Rockford, Illinois document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in Rockford, Illinois, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those.
Printing, copying, scanning and fax
Rockford Public Library (RPL)
- Printing and copying: 15¢ a page black and white and 25¢ a page color, for both prints and copies [1].
- Fax: $1.00 a page [1]. We didn't find whether that covers international faxes or whether the library receives faxes.
- Scanning: we didn't find a scanning price or scanning details on the RPL pages we checked.
- Computers and Wi-Fi: computers with Internet access at all three locations, and free Wi-Fi at all locations [9].
- Also on the fee schedule: exam proctoring is $25.00 an exam, research help is $15.00 an hour, and a non-resident card is $132.00 per household. RPL notes that out-of-date fee listings don't stop it from charging the current year's fee [1].
- Locations: Main Library, 215 N. Wyman St., 815-965-7606, Monday–Thursday 9 a.m. to 8 p.m. and Friday–Saturday 9 a.m. to 5 p.m.; East Branch, 6685 E. State St., 815-966-2748, and Montague Branch, 1238 S. Winnebago St., 815-966-2740, both Monday–Thursday 10 a.m. to 8 p.m. and Friday–Saturday 10 a.m. to 6 p.m. All are closed Sunday [1].
- The UPS Store: it lists 2 locations in Rockford: 325 W State St, (815) 962-2166; 7431 E State St, (815) 398-8300. Its city page says its stores offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [10]. We didn't find prices on the store pages; The UPS Store's site says products, services, prices and hours may vary by location [11]. The Census Geocoder places both stores in Rockford city in Winnebago County [10][3].
See printing prices and fax prices.
Notary in and near Rockford
- Rockford Public Library: we didn't find a notary service on the RPL pages we checked.
- State Rep. Dave Vella's district office (Loves Park): free notary service, Monday–Friday 9 a.m. to 4 p.m., walk-ins welcome, at 4007 N Mulford Rd., Loves Park, (815) 329-6741 [12]. That's in Loves Park, not Rockford. We didn't find a residency rule or a list of documents it won't notarize on that page.
- The UPS Store: its Rockford page lists notarizing [10].
- Fees (statewide law): the Illinois Notary Public Act caps the fee for a non-electronic notarial act at $5, and allows up to $25 for an electronic notarial act. The current text took effect Jan. 1, 2026. For immigration forms, the cap is $5 a notarization and $75 for a complete application [13]. Ask for the price before the notary starts.
- Secretary of State: its Notary Services page doesn't list a fee for getting a document notarized. It says Illinois notaries are commissioned for 4 years (non-residents for 1 year). Notary Division: 217-782-7017 [14].
Passports in Rockford
The U.S. Department of State's Passport Acceptance Facility Locator data lists 1 facility in Rockford, a post office. The Census Geocoder places it inside Rockford city in Winnebago County [2][3]:
| Facility | Address and phone | Passport hours (locator) | Photos |
|---|---|---|---|
| Rockford Post Office (USPS) | 5225 Harrison Avenue, Rockford, IL 61125. 815-229-4807 | Mon–Fri 9 a.m.–4:30 p.m.; Sat 9 a.m.–2 p.m. | Listed as on site |
- Appointments: the locator says to book passport appointments, or see more passport times, at usps.com/scheduler [2].
- Nearby, outside Rockford: the locator data also lists the Cherry Valley Public Library District, 755 E. State St., Cherry Valley, 815-332-5161; it says to call that number for an appointment [2]. Cherry Valley is a separate village; we didn't run that address through the Census Geocoder.
- Other facilities: we didn't find a library or county office in Rockford in the locator data [2].
- Post office fees (national): a $35.00 acceptance fee and a $15.00 photo fee "if needed" [15].
- Faster return delivery (national): two official pages list different prices. USPS lists "$22.05—1- to 3- day delivery service for faster return shipping to you from the State Department" [15]. The State Department's fee page lists 1–3 business day return delivery at $26.87, for passport books only [16]. We couldn't re-read the State Department page on Oct 31, 2026, because it blocked our check. Confirm the fee with the acceptance facility before you pay.

Birth, death, marriage, court and recorded-document copies
Birth and death records (statewide rules)
- Who issues them (statewide): the Illinois Department of Public Health (IDPH) Division of Vital Records in Springfield issues birth and death certificates, and it says you may also contact the county clerk where the event occurred [8][17].
- IDPH birth certificate fees (statewide): $15 or $10 for the first certified copy, depending on the version, and $2 for each additional copy of the same certificate ordered at the same time. A genealogical copy is $10 [8][18], and a commemorative birth certificate is $40 [18].
- Which version costs what (IDPH pages differ): IDPH's birth certificate page says $15 gets the information collected at the time of birth, and $10 gets a set list of items (name, date and place of birth, parents' details, file date and state file number) [8]. IDPH's fee schedule calls the $15 version the long form, a full copy of the original record, and the $10 version the short form, a computer-generated abstract, but it places the item list beside the $15 version [18]. Ask IDPH or the county clerk which version you need before you order.
- IDPH death certificate fees (statewide): $19 for a full certified copy and $4 for each additional copy [17][18].
- IDPH by mail: Illinois Department of Public Health, Division of Vital Records, 110 W Lawrence Ave., Springfield, IL 62704-2610; pay by check or money order payable to IDPH [8]. IDPH says mail requests take about 12 weeks from when it gets your paperwork. For urgent needs, it says to send the request by overnight delivery with proof of immediate need and a prepaid overnight return envelope; certified copies are then processed in 5 to 7 business days [17].
- IDPH online: through VitalChek, with a major credit card. On the death certificate page IDPH lists a $15.00 handling fee, plus $22.00 if you choose UPS delivery [17].
- Office move (past): IDPH's Springfield office at 925 East Ridgley Avenue closed, and the new office at 110 W Lawrence Avenue opened on September 14, 2026 [17].
Winnebago County: two offices issue birth and death certificates
- Winnebago County Clerk: birth certificates and marriage or civil union certificates are $17 for the first certified copy and $5 for each additional copy; death certificates are $21 and $9 [4][19]. In person with valid ID at 404 Elm St., Room 104, Rockford, Monday–Friday 8 a.m. to 5 p.m. [4][19]. By mail, send the form, a copy of your ID and a check or money order for the exact amount, payable to "Winnebago County Clerk"; no refunds [19]. Online orders go through Official Records Online, which charges an extra fee [4].
- Winnebago County Health Department: also issues certified birth and death certificates, at 555 North Court St.: $17.00 for a birth certificate and $21.00 for a death certificate, $5.00 and $9.00 for each additional copy bought at the same time, plus a $3.00 handling fee on mail or E-Pay orders. E-Pay birth certificate orders aren't processed until the Health Department gets a copy of your ID. On the 2nd and 4th Thursday of each month the building opens at 9:30 a.m. [20].
- Which office holds the record (the two pages differ): the Health Department says it keeps records of Winnebago County births and deaths after 1916 and sends people to the County Clerk for earlier records [20]. The County Clerk says Winnebago County birth and death records are kept in its office and doesn't mention a cutoff year [4]. The fees match. Call ahead to confirm which office can issue your record.
- Who can order a death certificate: the County Clerk lists a family member, an attorney for the estate or the executor of the estate; it says a death certificate isn't a public record [4]. For genealogy, the Health Department says anyone can order a death certificate that's at least 20 years old [20].
Marriage licenses
- Marriage records (statewide): IDPH doesn't issue certified copies of marriage records; they come from the county clerk in the county where the marriage happened. IDPH can verify the facts of a marriage from 1962 on for $5 [21].
- When a license is valid (statewide law): Illinois law says a marriage license becomes effective in the county where it was issued one day after it is issued, unless a court orders otherwise, and expires 60 days after it becomes effective [22].
- Winnebago County Clerk: the marriage or civil union license is $40.00; the Clerk takes cash, credit and debit cards. Residence doesn't matter [4].
- How to apply: start the application on the Clerk's website or at the kiosk in the Clerk's Office, 404 Elm St., Room 104. You then get an email with a five-digit code and a link to book an appointment. Both people must come together with current, valid ID [4]. The license must be bought at least one day before the wedding and is valid for 60 days [4][23].
- Courthouse ceremony: book online at least one week ahead, after you have your license. On the day, register at the Circuit Clerk's Office, Room 108, Winnebago County Courthouse, 400 W. State St., before 3 p.m., and pay the $10.00 fee. A judge performs a private ceremony in the courtroom; you must bring your own interpreter if you need one [23].
Recorded documents and court copies (Winnebago County)
- Winnebago County Recorder, recording: fees effective January 1, 2025: $54.00 for a standard document, $66.00 for a non-standard document and $112.00 for a plat; $18.00 for local and state government agencies and public utilities. Recording a veteran's discharge (DD-214) is free [24][25]. The Recorder takes cash, check or credit card, but no bills larger than $50, and doesn't accept copies for recording [24].
- Winnebago County Recorder, copies: $0.50 a page for copies of recorded documents (up to $35.00 a document) and $35.00 for a certified copy; DD-214 certified copies are free. Searches are $10.00 for documents under 20 years old and $29.00 for older ones, and the Recorder doesn't search by phone [24][25].
- Winnebago County Circuit Clerk: copies are $2.00 for the first page, $0.50 a page for pages 2–20 and $0.25 a page after that [26][27].
- Certification (the two Circuit Clerk pages differ): the fee schedule effective September 9, 2026 lists $6.00 extra per stamp or seal for a certified copy and $12.00 for an exemplified copy, on top of copy fees [26]. The online Document Requests page lists $6.00 per certified or sealed page [27]. Confirm the total with the Circuit Clerk, 1-815-319-4500 [27].
- How to order court copies: in person at the Records Division, Room 101, 400 W. State St., or online through the Document Requests form [28]. After an online request, the Clerk emails the amount; once you pay, you should get the documents within 4 business hours, and certified copies are mailed. Background checks are $6.00, plus $6.00 to certify. The phone line is staffed 8 a.m. to 4:30 p.m. Central [27].
Apostilles (statewide)
- Fee (statewide law): Illinois law sets the Secretary of State's fee for a certificate or apostille, with seal, at $2 [29].
- Rules (statewide law): requests go on the Secretary of State's form with the fee. The office may refuse a document that isn't an original, isn't properly certified or notarized, or is meant for use in the U.S. or in a country that isn't part of the Hague Convention [30].
- Where (Secretary of State page): in person at the Index Department, 160 N. LaSalle St., Suite 100, Chicago (312-814-8218) or 2701 S. Dirksen Pkwy., Springfield (217-782-7017), or at select DMV+ locations: the Chicago Flagship (125 W. Monroe), Aurora (970 N. Lake St., Suite B, 630-653-3824), Champaign, Lake Zurich and Melrose Park. The page says the Chicago-area locations authenticate documents for foreign use only [31].
- How long (Secretary of State page): "In most cases, documents are processed while you wait on a first-come, first-served basis." By mail, send documents to the LaSalle St. address in Chicago with a check or money order and a self-addressed stamped envelope; the page says to allow 7–14 business days. Each document needs its own $2 apostille or certificate [31]. We didn't find office hours on that page, so confirm them before you go.
More on certified copies: how to get a certified copy.
Money orders
USPS money order fees are national: $2.65 for $0.01 to $500.00, and $3.75 for $500.01 to $1,000.00. Pay with cash or a debit card, not a credit card. The limit is $1,000 per domestic money order [32]. Other sellers: money order guide.
Shredding
- Past event (Oct 3, 2026): State Rep. Dave Vella hosted a free Super Shred & Recycling Day in Rockford on October 3, 2026. More than 430 cars came through, and documents were shredded on site until the truck was full [33]. That event is over; we didn't find a future Rockford date.
- The UPS Store: its Rockford page lists shredding [10]. We didn't find prices.
For paid per-pound shredding, see where to shred documents.
