Lincoln, Nebraska document errands: printing, fax, notary, passports and certified copies (2026)
Where to print, fax, notarize, apply for a passport and get certified copies in Lincoln, Nebraska, the state capital, using only official and provider pages. Each fact links to its source. Some facts are statewide or national rather than local. We label those. Nebraska rules differ from Colorado's, Wyoming's and Utah's in several places, and we point those out.
Printing, copying, scanning and fax
Lincoln City Libraries
| Service | What the library says |
|---|---|
| Printing | "In most cases, black and white printing from our public computers is 10 cents per side; color printing is 25 cents per side." You can't carry a printing balance. The charge can go on your library card but must be paid right away [1]. The library's fee schedule lists the same 10 and 25 cent prices [3]. |
| Paying by card | Depending on staff availability, credit cards can be accepted at Bennett Martin Public Library and the Anderson, Eiseley, Gere and Walt branches. A library card is required, and the minimum card payment is $1.00 [1]. |
| Copying | Black-and-white copiers at all locations. "Price depends on the options chosen" [1]. |
| Scanning | Computers with scanners are available. Ask staff at your location which computers have this option [1]. We didn't find a scanning price. |
| Fax | Outgoing domestic faxes only, at all locations except Williams. "Cost is $1.00 per page sent" [2]. The fee schedule says staff send the faxes [3]. |
| Mobile printing | With Princh, send a document from your own computer or phone and release it at the library within 24 hours using your library card [1]. |
| Computers | Computers with printers at all locations until 15 minutes before closing. Card holders can book up to a day ahead; phone reservations aren't accepted. Visitors from outside Lancaster County can ask for a guest pass [2]. A library card is free for Lincoln and Lancaster County residents; a non-resident card is $15 for 3 months or $60 for 12 months [3]. |

Notary in Lincoln
- Lincoln City Libraries: we didn't find notary service on the library's printing, computer or fee pages.
- The UPS Store: the 5001 O St store lists notary service [23]. We didn't find its price or notary hours.
- Nebraska fee limits (statewide): under Neb. Rev. Stat. 33-133, a notary may charge $5 for taking an acknowledgment, $5 for each certificate and seal, $2 for taking an affidavit and seal, and $2 for administering an oath or affirmation, plus mileage for serving notice. A state or local government employee may not charge these fees if the employer paid the notary's commission and bond fees [15]. Nebraska's caps are much lower than Utah's $10 per signature, Wyoming's $10 per notarial act and Colorado's $15 per document.
- Relatives (statewide): the Secretary of State says a Nebraska notary may not notarize a document signed by their parents, grandparents, children, grandchildren, spouse, brothers or sisters, including in-laws, step and half relatives [17].
- Commissions (statewide): the Secretary of State commissions Nebraska notaries. Its online filing process for notary forms took effect November 20, 2023 [16].
- Banks (national policy): Bank of America says notary service is available "at no cost to our customers" and "in many of our financial centers." Schedule an appointment. All signers must be present [20]. For other banks, see free notary options.

- UNL is open to the public: "We are open to the public. An appointment is required to apply with one of our agents." You book the appointment online yourself, and appointments are released only two business weeks ahead, "no exceptions" [6].
- Temporary hours: the locator data shows reduced hours for the UNL office with the note "Temporary hour changes while we rehire and certify a new agent - expected 6-8 weeks. For appointments please visit passport.unl.edu" [5]. UNL's own page still lists Monday to Friday [6]. Check the booking page for real openings.
- UNL fees and payment: the $35 acceptance fee and $15 photo fee can be paid by check, cashier's check, money order, cash, card or Apple Pay. U.S. Department of State fees (for example $130 for an adult book or $30 for an adult card) must be paid by check, cashier's check or money order to the U.S. Department of State. Starter checks aren't accepted, and a bounced check costs $20 [7].
- Renewals at UNL: UNL's fee page says the acceptance fee isn't charged when you're renewing, only on a new application [7].
- Not at the County Clerk: the Lancaster County Clerk's Office says it doesn't issue passports [8].
- Post office fees (national): a $35.00 acceptance fee and a $15.00 photo fee "if needed" [21].
- Difference from our other guides: in Lincoln, the main non-postal passport counter is a public university office, not a county or city office. In Omaha, it's the Clerk of the District Court.

Birth, death, marriage, court and recorded-document copies
Birth and death certificates: Nebraska Office of Vital Records (in Lincoln)
- Who issues them: the Lancaster County Clerk's FAQ says Nebraska birth certificates are issued by the Nebraska Vital Records Office, a division of the Department of Health and Human Services, at 301 Centennial Mall South, Lincoln, 402-471-2871 [8]. We didn't find a Lincoln-Lancaster County Health Department counter for certified copies. Unlike Omaha, where the Douglas County Health Department has its own counter, Lincoln residents use the state office, which is in town.
- Where: the office has moved to the Nebraska State Office Building, 301 Centennial Mall South, First Floor, Lincoln, NE [13][14]. We didn't find walk-in hours on the pages we checked.
- Fees (statewide): $17.00 for each birth certificate and $16.00 for each death, marriage or divorce certificate, for walk-in and mail requests [14].
- How long: walk-in requests take a minimum of 30 minutes, regular mail a minimum of 15 days in-office processing, and online applications a minimum of 7 days. Genealogy requests for historical records take up to 12 weeks and aren't available same day [14].
- View only: you can also view a record in the office and take notes, but it can't be photographed. The fee is the same as for a certificate [14].
- By mail: send a check or money order made out to "Vital Records" (no credit cards) to P.O. Box 95065, Lincoln, NE 68509-5065 [13][14].
- Voter ID (statewide): if you don't have a current Nebraska driver's license or state ID card, you can ask for a no-fee certified birth certificate for voting purposes. Say so on the application [13].
Marriage licenses and copies: Lancaster County Clerk
- Where and when: County-City Building, 555 S. 10th Street, Room 108 (first floor), Lincoln, NE 68508. Mon–Fri 7:30 a.m.–4:30 p.m., including the lunch hour [8][9]. Marriage license hotline: 402-441-8448 [9].
- Fees: a marriage license is $50 and certified copies are $16 each. The office takes cash, check, debit or credit card; card payments carry a service fee of $1.25 or 2.35%, whichever is greater [9]. These match the statewide fees in Neb. Rev. Stat. 33-110 as amended by LB596, effective July 18, 2026 [18].
- Applying: both applicants must appear together in person, and the license is issued at the time of application. Bring a current driver's license, state ID or passport book; passport cards aren't accepted [9].
- Copies of an existing license: order online, by mail or in person with the request form, both names, the marriage date, a copy of photo ID and $16 per copy. Copies are never emailed, and emailed request forms aren't accepted. For licenses from 1909 to mid-June 1976, contact state Vital Records [10].
- Parking: during construction at the County-City campus, the county lists free street parking, metered stalls on 10th Street and the Carriage Park and Center Park garages [9].
Court records: Lancaster County Clerk of the District Court
- Divorce decrees for Lancaster County cases come from the Clerk of the District Court, Hall of Justice, 575 S. 10th Street, 402-441-7328, not the County Clerk [8].
- Requests: use the online records request form. Paper copies are $.25 per page, plus postage, and certification costs begin at $1.00. Emailed certified copies go only to parties or attorneys on the case. Expect a reply within two business days [12].
Recorded documents: Lancaster County Register of Deeds
- Where: because of parking construction, the Register of Deeds has moved to 500 West O Street (the former driver's license facility), Mon–Fri 7:30 a.m.–4:30 p.m. Mail still goes to 555 South 10th Street, Lincoln, NE 68508. Phone 402-441-7463 [11].
- Fees: recording is $10 for the first page and $6 for each additional page. Certified copies are $1.50 per page. If the 3-inch top margin is missing, a $6 cover page is added [11]. The recording and copy fees match Neb. Rev. Stat. 33-109 (statewide) [19].
- Documentary stamp tax: as of July 18, 2026, the county lists the tax on deeds as $3.32 for every $1,000 of the purchase price or value [11].
More on certified copies: how to get a certified copy.

USPS money order fees are national: $2.65 for $0.01 to $500.00, and $3.75 for $500.01 to $1,000.00. Pay with cash or a debit card, not a credit card. The limit is $1,000 per domestic money order [22]. We didn't find a Lincoln government office that sells money orders. Other sellers: money order guide.
