events: we didn't find a shred event on the Lucas County Solid Waste Management District page or the City of Toledo trash and recycling page as of Nov. 1, 2026 [38][39]. The district's number is (419) 213-2230 [38].
- Shredded paper at the curb: a May 2019 Republic Services flyer on Lucas County's site lists shredded office paper as recyclable in Toledo [40]. The city's current service guide says to place recyclables loose, not bagged [41]. Recycling is picked up every other week; call Republic Services at 419-936-2511 with questions [39].
- Paid shredding: The UPS Store's Toledo page lists shredding; prices aren't listed online [8][9].
For paid per-pound shredding, see where to shred documents.
