Notary in Hillsboro
- Library (free): Brookwood Library and Shute Park Library offer notary service free of charge, with Spanish- and English-speaking notaries. It's by appointment only, online or at 503-615-6500, and a library card isn't required [7]. Brookwood is at 2850 NE Brookwood Pkwy. and Shute Park at 775 SE 10th Ave. [12].
- Limits: up to three documents per visit, including certified copies. Check in within 15 minutes of your start time or the appointment is canceled. Library notaries don't notarize wills or trusts, powers of attorney, mortgage, closing or bank loan documents, or I-9 forms, and don't copy or certify birth, death, marriage or divorce certificates. Documents must be in English or Spanish, and translators aren't allowed [7].
- What to bring: valid government-issued photo ID (or a credible witness with ID) and your unsigned documents. Every signer must be present with photo ID. Library staff can't act as witnesses [7].
- The UPS Store: its Hillsboro page lists notarizing [13]. We didn't find store notary prices; Oregon's legal maximum is below.
- Fees (statewide): Oregon law says a notary's fee "may not exceed $10 per notarial act," or $25 for a notarial act performed remotely under ORS 194.277 [10]. The Secretary of State's rule, OAR 160-100-0400 (amended effective Feb. 18, 2021), sets the same caps: no more than $10 per notarial act and no more than $25 per act for a remote online notarization [14].
- Extras (statewide): a notary may also charge a fee for traveling to perform a notarial act; the rule sets no amount [14]. Under the statute, the notary must explain beforehand that the travel fee is on top of the notarial fee and not set by law, and you must agree to it in advance. A notary who charges fees must display a list of them in English [10]. Oregon's $10 cap is lower than Washington's $15 and twice Idaho's $5.
