Printing, copying, scanning and fax
Warren Public Library
- Branches: the library has 4 branches: Civic Center Library, One City Square, Suite 100, (586) 751-0770; Arthur J. Miller Branch, 5460 Arden, Suite 303, (586) 751-5377; Dorothy Busch Branch, 23333 Ryan, (586) 353-0580; and Maybelle Burnette Branch, 23345 Van Dyke, (586) 353-0579 [10]. The Census Geocoder places the Miller, Busch and Burnette addresses in Warren city; it didn't match One City Square [9].
- Upcoming closures: the library says all Warren Public Libraries will be closed Tuesday, November 3, 2026 for Election Day and Wednesday, November 11, 2026 for Veterans Day [11].
- Printing and copying: mobile printing is available at all branches [1], with black-and-white and color options for each branch [12]. The Civic Center Library lists color printing and a black-and-white and color copy machine [11]. Tax forms can be printed for $.15 per page [1]. We didn't find the library's general per-page printing or copy prices.
- Fax and scanning (pages differ on where): the library's FAQ (updated 8.17.15) says all branches can fax and scan, at $1.00 for the first page and $.25 for each additional page, and the library doesn't provide cover sheets [1]. The City of Warren's 311 answer (updated 7/29/2011) says fax is at the Civic Center Branch only, at $1 for the first page and 25 cents for each additional page [13]. Call your branch to confirm before you go.
- Library card: to apply, bring a completed application and a valid Michigan Driver's License or State ID with your current address [1].
- The UPS Store: it lists 2 locations in Warren: 13700 12 Mile Rd, (586) 486-5004, and 4005 E Eleven Mile Rd, (586) 619-9470. Its city page says its stores offer packing, shipping, printing, shredding, notarizing, faxing and mailbox services [14]. We didn't find prices; The UPS Store's site says products, services, prices and hours may vary by location [15]. The Census Geocoder places both stores in Warren city [14][9].
See printing prices and fax prices.
Notary in Warren
- Warren Public Library: notary services are free with a valid Warren library card and $5.00 per document for all other patrons, with a maximum charge of $20.00 for 4 or more documents. Notaries may not be available at all branches (FAQ updated 4/7/26) [1]. Call ahead.
- Warren City Clerk: we didn't find notary service for the public on the City Clerk's page [16].
- Macomb County Clerk: the clerk's notary page covers becoming a notary: a $10,000 surety bond, which it says generally costs $50.00 to $100.00, and a $10 bond filing fee [17]. We didn't find whether the clerk's office notarizes documents for the public.
- The UPS Store: its Warren page lists notarizing [14]. We didn't find prices.
- How notaries are commissioned (statewide): the Michigan Department of State commissions notaries. Applicants file a $10,000 surety bond with the county clerk and take the oath of office there. A commission lasts 6 to 7 years and ends on the notary's birthday; there's no renewal, so notaries apply for a new commission each time [18][19]. Once commissioned, a Michigan notary can notarize anywhere in Michigan, but not outside the state [18].
- Fees (statewide law): a Michigan notary may charge "not more than $10.00 for any individual transaction or notarial act" and must post a sign or tell you the fee before notarizing. A separate travel fee can be agreed before the notary travels. A notary may refuse to perform a notarial act [20].
- No true copies (statewide): a Michigan notary can't certify that a copy is a true copy of a document [21][22]. A county clerk can certify true copies of documents kept in the clerk's office [19]. Otherwise, only the issuer or the person named on the document can make a true copy statement; a notary can notarize that person's signature [22].

- Post office fees (national): a $35.00 acceptance fee and a $15.00 photo fee "if needed" [25].
- Faster return delivery (national): two official pages list different prices. USPS lists "$22.05—1- to 3- day delivery service for faster return shipping to you from the State Department" [25]. The State Department's fee page lists 1–3 business day return delivery at $26.87, for passport books only [26]. We couldn't re-read the State Department page on Nov 1, 2026, because it blocked our check. Confirm the fee with the acceptance facility before you pay.

State law sets $34.00 for a search with 1 certified copy, $16.00 for each additional identical copy ordered at the same time, $12.00 for each additional year searched and $12.00 for an expedited search [28]. If you're 65 or older and ordering your own birth record, the state charges $14.00 for one certified copy [27][28]. Search fees aren't refunded [27].

Records more than 100 years old aren't restricted [27].
Marriage licenses (Macomb County Clerk)
- Marriage license fee (statewide law): Michigan law sets a $20.00 license fee, plus $10.00 more if both of you live outside Michigan. A charter county with more than 1,500,000 people may set a different fee by ordinance [29]. Check the county fee below.
- Waiting period (statewide law): the license can't be handed over within 3 days, counting the day you apply. The county clerk may release it right away for good cause, for a fee set by the county board. The license is void if you don't marry within 33 days after you apply [30].
- Macomb County fees: $20 application fee for Michigan residents and $30 for non-residents of Michigan. It accepts cash, check, VISA, Mastercard and Discover [6].
- Who can apply here: at least one applicant needs to be a Macomb County resident with proof of residency (current driver's license or State ID) [6].
- How: apply online 30 days or less before your wedding date, then make an appointment at the Clerk's Office for notarization of the affidavit, fee payment and receipt of the license. You don't pay online [6]. Have both parties' Social Security numbers [6].
- Timing: you must wait three days from the day of application before the license is valid; waiving the wait costs a $10 waiver fee on top of the $20 license fee. The license is valid anywhere in Michigan for 33 days from the date of application [6].
- Errors: if the license has to be redone because of an error in information you provided, there is a $20 re-print or re-type fee [6].
- Copies: certified marriage records are $15 for the first copy and $5 for each additional copy of the same record, with no added fee for ordering online. Marriage certificates are public records, so you don't need to show ID. By mail, write to Macomb County Clerk, Attn: Marriage Records, 120 North Main, Mount Clemens, MI 48043 [31].

The Court Section's listed hours are Monday - Friday 8 a.m. - 4:30 pm; 586-469-5351 [8].
Apostilles and authentications (statewide)
- Fee (statewide): $1 per document from the Michigan Department of State's Office of the Great Seal, paid by check or money order payable to the State of Michigan. Don't send cash [21][22]. The request form lists the fee as $1.00 per authentication, not per page, and asks for the country where the document will be used (not the USA) [36].
- What it can authenticate (statewide): documents notarized by a Michigan notary, and certified copies of birth, marriage, divorce or death records from the State Registrar or a Michigan county clerk. Documents from court clerks, or sent by fax, aren't accepted [21]. Court and register of deeds documents must be notarized first [22]. City clerk records: the service page accepts them from city clerks in Wayne, Macomb and Oakland counties [21], and one FAQ answer agrees, but another FAQ answer says city registrars in Wayne County only [22]. If yours is from a city clerk, confirm with the Office of the Great Seal.
- Where and how (statewide): by mail to the Office of the Great Seal, 7064 Crowner Drive, Lansing, MI 48918, with the request form, the fee and a self-addressed stamped envelope; or in person by appointment on Mondays or Wednesdays, 8:30 a.m.–4 p.m. Phone (888) 767-6424 [21]. The office is in the Richard H. Austin Building, 430 W. Allegan, 1st floor, Lansing [37].
- How long (statewide, sources differ): the service page and FAQs say turnaround is 1–2 weeks [21][22], but the request form says to allow 4–6 weeks after the office receives it [36]. There's no expedited service [22][36]. Confirm with the office if you have a deadline.
- Warren note: the Office of the Great Seal accepts certified vital records from Michigan county clerks [21], which includes Macomb County Clerk copies. Court documents must be notarized before they can be authenticated [22]. We didn't find whether it accepts City of Warren certificates; ask the Office of the Great Seal.
